Focus on proposing positive solutions and key tasks for the last months of the year

BTO - On the afternoon of September 16, Chairman of the Provincial People's Committee Doan Anh Dung chaired a meeting to listen to a report on the socio-economic situation in the first 9 months of the year and key tasks until the end of 2024. Also attending were representatives of the Provincial People's Council, Vice Chairmen of the Provincial People's Committee and leaders of departments, branches, associations - unions; districts, towns and cities attended the meeting at the local online meeting room.

In the first 9 months of 2024, the province's socio-economic situation continued to record positive results in a number of areas. Industrial production grew quite well, the industrial production index (IIP) increased by 8.8% over the same period in 2023, with 9/16 major industrial production products increasing over the same period. Agricultural production strived to maintain stability in the context of unpredictable weather and natural disasters.

Plant and animal disease prevention and control work has been actively implemented; forest protection and management, aquatic resources, and new rural development have been focused on. Policies to support the development of ethnic minority areas have been well implemented. Disease prevention and control, public health care, and the quality of education and training have been maintained.

In addition, tourism activities continued to develop, welcoming 7.33 million visitors, up 11.42% over the same period. Total budget revenue is estimated at VND 7,840 billion, reaching 78.4% of the year's estimate. The disbursement of public investment capital has been focused on and directed strongly since the beginning of the year. Violations in the fields of land, minerals, environment, and construction have been promptly inspected and handled...

At the meeting, local leaders and representatives of departments and branches discussed and analyzed the indicators, as well as emphasized the difficulties and limitations that the province is facing such as: the target of GRDP growth rate for the whole year of 8 - 8.5% is a big challenge. Export turnover in the first 6 months of the year increased by 4.78% over the same period, but in the first 9 months it reached less than 70% of the plan, showing that export activities have slowed down. The province's budget revenue is facing many difficulties.

In particular, the determination of specific land prices is still slow, affecting the revenue from land use at the provincial level. Projects approved for investment have decreased in both quantity and total registered capital compared to the same period. The progress of key projects is slow, the disbursement of public investment capital is low, and there are many limitations. The work of establishing and adjusting planning is still prolonged, in which the establishment of general and zoning planning is very slow...

Concluding the meeting, Chairman of the Provincial People's Committee Doan Anh Dung acknowledged and highly appreciated the efforts of departments, branches and localities to achieve positive results, but said that there would be many pressures and challenges in the last months of the year. The Chairman of the Provincial People's Committee emphasized that there is a lot of work left until the end of 2024, in order to strive to complete the tasks of 2024, he requested departments, branches and localities to urgently and resolutely carry out a number of key tasks.

Accordingly, it is necessary to review the tasks and targets from the beginning of the year, focus on proposing positive solutions, and strive to complete the assigned tasks. Grasp the direction of the Provincial Party Committee and the Provincial People's Committee to promptly and effectively implement according to functions, responsibilities, and authority; avoid avoiding and pushing work. In particular, prioritize site clearance, speed up the progress of investment projects, complete the disbursement of public investment capital, promote increased budget revenue... towards completing the 17 socio-economic development targets set.

In addition, it is necessary to focus on budget collection, exploiting additional potential revenue sources, such as: gasoline, e-commerce, restaurants, hotels, etc. Organize a sprint competition, increase disbursement of public investment capital in the last months of the year. Request the Department of Planning and Investment to advise the Provincial People's Committee to urge, remove difficulties and propose feasible solutions, striving to achieve 95% of the set plan.

At the same time, local leaders are requested to direct the acceleration of site clearance for projects. Strengthen state management in all fields, especially overcoming limitations and weaknesses in land and environmental management.
In addition, the Chairman of the Provincial People's Committee requested to further promote the removal of difficulties and obstacles to speed up the progress of compensation, site clearance, and infrastructure investment in 3 industrial parks in Ham Tan; strive to complete compensation and site clearance of Tan Duc Industrial Park in 2024.

Focus on completing the work of master planning and zoning planning.

Implement solutions to cope with sand landslides during the rainy season. Speed ​​up the construction of the sewer system on Road 706B, limit sand overflow on Nguyen Thong Street. Strengthen state management in all fields, especially land, mineral exploitation, land encroachment in projects, illegal construction in the province. Focus on completing the work of making general planning and zoning plans. Request the Department of Home Affairs to coordinate with Phan Thiet City and Ham Thuan Bac to urgently complete the procedures for merging and rearranging administrative units. Continue to pay attention to the fields of health, education, security, national defense... In addition, the Chairman of the Provincial People's Committee emphasized that departments, branches, sectors and localities focus on innovation in operation and management with a high spirit of determination, striving to exceed the main socio-economic development targets set for 2024.
