Focus on supporting products participating in the OCOP program

Recently, the Department of Rural Development of Quang Tri province conducted a survey and assessment of the current status of product ideas registered to participate in the OCOP program in 2024 according to the criteria set out in Decision 148/QD-TTg dated February 24, 2023. The assessment of the current status and selection of qualified products to advise, guide and support the subjects in the steps of completing products and product dossiers according to regulations aims to support the standing agency of the OCOP program at the district level in selecting product ideas to participate in the OCOP program in 2024.

This year, Trieu Phong district has 15 ideas registered to participate in the OCOP program, including 7 new ideas and 3 products registered for re-recognition. Van Linh food production facility, in Trieu Son commune, Trieu Phong district, registered to participate in the OCOP program for a new product, Nhat Linh dried fresh vermicelli.

Mr. Dang Ton Canh, the owner of the production facility, shared: “With the desire to create a new product based on the craft village foundation so that customers have more quality choices, we produce dried fresh vermicelli from Van Linh fresh vermicelli. The product is manufactured according to HACCP standards, conveniently packaged according to each serving and easy to preserve. The convenience of this product is that it only takes a few minutes to prepare, and the vermicelli tastes as delicious as fresh vermicelli.”

To date, the facility has had 3 products certified as OCOP at the provincial level. Through the survey, Van Linh Food Production Facility has been supported by the Provincial Department of Rural Development to upgrade equipment and production lines to improve product quality.

The dried bamboo shoots of the Doa But Cooperative in Huong Phung Commune, Huong Hoa District have been certified as OCOP since 2021, and now the deadline has come for re-evaluation and recognition. Mr. Ha Ngoc Anh Dung, representative of the cooperative, said: “The current difficulty is finding more output markets for the product. For this product, the highest production output to date is about 1.5 tons/year. We hope that when the product is re-evaluated and certified to meet OCOP standards, we will receive additional support in finding output for the product and expanding the market.”

To complete the product re-evaluation dossier, the facility needs to supplement the product self-assessment report, review the term of domestic and export market linkage contracts, and raw material linkages with the participation of the poor and ethnic minorities.

In 2024, the province chose the theme "Developing OCOP products associated with typical and key local raw material areas" to implement the OCOP program.

According to the plan, 5-7 training courses will be organized to improve the capacity of implementing staff and participants of the OCOP program. Focus on training to improve the capacity of subjects on building raw material areas, organizing production, and implementing the construction of production chain linkages associated with the consumption of OCOP products.

Upgrade, standardize and recognize 25-30 more products with 3-star and 4-star ratings, evaluate and re-recognize products recognized by the Provincial People's Committee in 2021, and support star rating upgrades for recognized products in the 2021-2023 period.

For the survey and selection of product ideas with potential to develop into OCOP products, products with potential to develop to 5-star status, the province prioritizes choosing products associated with advantages and strengths in raw material areas, local resources, processed products, traditional products, craft villages and rural tourism products.

Prioritize consulting and guidance for entities building 4-star and 5-star products, and entities participating in the OCOP program for the first time. Implement consulting activities, support product development registered to participate in the OCOP program, upgrade, complete and develop existing products, and recognized products. Based on the level of completion of the products, support product improvement and upgrading in accordance with the OCOP cycle, evaluation criteria, OCOP product classification and production facility conditions.

Subjects are supported to develop chain links, raw material areas, complete and develop products in terms of design, packaging, quality, product traceability stamps, product quality declaration and management; apply science and technology to produce OCOP products...

Through a survey of the current status of entities and products registered to participate in the 2024 program in the province, it shows that the majority of product ideas are suitable for the program's criteria and have the potential to be built and developed into OCOP products in 2024.

However, the number of products capable of meeting the mandatory requirements of 4-star OCOP products is still low because they do not meet the requirements of stable production and business for at least 3 years, advanced quality management certification, typical, key products with local strengths, and brand protection.

According to Mr. Hoang Minh Tri, Head of the Provincial Department of Rural Development, in order to implement the OCOP program of Quang Tri province in 2024 on schedule, in addition to the surveyed products, the district's Department of Agriculture and Rural Development and the People's Committees of communes need to strengthen guidance and support for product development entities, build profiles according to criteria, propagate, mobilize, and guide entities with expired OCOP products to prepare profiles to participate in evaluation, pricing, and re-recognition in 2024 according to regulations.

On the other hand, participants in the OCOP program need to promote the spirit of initiative, self-reliance, product development, and complete product profiles according to the instructions of competent authorities.
