Pursuant to Resolution No. 1199-NQ/UBTVQH15 (dated September 28, 2024) of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Quang Ninh province for the period 2023-2025, from November 1, 2024, commune-level administrative units in the province within the scope of the Resolution will officially be arranged and merged. The arrangement and merger of commune-level administrative units have received high consensus from the people, creating more resources and strength from the grassroots to carry out local political and socio-economic tasks, contributing to the overall development of the province.
According to Resolution No. 1199-NQ/UBTVQH15, Quang Ninh province merged 12 commune-level administrative units, including: Dong Trieu Ward merged into Duc Chinh Ward; Tan Viet Commune merged into Viet Dan Commune (Dong Trieu Town); Hoa Lac Ward merged into Tran Phu Ward (Mong Cai City); Yet Kieu Ward merged into Tran Hung Dao Ward (Ha Long City); Cam Hai Commune merged into Cong Hoa Commune (Cam Pha City); Minh Cam Commune merged into Luong Mong Commune (Ba Che District).
On November 1, all 5 localities: Ha Long, Dong Trieu, Mong Cai, Cam Pha, Ba Che completed the announcement of the National Assembly Standing Committee's decision on the arrangement of commune-level administrative units under the province. At the same time, the decision to establish new commune party committees after the merger was announced, directly under the district and city; appointing the executive committee, standing committee, and the positions of party secretary and deputy secretary of the commune and ward party committees to ensure the apparatus operates effectively and efficiently right after the Resolution of the Standing Committee takes effect. This is a particularly important event for the Party Committee, government, and people of the localities in the process of formation, construction, and development.
Ms. Nguyen Thi Hien (Group 1, Zone 4, Tran Hung Dao Ward, Ha Long City) said: Witnessing the ceremony announcing the merger of Tran Hung Dao Ward and Yet Kieu Ward, I was really moved. The merger of the two wards has been publicized for over a year and has received widespread opinions, so it has received great consensus from the people. Everyone understands that when merged, the population will be larger, the scale will be larger, the conditions will be greater, and it will certainly create great strength to help Ha Long City develop more and more.
Mr. Chu Van Bao (Luong Mong commune, Ba Che district) was also excited to witness the historic moment of announcing the merger of the two communes of Luong Mong and Minh Cam and the new name of Luong Minh. Mr. Bao said: Right from the time the policy of merging the two communes was announced, the people understood that this was a very correct policy and had high consensus and unity. With the new spirit and new momentum, the people continued to unite, unify, and strive to compete in labor, production, and build Luong Minh commune to become more and more civilized and developed.
After the administrative unit arrangement, Quang Ninh province has 171 communes, wards and towns, reducing 6 commune-level administrative units. The newly established wards and communes not only have a more streamlined apparatus, but also have more favorable conditions and new development space, because the new administrative units after the merger all have much larger areas and populations. From there, new development impulses are created, contributing to strongly promoting local economic development.
Secretary of Mong Cai City Party Committee Hoang Ba Nam affirmed: The merger will create an effect so that commune-level administrative units have conditions and space for development; especially, when Hoa Lac ward is merged into Tran Phu ward, the locality will have more room for development. The large area and population size will create potential, strengths, land resources, promote intra-regional and regional linkages... That is also the prerequisite to attract investment, promote and realize local and provincial planning, open up new spaces, shape the driving force and solutions to create momentum for socio-economic development, ensure national defense and security; improve the quality of life of the people.
The immediate task is that the new administrative units must soon stabilize the organization of the staff, urgently develop and promulgate working regulations, assign specific tasks to each collective, individual and related procedures to officially put the locality into effective operation. Secretary of the Party Committee of Luong Minh Commune (Ba Che District) Ban Van Ba said: Immediately after the announcement ceremony, the commune will urgently organize a People's Council meeting to elect positions under its authority; arrange and assign personnel in accordance with the organizational structure, ensuring streamlining and efficiency. In particular, it is necessary to immediately pay attention to personnel work to prepare for the election of village chiefs, Party cell congresses for the 2025-2027 term and seriously and closely prepare conditions for the 1st Party Congress of Luong Minh Commune, term 2025-2030, in accordance with the Party's direction.
Localities affirmed their determination to effectively implement social security policies, ensure people's rights and stabilize their lives; focus on creating the most favorable conditions for handling administrative procedures related to people's procedures, records and documents; effectively carry out the work of arranging and managing public assets, developing infrastructure; ensuring security and order, maintaining national defense and security.
With high political determination, drastic direction and implementation, with a specific roadmap, and the consensus of "Party's will, people's heart", the process of reorganizing commune-level administrative units in the 2023-2025 period of the province has been completed on schedule. The new administrative units quickly came into stable operation. From there, creating more confidence and new momentum; opening up space and creating new development momentum on the solid foundation that has been established in the past time, with new opportunities for Quang Ninh to accelerate and make breakthroughs in development.
