On the morning of June 14, Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Hai Duong Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Administrative Reform chaired the third meeting of the Steering Committee.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Hung emphasized that in the first 6 months of the year, the direction and implementation of administrative reform tasks closely followed the guidance of the Ministry of Home Affairs and administrative reform tasks according to the set plan.
Agencies and units have made efforts to find solutions to effectively perform assigned tasks in building and developing e-government and digital government, gradually promoting the implementation of online public services.
The Vice Chairman of the Provincial People's Committee noted that some of the province's administrative reform indicators are still low. Overall, the province's administrative reform index in 2023 increased significantly in rank (up 25 places) compared to 2022, ranking 22nd out of 63 provinces and cities, but the administrative reform index in some areas is not sustainable, many indicators have decreased.
The Vice Chairman of the Provincial People's Committee requested agencies, units and localities to regularly and seriously implement Directive No. 03/CT-UBND dated March 20, 2023 of the Chairman of the Provincial People's Committee on continuing to strengthen and improve the effectiveness of administrative reform in the province. Further promote propaganda work on administrative reform. Promote the role and responsibility of leaders; actively innovate leadership methods, direct and direct the implementation of administrative reform tasks at agencies and organizations; pay attention to allocating sufficient resources to implement administrative reform tasks.
Departments, branches and district-level People's Committees continue to review and rearrange affiliated public service units to ensure streamlining and efficiency. Regarding the draft decision of the Provincial Party Standing Committee on the establishment of the Steering Committee for Administrative Reform, Digital Transformation and Project 06 in Hai Duong Province and the Regulations on the operation of the Steering Committee for Administrative Reform, Digital Transformation and Project 06 in Hai Duong Province, the Vice Chairman of the Provincial People's Committee requested the drafting committee to fully absorb the opinions of the members of the Provincial Steering Committee for Administrative Reform, review and re-evaluate the entire draft; which content is consistent, which content is not consistent, report to the People's Committee for consideration and decision.
In the first 6 months of 2024, Hai Duong has completed 30 administrative reform tasks out of a total of 51 tasks, reaching 58.82% of the plan. 65 tasks assigned by the Government have been completed (61 tasks completed ahead of schedule and on time, 3 tasks not yet completed, 1 task is delayed). The whole province has received 418,039 dossiers, 350,123 dossiers were transferred from the previous period, of which 350,123 were online; 54,436 dossiers were directly and via postal services. The number of dossiers resolved is 403,309, of which 402,527 were resolved ahead of schedule and on time, and 782 were overdue.
