Outstanding progress
As of December 2023, Thanh Ha district has completed 24 out of 26 tasks (reaching 92.31%), with 2 tasks still in progress. Most notably, the results of reviewing and simplifying administrative procedures have made remarkable progress.
In 2023, the rate of records resolved before the deadline and on time will reach 99.97%; the rate of records resolved overdue will be only 0.03%, down 0.31% compared to 2022; the rate of full digitization of records upon receipt will reach 99.18%, an increase of 39.12%; the rate of digitization of records will reach 98.61%, an increase of 40.71%; the rate of online records will reach 87.09%, an increase of 54.65%. The results of handling administrative procedure records will be updated and made public on the district's electronic information portal and the province's public service portal according to regulations.
At the district-level "one-stop" department, the implementation of the administrative procedure settlement process from receiving, circulating and processing records, implementing the settlement at the specialized agency, and returning the results is carried out synchronously and in accordance with regulations. The total number of administrative procedure records at the district "one-stop" department is 52,772 records, of which 52,447 records are newly received (45,679 records online, reaching 87.09%; 6,768 records in person, reaching 12.9%). The number of records transferred is 325 records, reaching 0.61%.
Through inspection and evaluation, it was shown that 100% of agencies and units were classified as having excellently completed their tasks.
Party committees and authorities are concerned
The results were achieved because the Party Committee and the Thanh Ha District Government paid close attention to the implementation of administrative reform. The district issued many directive and management documents, especially attaching the responsibility of the heads of the Party Committee and the Government in administrative reform. Administrative procedures were resolved quickly for organizations and individuals, received the approval and high appreciation of the people, and basically met the requirements of socio-economic development, maintaining national defense and security, and local political tasks.
From October 2023, Thanh Ha district will implement the "No-waiting Friday" model at the "one-stop" department at the district and commune levels to improve the quality and efficiency of providing online public services.
At the district-level reception and result delivery department, there are 14 administrative procedures in 4 fields; at the commune level, there are 21 administrative procedures in 2 fields that apply the "No Waiting Friday" model. When organizations and individuals come to do administrative procedures every Friday, with complete documents, they will be received, processed and returned the results on the same day, without making people wait. In particular, in cases where documents are received after 3:30 p.m. on Friday, they must make an appointment to return the results before 9:00 a.m. on the next working day.
The awareness of cadres, civil servants, public employees and people about administrative reform has many positive changes. The People's Committees of communes and towns have paid attention to investing in facilities, purchasing working equipment, and upgrading the "one-stop" department as required. Agencies, units, communes and towns have regularly self-checked administrative reform work. The District People's Committee has actively inspected administrative reform work and controlled administrative procedures at units and localities. Thereby, promptly assessing strengths and limitations and strengthening direction, urging, rectifying and overcoming weaknesses. At the same time, guiding and answering questions arising in the process of performing tasks.
In 2024, Thanh Ha district will continue to promote the implementation of digitalization of administrative procedures. Raise awareness and sense of responsibility of Party committees, authorities, sectors, cadres, civil servants and people. Continue to review and propose to reduce and simplify administrative procedures within the scope of management. Strengthen inspection of discipline and administrative discipline; actively innovate working methods and styles; strictly handle acts of harassment, negativity, arbitrarily setting up administrative procedures that are not in accordance with regulations or being delayed many times, causing trouble for people and organizations. Promote the reception and settlement of administrative procedure records throughout the process and in part to ensure that the targets assigned by the province in 2024 are achieved and exceeded.
