On the afternoon of December 12, Prime Minister Pham Minh Chinh chaired an online conference to announce and implement the Government's resolution on policies and directions to remove obstacles and difficulties for renewable energy projects. Attending the conference were Deputy Prime Ministers Nguyen Hoa Binh and Tran Hong Ha. Attending the conference at the Ninh Thuan province bridge were comrades Nguyen Duc Thanh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee.

Implementing Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo on the strategic orientation of national energy development, the Government and the Prime Minister have issued a number of mechanisms to encourage the development of renewable energy and achieved certain results. By the end of 2023, the total capacity of renewable energy sources, including wind power, solar power, and rooftop solar power, will be 21,664 MW, accounting for about 27% of the national power system; the annual electricity output will reach about 27,317 million kWh. However, the legal system is not yet complete, so during the implementation process, many projects have encountered some violations such as: Incentive price mechanism for the wrong subjects, recognition of commercial operation date and FIT price when the competent authority has not yet approved the acceptance results; overlapping with irrigation, mineral, and defense land planning.

Based on the assigned tasks, the Ministry of Industry and Trade has coordinated with relevant ministries, branches and localities to develop a report proposing solutions to difficulties and the Government voted to approve a resolution on policies and directions to remove difficulties and obstacles for renewable energy projects at the regular meeting last November. Accordingly, the viewpoint of removing difficulties focuses on selecting the optimal solution based on analysis and assessment of socio-economic benefits, limiting disputes and complaints that affect the investment environment; strictly investigating and handling in accordance with the law for violating projects and negative and corrupt cases.

At the conference, delegates agreed and highly agreed with the resolution on policies and directions to remove obstacles and difficulties for renewable energy projects; at the same time, proposed that the Government comprehensively assess the shortcomings and overlaps in legal documents and promptly find timely and effective solutions. Speaking at the Hanoi bridge, comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said: Based on the content of the Government's resolution, Ninh Thuan province will focus on comprehensively overcoming renewable energy projects that have not fully implemented legal procedures as prescribed in the earliest time. For renewable energy projects approved in the VIII Power Plan, the province will fully and strictly implement the investment policy procedures according to its authority, resolutely not allowing projects that have not met the conditions to come into operation. There are currently 14 renewable energy projects in the province, including 5 foreign investment projects; After reviewing, there are still some difficulties and problems. He hopes that the Prime Minister will direct ministries, branches, and Vietnam Electricity Group to provide specific instructions to remove them, and review commercial operation projects before January 1, 2021 to ensure conditions for enjoying preferential electricity price mechanisms according to regulations...

Concluding the conference, Prime Minister Pham Minh Chinh emphasized: The policy of developing renewable energy is a practical solution to create a stable energy source, contributing to socio-economic development; however, in the past, there have been many limitations and shortcomings, causing waste of investment resources. The Prime Minister requested ministries, branches and localities to synchronously, effectively and seriously implement the 6 groups of solutions stated in the resolution to remove difficulties and obstacles for renewable energy projects; in which, carefully review and evaluate projects that violate procedures and processes related to land, overlapping planning to have a solution to ensure harmony between enterprises and the State. Continue to advise on the promulgation of mechanisms and policies to remove bottlenecks and bottlenecks, especially in land procedures and conversion of forest land purposes; competent authorities focus on reviewing and creating favorable conditions for investors to overcome violations; Strengthen legal support for approved projects to speed up the investment process. At the same time, propose to update and add renewable energy projects to the Power Plan VIII to ensure the roadmap according to the set plan...
