The investigation committee for the helicopter crash in Ha Long Bay is chaired by the leader of the Ministry of Transport, according to the Prime Minister's decision on May 30.
The two Vice Chairmen of the Investigation Committee are leaders of the Ministry of National Defense and the Civil Aviation Authority of Vietnam. The members are representatives of many units, experts, and localities where the accident occurred, including Quang Ninh and Hai Phong. Representatives of the country that designed and manufactured the helicopter, Canada, and the country that designed and manufactured the engine, France, also participate in the Committee. After completing its mission, the Committee dissolved itself.
Previously, at 4:56 p.m. on April 5, the Bell-505 aircraft departed from Tuan Chau parking lot to make a 10-minute flight to see Ha Long Bay. At 5:06 p.m., the flight commander could not contact the pilot, so he reported to the Northern Helicopter Company headquarters. At 5:25 p.m., the commander received news of the helicopter crash from the people.
Later, the bodies of the pilot and four tourists were found on Ha Long Bay, and the plane wreckage was salvaged.
The Bell-505 is an American single-engine light helicopter designed and manufactured by Bell Helicopter. The aircraft is certified by the Federal Aviation Administration of the United States, Canada, and Europe, and was also certified by the Civil Aviation Authority of Vietnam in 2018.
Immediately after the accident, helicopter manufacturer Bell and the Transportation Safety Board of Canada offered to assist Vietnam in investigating the cause of the Bell-505 crash.
