According to the report of the Department of Agriculture and Rural Development, through preliminary statistics, as of December 11, the competent authority has granted registration to 176/417 vessels in the "3 no" category (no registration, no fishing license, no inspection) participating in fishing at sea. At the same time, it proposed to remove from the management list 167 fishing vessels that were sunk, damaged and no longer in operation. In addition, there are 76 unregistered fishing vessels in the group with lengths from 6 m to under 12 m due to various reasons, mainly because the owners are away on business and are not present in the locality. In order to strictly control the transfer of aquatic products at sea and strictly handle fishing vessels violating IUU fishing, the Department of Agriculture and Rural Development has directed the Fisheries Sub-Department and the Fishing Port Exploitation Management Board to coordinate with the Provincial Border Guard Command to review the control of fishing vessels entering and leaving ports, and monitoring fishing output at ports to ensure compliance with regulations; not to allow violations to occur to the extent that they must be handled according to IUU regulations.

Regarding the results of implementing the tasks in 2024, according to the Department of Agriculture and Rural Development, during the year, the development of livestock farming has achieved significant progress, ensuring safety and efficiency. Especially the application of modern technology in pig and poultry farming; livestock farming models linked with enterprises. Up to now, most of the 51 pig farms and 12 poultry farms have applied closed farm design, cold farm, automatic feed and water supply systems, saving labor, limiting diseases, and minimizing environmental pollution.

For cattle, goat and sheep farming, households have improved and crossbred high-yield breeds. New rural development has achieved certain results, but there are still some criteria that have not been achieved, especially in terms of environment, income and multidimensional poverty. As of November 24, 2024, the disbursement rate of the National Target Program on New Rural Construction reached 61%. Currently, localities continue to speed up the construction progress of works to have payment volume, increase the disbursement rate of investment capital, but it is difficult to disburse all capital as set out. Currently, the whole province has evaluated and ranked 182 OCOP products of 81 recognized and ranked product entities; of which, 30 products meet 4-star standards, 152 products meet 3-star standards. In the coming time, the Department will continue to focus on directing production, disease prevention, and regulating to ensure enough water for irrigation of the crop with an annual crop planting area of ​​25,994 hectares, an increase of 6.3% over the same period, exceeding the plan by 3.5%.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee said that the coordination between the Department of Fisheries and localities in the statistics of the number and types of fishing vessels is not tight, leading to the management and registration of vessels not meeting the requirements. The Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to direct relevant units to coordinate with the People's Committees of Ninh Hai and Thuan Nam districts and Phan Rang - Thap Cham City to conduct a general review and re-count the list of fishing vessels and owners, and report to the Provincial People's Committee before December 25, 2024; districts and cities with fishing vessels in operation should strengthen propaganda and mobilize people to commit to completing registration and inspection procedures according to regulations; the Management Board of fishing ports supports and trains fishermen to write travel diaries in accordance with regulations; the Provincial Border Guard Command absolutely does not allow fishing vessels that do not meet regulations to go to sea.

Regarding the tasks that need to be performed from now until the end of 2024, the Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to continue to deploy and focus on completing the "Marine Farming Project" and "Livestock Development Project towards safety, efficiency and high economic value by 2030", paying attention to environmental issues and waste treatment in project implementation; continue to review and improve the quality of new rural criteria according to the 2024 plan; strengthen forest management and protection, especially before, during and after the Lunar New Year 2025; continue to organize appraisal, assessment, classification and development of provincial-level OCOP products, remove difficulties in the operations of cooperatives; focus on natural disaster prevention and control at the end of 2024 and urgently propose plans and solutions for agricultural production in 2025.
