The Mi-8T helicopter was carrying 19 passengers and three crew members when it disappeared near a volcano on the Kamchatka Peninsula, Kamchatka Governor Vladimir Solodov said in a video statement on Saturday. It had taken off from a site near the region's Vachkazhets volcano and was en route to the village of Nikolaevka.

The ministry said that as of Sunday evening local time, 17 bodies of those on board the plane had been found.

TASS reported on Sunday that the helicopter crashed into a hill while flying in bad weather conditions. Low visibility, drizzle and fog were observed in the Kamchatka region where the helicopter was flying.

"According to preliminary data, the cause was crew error. In poor visibility conditions, the helicopter crashed into a hill," a source in the Russian Emergencies Ministry told TASS. The operating services said the crew did not report any problems with the aircraft.
