Today, the 15th National Assembly solemnly opened its 7th Session. On behalf of the National Assembly Standing Committee, I warmly welcome the leaders and former leaders of the Party, State, and Vietnam Fatherland Front, National Assembly deputies, distinguished guests, representatives of the Diplomatic Corps, and international organizations who have attended the opening session of the Session. I would like to respectfully send to all delegates, compatriots, comrades, soldiers of the armed forces, voters nationwide, and our compatriots abroad my greetings and wishes for good health, happiness, and success.

Dear Congress,
The 7th session of the 15th National Assembly took place in the heroic atmosphere of the historic May days, commemorating the 134th birthday of President Ho Chi Minh; the 70th anniversary of the Dien Bien Phu victory; and the successful 9th Conference of the 13th Party Central Committee. This session has important significance in terms of legislative work, supreme supervision and deciding on important issues of the country. At the preparatory session, the National Assembly deputies reached a high consensus and voted to approve the content, time, program and method of conducting the session. Accordingly, the National Assembly will work for 26.5 days, from May 20 to June 28, 2024; divided into 2 periods: period 1 from May 20 to June 8; period 2 from June 17 to June 28. The National Assembly will consider and decide on the following important contents:
First, on legislative work
Continuing to concretize the Party's resolutions, especially Conclusion No. 19 of the Politburo on the orientation of the Law-making Program for the 15th National Assembly, legislative work is the key content, taking up nearly 2/3 of the session's time with 24 draft laws and draft resolutions, this is the largest volume of legislative content considered at a session since the beginning of the term; the National Assembly will consider and pass 10 draft laws; 3 draft resolutions on legal norms and discuss and give initial opinions on 11 other draft laws.
The draft laws and draft resolutions considered by the National Assembly at this session relate to many sectors and fields, attracting much attention from voters and people nationwide. The National Assembly Standing Committee organized the 5th Conference of full-time National Assembly deputies to give opinions on 08 draft laws submitted to the National Assembly for approval at the 7th session. It is requested that National Assembly deputies promote democracy and intelligence, focus on contributing comprehensive opinions on both the content and techniques of the draft laws to ensure the highest quality when they are considered and approved. For the draft laws that the National Assembly commented on for the first time, it is requested that National Assembly deputies pay attention to thoroughly discussing the political basis, legal basis, principles, goals, major viewpoints, and important policies; the rationality and feasibility of the regulations to serve as a basis for agencies to continue to complete and submit to the National Assembly for consideration and approval at the next session.
Second, on socio-economics, state budget and other important issues
The National Assembly will review and discuss the Government's reports on additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2023; the implementation of the socio-economic development plan and state budget in the first months of 2024; and approve the 2022 state budget settlement.
We request that National Assembly deputies analyze and evaluate objectively and comprehensively, focusing on major issues, thereby assessing the quality and issues that need to be learned from experience in management and administration, especially the work of forecasting and estimating the state budget. Regarding the situation in the first months of the year and the main tasks and solutions for the remaining months of 2024, we request that National Assembly deputies closely follow the requirements, goals and solutions in the Resolutions of the National Assembly and the Government on socio-economic development...; Pay attention to the new impacts and difficulties arising from the complicated developments of the domestic, world and regional situations to properly assess the important results achieved, the shortcomings, limitations and weaknesses, and propose practical and effective solutions to best achieve the socio-economic, financial and budgetary goals and targets in 2024, creating a premise for successfully implementing the socio-economic development tasks for the 2021-2025 period according to the Resolution of the 13th National Congress of the Party.
At the same time, the National Assembly will consider, decide and give opinions on the Investment Policy of the National Target Program on Cultural Development for the 2025-2035 period; the investment policy of the North-South Expressway Construction Project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc); adjusting the investment policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; ratifying the document of accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership of the United Kingdom of Great Britain and Northern Ireland; the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050 and a number of other important contents. It is requested that National Assembly deputies pay attention to discussing and contributing opinions on the suitability, feasibility and effectiveness of the policies; consistency and synchronization with current legal provisions; ensure to promote resources, take advantage of development opportunities, and successfully complete the set goals and tasks.
Third, on supreme supervision
At this Session, the National Assembly will listen to the Central Committee of the Vietnam Fatherland Front report summarizing the opinions and recommendations of voters and the People sent to the 7th Session; consider the report on the results of monitoring the settlement of voters' recommendations sent to the 6th Session; conduct questions and answers; supervise the supreme topic "Implementation of Resolution No. 43 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023"; Review and approve resolutions on the National Assembly's Supervision Program and establish a specialized supervision delegation in 2025. Reports of the Government, National Assembly agencies, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Audit have been sent to National Assembly deputies for study, review, and discussion along with related contents.
Fourth, about human resources work
The National Assembly will consider electing the President, the Chairman of the National Assembly, and approving members of the National Defense and Security Council. We request that National Assembly deputies consider and discuss carefully so that the decision on personnel work is strictly in accordance with Party regulations and State laws, and achieves high consensus and unity.
Thus, the workload of the 7th Session is very large; in order for the Session to achieve the best results, on behalf of the National Assembly Standing Committee, I respectfully request that National Assembly deputies promote democracy, uphold the spirit of responsibility, focus on thorough research, discuss enthusiastically, and contribute many passionate, profound, and quality opinions to meet the requirements and tasks of socio-economic development, ensuring national defense and security as well as the expectations of voters and people nationwide.
