Focus on implementing solutions to strongly promote growth drivers

On October 23, at Dien Hong Hall, National Assembly House, the 15th National Assembly solemnly opened the 5th Session, chaired by National Assembly Chairman Vuong Dinh Hue.

After the opening speech of National Assembly Chairman Vuong Dinh Hue, the National Assembly listened to the Report on the results of the implementation of the socio-economic development plan in 2023; the projected socio-economic development plan in 2024; the Report on the verification of the results of the implementation of the socio-economic development plan in 2023; the projected socio-economic development plan in 2024; the Report synthesizing opinions and recommendations of voters and people sent to the 6th Session of the 15th National Assembly and the Report on the results of the supervision of the settlement of voters' recommendations sent to the 5th Session of the 15th National Assembly.

GDP in 9 months reached 4.24%

Prime Minister Pham Minh Chinh presented the Report on the results of the implementation of the socio-economic development plan for 2023; the projected socio-economic development plan for 2024. Based on the results of the first 9 months, it is estimated that in 2023, at least 10/15 targets will be achieved and exceeded, notably the ability to complete all social targets.

GDP growth in the third quarter reached 5.33%, and for the first 9 months it reached 4.24%. The average consumer price index (CPI) for the first 9 months increased by 3.16%. Imports and exports increased gradually over the months, with a trade surplus of nearly 22 billion USD in the first 9 months. The poverty rate according to the multidimensional poverty standard decreased by 1.1% to 2.93%...

In addition to the achieved results, the Government Report clearly pointed out that there are still limitations and shortcomings that need to be further focused on to overcome. Specifically, economic growth has not yet reached the set target. Macroeconomic stability is not really solid...

Regarding the main tasks and solutions for the last months of 2023, Prime Minister Pham Minh Chinh said that the Government will continue to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; focusing on implementing solutions to strongly promote growth drivers (investment, consumption, export); taking advantage of domestic and international market opportunities at the end of the year, holidays and Tet.

In addition, it is necessary to speed up the approval of planning and disbursement of public investment capital, the Socio-Economic Recovery and Development Program, and 3 National Target Programs; focus on removing difficulties for production and business; strive to achieve the highest level of the 2023 plan targets, in which GDP growth reaches over 5%, inflation is about 3.5 - 4%.

Prioritize promoting growth and ensuring major economic balances

Presenting the report on the review and assessment of the implementation results of the 2023 Socio-Economic Development Plan and the projected 2024 Socio-Economic Development Plan, Chairman of the Economic Committee Vu Hong Thanh said that in 2023, the world economic situation will continue to recover precariously due to "headwinds" from the consequences of the COVID-19 pandemic, geopolitical tensions, military conflicts, strategic competition between major countries as well as high and prolonged inflation.

In addition to the achieved results, the Economic Committee recommends paying attention and focusing on more careful assessment of a number of issues such as: it is estimated that in 2023, 5/15 targets will not reach the set targets (in 2022, 2/15 targets will not reach), of which the target of social labor productivity growth rate will not be achieved for 3 consecutive years. The main growth drivers of the economy are slowing down, even declining and are under great pressure from the outside. Goods exports in the first 9 months decreased by 8.2% compared to the same period, many key export groups continued to decrease sharply, major export markets decreased or increased very little.

In the last months of 2023, the Economic Committee proposes to continue to consistently implement the goal of maintaining macroeconomic stability, controlling inflation according to the set target, prioritizing growth promotion and ensuring major balances of the economy; focusing on implementing solutions to strongly promote the three growth drivers (investment, consumption, export); paying attention to promoting recovery and boosting the growth engines of the economy. Focus on removing difficulties, unblocking resources and market activities, improving the competitiveness of the economy, striving to achieve the highest targets of the 2023 plan.

The Economic Committee basically agrees with the major orientations, goals, targets, tasks and solutions for the whole year of 2024 as reported by the Government. The Economic Committee proposes to review and evaluate the feasibility of the GDP growth target as well as the completion of the whole-term target; more carefully evaluate the state budget estimate, consider building a more active state budget revenue estimate to increase development investment spending and reduce the budget deficit; study and supplement the social housing development target according to Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo.

