Focus more on science, technology and innovation activities in the non-public sector

The subjects of regulation of the Law will focus more on scientific, technological and innovative activities in the non-public sector to promote scientific research, technological development and innovation. In particular, enterprises are one of the subjects of special interest, with the role of the center of innovation activities, contributing increasingly effectively to socio-economic development, contributing to the industrialization and modernization of the country.

Ms. Nguyen Thi Ngoc Diep, Director of the Department of Legal Affairs (Ministry of Science and Technology), said that recently, the Party and the State have issued many documents, which set out many tasks and solutions focusing on promoting decentralization, delegation of power, and simplifying administrative procedures in state management; simplifying processes and procedures, promoting digital transformation in state management activities on science, technology and innovation; enhancing transparency, ethics and integrity in science and technology activities; attracting investment from society to develop science, technology and innovation; improving efficiency and autonomy for public service organizations in the field of science and technology; developing human resources for science and technology.

To implement the directions of the Party and Government, the Law on Science, Technology and Innovation, which is being drafted by the Ministry of Science and Technology, will be institutionalized, with some outstanding new points.

Firstly, expanding the scope of regulation. Accordingly, the scope of regulation of the Law does not only include scientific research activities but also adds the content of innovation, with the desire to promote the application of scientific research results to the market, create products with added value, and contribute to socio-economic development.

From this core content, scientific and technological activities are not only concentrated in the public sector but also promoted to the non-public sector, by attracting investment resources from outside the society through policy mechanisms to turn enterprises into centers connecting research activities; sending people from research institutes to work in enterprises established by that research unit to commercialize research results and operate enterprises; forming a number of programs to support enterprises in technological innovation activities; perfecting regulations on the management of scientific and technological tasks using the State budget with participating enterprises.

Second, expand human resources for science, technology, and innovation not only in research institutes (human resources for science, technology, innovation management, post-doctoral research, graduate students, and master's students) but also in non-public areas (independent researchers and human resources in enterprises).

Third, attract financial investment from the State sector to promote development through perfecting regulations on national science and technology development funds, ministries, branches, enterprise funds, and national technology innovation funds.

Fourth, develop regulations related to information sharing, mechanisms to foster passion for science, technology, and innovation culture in the community through projects and programs, aiming to spread knowledge suitable for each target group.

According to the Ministry of Science and Technology, after 10 years of implementing the Law on Science and Technology 2013, the world context has changed dramatically, especially the rapid development of science, technology and the explosion of digital technology. These changes have accelerated the pace of research and application of technology.

In addition, Vietnam’s socio-economic development has been strong, with important contributions from state-owned and private enterprises. For businesses to continue to develop, investment in science and technology is necessary.

Therefore, the Law on Science and Technology needs to be amended to enhance the mobilization of investment, attention and human resources from the business sector for research and development activities and to keep up with the general trend of the world.
