Expert consultation on Draft Law on Teachers

NDO - On the afternoon of March 27, in Ho Chi Minh City, the National Assembly's Committee on Culture and Society held a discussion to consult experts on the Draft Law on Teachers.

Speaking at the seminar, Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized that teachers play a key role, being the ones who directly carry out the mission of "growing people", nurturing and nurturing talents for the country.

By 2024, there will be 1,596,735 teachers nationwide, of which 1,383,912 will be public teachers and 212,823 will be non-public teachers.

The reality of development requires a complete and comprehensive legal framework to facilitate the building and development of a team of teachers to meet the requirements of fundamental and comprehensive innovation in education and training.

Comrade Nguyen Thi Thanh said that the development and promulgation of the Law on Teachers is an urgent requirement to perfect the legal policy system, enhance the position, rights and responsibilities of teachers, and at the same time create a strong driving force for the development of Vietnamese education in the new era.

At the seminar, delegates highly appreciated the elaborate and careful preparation of the drafting agency.

Compared to the previous draft, this time there have been adjustments and clearer ideas. The draft Law has mentioned quite fully the necessary contents to manage and improve the quality of the teaching staff, in accordance with the requirements of administrative reform and human resource development in the education sector, in accordance with international practices.

Delegates focused on contributing opinions on a number of contents such as: Concept, title of teacher and regulations on professional activities; regulations on rights, obligations and things that teachers are not allowed to do; working regime, treatment regime for teachers, salary policy and support and attraction policy for teachers; authority to recruit teachers; regulations on transferring teachers in public educational institutions, on appointing teachers to hold management positions of educational institutions to ensure consistency between this law and other related laws; whether the policy of transferring teachers of public educational institutions stipulated in the draft ensures fairness and can be implemented in practice.

In addition, delegates also discussed policies on teacher training and development; state management of teachers; teacher policies in ethnic minority areas, areas with especially difficult conditions, retirement conditions for preschool teachers, etc.

Speaking at the seminar, President of Ho Chi Minh City University of Education Huynh Van Son said that the Draft Law on Teachers is an important step forward to perfect the legal framework, ensure the legitimate rights of teachers and improve the quality of education. In addition to the guiding provisions, the Draft Law still needs to be reviewed and adjusted to ensure feasibility and suitability to reality.

The decentralization of teacher recruitment and mobilization needs to be clearer to avoid overlap and ensure consistency in management.

The salary and allowance regime needs to be flexible, in line with the salary reform roadmap, especially for autonomous educational institutions. The retirement regime at an advanced age needs to be strictly regulated to both promote the experience of highly qualified teachers and avoid putting pressure on the human resources system.

Principal of Ngo Thoi Nhiem Tuong Nguyen Su school said that in order to complete the Draft Law on Teachers, all levels need to pay attention to and promote propaganda, raise awareness of investors, heads of educational institutions, and teachers in non-public educational institutions so that this group of people know, understand, care about, and are responsible for implementing the Law seriously and effectively. There needs to be a mechanism to monitor the implementation of the provisions of the Law if it is promulgated.

In his concluding remarks at the seminar, Comrade Nguyen Dac Vinh, Chairman of the Committee on Culture and Society, emphasized that the Draft Law on Teachers is an important law project that is receiving special attention from public opinion.

Acknowledging and thanking the frank, specific and responsible comments of the delegates at today's discussion, comrade Nguyen Dac Vinh said that this will be useful information and basis for the Committee on Culture and Society to continue researching, synthesizing and perfecting the Draft Law on Teachers, creating a comprehensive and feasible project that meets the practical requirements and expectations of the teaching staff as well as the whole society.

The Draft Law on Teachers was first commented on by National Assembly deputies at the 8th Session in October 2024. Up to now, after being absorbed and revised, the draft Law consists of 9 chapters and 46 articles (4 articles less than the draft submitted at the 8th Session). The drafting committee continues to complete it to submit to the National Assembly for consideration and approval next May.
