Ms. Nguyen Thi Kim Thuy, Vice President of the Vietnam Fatherland Front Committee of the city, said that, implementing the Central's policies on the arrangement of administrative units, Ho Chi Minh City has developed a master plan and project to arrange district-level and commune-level administrative units with natural areas and population sizes below 70% of the regulations; district-level administrative units simultaneously have standards on natural areas below 20% and population sizes below 200% of the regulations; commune-level administrative units simultaneously have standards on natural areas below 20% and population sizes below 300% of the regulations.

Ms. Thuy assessed that the arrangement of administrative units contributes to increasing the scale of administrative units, streamlining the apparatus, reducing staff, improving the efficiency of socio-economic investment; ensuring people's consensus, closely linking with ensuring national defense, security and social order and safety in the city.

Reporting on the implementation of the administrative unit arrangement in the period of 2023 - 2030 of Ho Chi Minh City, Ms. Nguyen Thi Hong Tham, Deputy Director of the City Department of Home Affairs, said that the city currently has 273 commune-level administrative units, including 210 wards, 5 towns and 58 communes. After the arrangement, the number of commune-level administrative units has decreased by 39 units.

For example, District 3 has 4 wards, arranged into 2 new wards; District 4 has 6 wards, arranged into 3 wards; District 5 has 8 wards, arranged into 4 wards. Or like a district with the most wards, Binh Thanh has 13 wards, arranged into only 7 wards...

Impact on management

On the contrary, the Vice Chairman of the Vietnam Fatherland Front Committee of the city said that due to the large number of arrangements, it will have a significant impact on state management, with the characteristics of districts, wards and communes of Ho Chi Minh City having small areas but large populations, much higher than the standards. If two or three units are merged into a new unit, it will not meet the prescribed area standards.

Not only that, after the arrangement of administrative units, they will have larger areas and populations, and more work, but the regimes and policies for officials and civil servants will not increase, so the goal of improving the efficiency and effectiveness of state management will not be high.

Also mentioning the difficulties, Ms. Nguyen Thi Hong Tham informed that the number of redundant cadres, civil servants and public employees after implementing the arrangement plan is about more than 1,000 people. This arrangement will face many obstacles because the majority have been standardized according to regulations, especially the number of young cadres, this number needs a roadmap and time to be streamlined.

In addition, the handling of excess assets and headquarters due to mergers is also difficult to resolve properly, causing waste and inefficiency while new headquarters need new investment with large quantity and cost. Some headquarters will have difficulty calling for businesses to invest and change the purpose of use.

People's lives will be disrupted in the initial phase due to changes in transaction locations, changes in administrative procedures, changes in related documents, etc.

Lawyer Nguyen Van Hau, member of the Advisory Council for Democracy and Law, Vietnam Fatherland Front Committee of the city, suggested that the City People's Committee soon issue guidelines according to simplified procedures and based on specific and detailed surveys and assessments on the basis of respecting local opinions, avoiding mechanically to clearly identify "groups of tasks to be performed later", avoiding the situation of "doing things horizontally" in a limited time period leading to stagnation and not meeting the set schedule.

"Balance and arrange budget resources to invest in repairing, renovating and upgrading working offices that will continue to be used to serve the operations of administrative units formed after the arrangement in accordance with the planning and actual conditions of the locality," Mr. Hau wishes.
