Establishment of an investigation committee for the helicopter crash in Ha Long Bay

According to the decision signed today (May 30), the "Aircraft Accident Investigation Committee" that occurred on April 5 regarding the Bell 505 helicopter with registration number VN-8650 of the Northern Helicopter Company - Vietnam Helicopter Corporation, Army Corps 18, Ministry of National Defense in the sea area bordering Gia Luan commune, Cat Hai district, Hai Phong city was established.

Decision on assignment: The leader of the Ministry of Transport shall be the Chairman of the Aircraft Accident Investigation Committee. The leader of the Ministry of National Defense shall be the Permanent Vice Chairman. The leader of the Civil Aviation Authority of Vietnam shall be the Vice Chairman.

Committee members include: Operations Department; Air Defense - Air Force; Rescue Department (General Staff); Navy Command; representatives of the Ministry of Finance; Ministry of Transport; Vietnam Air Traffic Management Corporation; representative of the country designing and manufacturing aircraft (Canada); representative of the country designing and manufacturing engines (France); leaders of the People's Committees of Quang Ninh province and Hai Phong city...

In addition, the Committee also mobilized a team of experts from the Ministry of Transport (Civil Aviation Administration of Vietnam, Vietnam Maritime Administration, Aviation Search and Rescue Coordination Center); experts from the Ministry of National Defense (Air Defense - Air Force, Navy, Army Corps 18...)

The Decision clearly states that the Chairman of the "Aircraft Accident Investigation Committee" is responsible for directing the investigation work and activities of the Investigation Committee according to the investigation procedures, tasks, powers and obligations prescribed in Decree No. 75/2007/ND-CP dated May 9, 2007 of the Government on investigation of civil aircraft incidents and accidents.

The budget for incident investigation activities shall be implemented in accordance with the provisions of Article 22 of Decree No. 75/2007/ND-CP dated May 9, 2007 of the Government on investigation of civil aircraft incidents and accidents. The Aircraft Accident Investigation Committee shall dissolve itself upon completion of its investigation mission.

Previously, the incident occurred at 5:15 p.m. on April 5, when Bell 505 helicopter number 8650 of the Northern Helicopter Company, a branch of the Vietnam Helicopter Corporation (Ministry of National Defense) lost contact while flying a sightseeing tour of Ha Long Bay. There were 4 Vietnamese passengers and a pilot on board.