Regarding tasks and solutions, the Economic Committee recommends that the Government, all levels and sectors focus on overcoming the shortcomings, inadequacies and socio-economic problems mentioned in this report and the Government's report, and must be associated with the orientation of renewing the growth model, restructuring the economy, improving labor productivity, competitiveness and improving the investment and business environment.

Solving employment for workers

Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report on voters' opinions and recommendations sent to the session. Accordingly, voters and people expressed their joy and excitement about the results and the very important significance of the 8th Central Conference, 13th tenure, and highly appreciated the Party Central Committee, the Politburo, and the Secretariat for promptly directing comprehensively issues on socio-economics, national defense - security, foreign affairs, Party building and the political system, achieving important and comprehensive results in all fields. The National Assembly and elected bodies have increasingly innovated, promoted democracy, and improved quality. The Government and the Prime Minister have resolutely directed and effectively implemented the resolutions and conclusions of the Party Central Committee and the National Assembly, and have focused on the work of building and perfecting institutions and laws...

In the context of more difficulties than advantages, with the wise leadership and direction of the Party and State, the efforts of all levels, sectors, the business community and the support of all classes of people, our country's economy continues to grow, social security is guaranteed; although public investment disbursement has not reached the plan, it has increased by 5% (equivalent to 110 trillion VND)...

However, voters and people are still concerned and worried about the unstable production and business situation of enterprises, the narrowing market for product consumption; difficulties in collecting the State budget; and the implementation of the 3 National Target Programs and the Socio-Economic Recovery and Development Program has not met practical requirements.

Voters and people hope that the Party and State will continue to extend the implementation of policies to support production and business of enterprises and people; promote disbursement of public investment capital, promote economic growth, create jobs for workers; and have more effective solutions to support small and medium enterprises to recover and develop production and business. The Party, State and health sector will continue to overcome current difficulties and shortcomings, especially thoroughly overcoming the shortage of drugs and medical supplies, meeting the people's needs for medical examination and treatment.

Voters expressed strong support for the Party and State's fight against corruption and negative practices. The results of the fight against corruption and negative practices have contributed significantly to consolidating and strengthening people's trust in the Party and State, headed by General Secretary Nguyen Phu Trong.

Voters and people recommend that the Party and State direct ministries, branches and localities to inspect and comprehensively assess risks of natural disasters, landslides, fires and explosions, dam safety, traffic safety, safety when organizing events with large crowds... to have appropriate solutions, proactively prevent and promptly handle incidents when they occur, ensuring safety for people... The Party and State continue to have more effective and efficient solutions to support businesses and people to recover and develop the economy, promote public investment, promote economic growth, contribute to job creation, stabilize life...

99.5% of voters' petitions are resolved and answered

Presenting the Report on the results of monitoring the settlement of voters' petitions sent to the 5th Session of the 15th National Assembly, Head of the Petition Committee of the National Assembly Standing Committee Duong Thanh Binh said that through the meetings with voters of National Assembly deputies, 2,765 petitions have been compiled and sent to competent agencies for settlement. To date, 2,751 petitions have been settled and responded to voters, reaching 99.5%.

In general, the Government, ministries and central agencies have focused on studying and resolving voters' recommendations, demonstrating high responsibility in state management. Receiving, studying and resolving voters' recommendations has contributed to removing difficulties and obstacles, promoting socio-economic development, stabilizing social order and safety, and improving people's lives.

Regarding some limitations, the Head of the Petition Committee pointed out that the submission of the Summary Report of voters' petitions through regular voter meetings before and after the 5th Session of some National Assembly delegations did not ensure the deadline as prescribed; petitions under the jurisdiction of localities were still collected and sent to central agencies for resolution... In addition, the legitimate rights and interests of many people were affected because ministries and branches were slow to develop and submit regulations.

The Head of the Petition Committee requested that the agencies of the National Assembly continue to further enhance the quality of supervision over the promulgation of legal documents. National Assembly delegations should improve the quality of synthesizing, classifying, and handling voters' petitions; ensure the correct handling authority of central agencies; and submit reports summarizing voters' petitions within the time limit prescribed by law. The Government directs ministries and branches to resolve the above-mentioned shortcomings and limitations; review and thoroughly resolve petitions that are in the process of being resolved, ensuring quality resolution, following the roadmap reported to voters...
