The plan of the Provincial Party Standing Committee requires the implementation of Directive No. 32 of the Secretariat to be carried out synchronously from the province to the grassroots level; Party committees at all levels, based on the characteristics, situation, and practical political tasks in localities, agencies, and units, develop specific programs and implementation plans. Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations need to identify the fight against IUU fishing as an important and urgent task to achieve the goal of removing the "Yellow Card" warning in 2024 and have long-term significance for the sustainable development of the fisheries sector. At the same time, strengthen inspection and supervision of implementation; promptly reward and commend collectives and individuals with outstanding achievements; consider responsibility and strictly handle organizations and individuals who violate.
During the implementation process, it is necessary to closely follow the key contents set out in the plan, especially focusing on leadership, direction, strengthening advocacy, propaganda, dissemination of laws, raising awareness of Party committees, Party organizations, authorities, cadres, Party members, businesses and coastal fishing communities, especially households and fishermen fishing in offshore and inshore areas, on sustainable development of the fisheries sector and combating IUU fishing. Focus on advocacy, grasping the situation, promptly detecting early, from afar, and preventing right from shore for fishing vessels and fishermen who intentionally violate, especially illegal fishing in foreign waters. Promote the role of the Vietnam Fatherland Front of the province, socio-political organizations, mass organizations, and press agencies in mobilizing, propagating, raising awareness, responsibility, and sense of law compliance, promptly reporting violations, praising, and rewarding organizations and individuals who have well implemented policies and laws on combating illegal fishing, contributing to the early removal of the "Yellow Card" warning according to the set goals.

Effectively implement the Party's resolutions and policies on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; national plans, strategies, and programs related to sustainable development and international integration of the fisheries sector. Timely overcome limitations and shortcomings, improve the effectiveness of combating IUU fishing. Focus on policies on aquaculture, exploitation, protection and development of aquatic resources, preservation, and processing for export; have policies to support the modernization of fisheries, improve livelihoods, vocational training, create conditions for fishermen to go offshore, stick to the sea, and improve their lives. Urgently review and make recommendations to competent authorities to perfect policies and laws and supplement sanctions to strictly handle violations.
Improve state management capacity in combating IUU fishing; ensure tools and means for inspection, examination and handling of violations by law enforcement forces at sea. Count the number of fishing vessels in the province and regularly update the national fishing vessel database; strengthen management of fishing vessels, fisheries service vessels, fishing ports, and fleets; take measures to thoroughly handle the situation of fishing vessels without licenses, registrations, and inspections; strictly implement the confirmation, certification and traceability of aquatic products exploited in accordance with regulations. Organize inspection and control of fishing vessels entering and leaving ports and wharves; monitor 100% of aquatic products exploited at sea unloaded at ports, for fishing vessels with a length of 15m or more; ensure that the province does not have illegal aquatic products exported abroad.
Strengthen and enhance the capacity and sense of responsibility of the fisheries control force, border guards and functional agencies managing fisheries activities of the province, carry out the work of combating IUU fishing; strengthen inspection, supervision, law enforcement, thoroughly handle IUU violations and inform and communicate to fishermen on newspapers, radio and mass media; take measures to prevent and handle fishing vessels of Ninh Thuan province violating foreign waters to exploit aquatic products. Promptly investigate, prosecute and strictly try cases of brokerage and collusion to bring fishing vessels and fishermen of Ninh Thuan province to illegally exploit in foreign waters, legalize documents for export shipments (if any); organize peak periods of propaganda, patrol, inspection and control.

Pay attention to investing in state resources; encourage socialization and public-private partnership to develop technical facilities and fisheries infrastructure. Promote the application of advanced science and technology, innovation, digital transformation in aquaculture and fisheries exploitation, establish sustainable production chains, comprehensive ecosystems, create a favorable environment for the fisheries industry to develop in the long term, have prestige, high competitiveness, participate deeply in the global supply chain, adapt to climate change, and be environmentally friendly. At the same time, focus on conserving, protecting, and developing aquatic resources; the development of the fisheries industry must be associated with ensuring social security, sustainable livelihoods, improving the material and spiritual lives of fishermen and related workers; build a national defense and security posture at sea, contributing to firmly protecting the sovereignty of the sea and islands of the Fatherland.
Synchronously deploy solutions, resolutely not allowing fishing vessels and fishermen of Ninh Thuan province to illegally exploit aquatic products in foreign waters. Actively coordinate with competent authorities to promptly diplomatically combat fishing vessels and fishermen of Ninh Thuan province who do not violate illegal exploitation but are arrested and handled by foreign authorities in overlapping, disputed, and undemarcated sea areas with other countries.
The plan of the Provincial Party Standing Committee assigns the Provincial People's Council Party Delegation and the Provincial People's Committee Party Committee to direct the research, review, amendment, supplementation and completion of the system of legal documents on fisheries for implementation. The Provincial Party Committee's Propaganda Department presides over and coordinates with the Provincial People's Committee Party Committee to direct and orient the work of propagating, disseminating and thoroughly understanding the contents of Directive No. 32 and Plan No. 309-KH/TU of the Provincial Party Standing Committee to party committees, party members and people.
Assign the Provincial Party Committee's Mass Mobilization Commission, the Provincial Vietnam Fatherland Front Party Committee, socio-political organizations, and mass organizations to step up propaganda work to raise awareness, strictly comply with Directive No. 32 and Plan No. 309-KH/TU of the Provincial Party Committee Standing Committee; inform and reflect on cases of illegal fishing violations; improve the effectiveness of monitoring and social criticism activities, contributing to the effective implementation of Directive No. 32.
Assign the Party Committees of the units: Provincial People's Procuracy, Provincial People's Court, Provincial Police Party Committee to closely coordinate with relevant departments, branches and localities in investigating, prosecuting and strictly trying cases, brokerage and collusion to bring fishing boats and fishermen of Ninh Thuan province to illegally exploit in foreign waters, legalizing documents for export shipments (if any). The Party Committee of the Provincial People's Committee directs the development of specific action plans and programs to effectively implement Directive No. 32 and Plan No. 309-KH/TU of the Provincial Party Committee Standing Committee. At the same time, preside over and coordinate with relevant agencies to monitor, urge and inspect the implementation, report and evaluate the implementation results; promptly propose solutions for leadership, direction, and removal of difficulties and obstacles to successfully and comprehensively implement the contents of Directive No. 32 and Plan No. 309-KH/TU set forth by the Provincial Party Standing Committee.
