Minister of Education and Training Nguyen Kim Son said that from September 1, 2022 to November 5, 2023, there were 699 cases of school violence nationwide involving 2,016 students, including 854 female students; this is an alarming situation.

Continuing the working program of the 6th session, on the afternoon of November 7, National Assembly Chairman Vuong Dinh Hue chaired and conducted the question and answer session in the fields of science and technology; education and training; culture, sports and tourism; health; labor, war invalids and social affairs; information and communications.
Participating in the questioning session, National Assembly delegate Vuong Quoc Thang (Quang Nam) questioned about fundamental solutions to overcome school violence: "What does the Ministry think are the causes of this situation and how can we fundamentally overcome it in the coming time?"
Responding, Minister of Education and Training Nguyen Kim Son acknowledged that this is an issue of concern to delegates. The Minister said that from September 1, 2022 to November 5, 2023, there were 699 cases of school violence nationwide involving 2,016 students, of which 854 were female.
Stating this figure, the Minister acknowledged that school violence is becoming more complicated. On average, there is one case of school violence in every 50 educational institutions. The number of school violence cases involving many students, especially female students, is alarming. The education sector is concerned and is looking for many solutions to overcome this situation.
The Minister said there are many reasons. From the education sector, the responsibility of schools in detecting and handling situations leading to violence is still assigned to teachers... Some principals and teachers are still confused about how to handle the situation when they discover the incident. Due to the prolonged Covid-19 pandemic, students are studying online, so psychological problems also arise when going to school in person. In addition, there is the psychology of school-age children.
The Minister hopes that the whole society will pay attention. According to statistics, there are more than 220,000 divorces every year, of which 70-80% are caused by conflicts and domestic violence. With such a rate of domestic violence, students in families can be both witnesses and victims of domestic violence. Therefore, preventing domestic violence is an important issue. In addition, the influence of social networks and foreign movies with violent scenes also affect students.
In the health sector, Deputy Tran Khanh Thu (Thai Binh) questioned that there is currently no basis for implementing remote medical examination and treatment at health stations. The price structure of medical services does not include information technology costs, so resources for this are very limited. The Deputy asked the Minister of Health to provide solutions to overcome these difficulties.

Responding, Minister of Health Dao Hong Lan said that applying information technology in health management is urgent. The health sector has directed the drastic implementation of information technology application and digital transformation in management. Regarding the management of electronic medical records and remote medical examination, the Minister said that it is actively implementing and piloting in a number of health facilities. After assessment, the Ministry of Health will consider expanding.
With the implementation of electronic records, the Ministry of Health has implemented a pilot program, in which the Law on Medical Examination and Treatment passed by the National Assembly also stipulates the content related to the information technology component in the management costs of medical examination and treatment facilities. According to the roadmap, the Government is currently developing a Decree guiding the Law on Medical Examination and Treatment (amended), these contents will be specified in the coming time.
