More determined to achieve double-digit economic growth target

On the morning of April 1, at the 41st session, the Thai Binh Provincial Party Committee discussed and gave opinions on the socio-economic situation in the first quarter of 2025, key tasks in the second quarter of 2025 and a number of other important contents. Thai Binh economy grows 12.97% in the first quarter of 2025

Under the strong leadership and direction of the Provincial Party Committee, People's Council, and People's Committee, the province's socio-economic situation in the first quarter of 2025 was basically stable and achieved positive results. The total production value is estimated at 48,670 billion VND, up 12.97% over the same period.

Agricultural production remained stable, livestock diseases were well controlled. The province had 3 more communes meeting the model new rural standards, 8 communes meeting the advanced new rural standards. Production and business activities in Thai Binh Economic Zone and industrial parks and clusters were stable. Key projects were implemented on schedule. The province approved the investment policy for the road project from Thai Binh city to Hung Ha district connecting with Hung Yen province. In the first 3 months of the year, investment attraction reached more than 4,800 billion VND, of which FDI capital reached more than 115 million USD.

Cultural and social activities were directed and implemented comprehensively and substantially to serve the spiritual life of the people. Many exciting activities were organized to celebrate the 135th anniversary of the province's founding. Thai Binh has completed the arrangement of the organizational apparatus in accordance with the policies and directions of the Central Government.

Determined to achieve double-digit economic growth in the second quarter of 2025

In the second quarter of 2025, the province aims to maintain double-digit economic growth. To achieve this goal, departments, branches, localities, agencies and units focus on directing and operating resolutely with specific tasks, plans and solutions; synchronously and effectively implementing tasks to promote socio-economic development; reviewing and evaluating monthly targets to promptly remove difficulties and obstacles, supporting enterprises in developing production and business. At the same time, speed up the progress of site clearance, especially for infrastructure projects in industrial parks, clusters and key transport.

Promoting double-digit growth in each locality

At the conference, delegates discussed the results achieved, analyzed limitations and proposed key solutions for the second quarter of 2025. In particular, focusing on ensuring that each district and city achieves double-digit economic growth.

In addition, the province is determined to complete the elimination of dilapidated houses for poor and near-poor households and people with revolutionary contributions before June 30, 2025. Continue to accelerate the progress of site clearance for projects, and reorganize commune-level administrative units according to plan. The work of ensuring political security and social order and safety is also of special concern in the context of no longer having district-level police and implementing a 2-level local government model (no district-level organization) in the near future.

In his concluding remarks, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, emphasized: In the second quarter of 2025, the province must complete a large amount of work to reorganize and streamline the apparatus, while focusing on socio-economic development. This is a heavy task, so he requested that heads of sectors, units, and localities make efforts, be determined, lead, and direct the effective implementation of socio-economic development tasks; first of all, focus on completely removing bottlenecks, especially the situation of shirking responsibility, fear of responsibility, conservatism, stagnation, mechanicalness, and rigidity in performing public duties; pay attention to resolving the legitimate and legal requests and aspirations of people and businesses.

Regarding the task of economic development, the Provincial Party Secretary requested all levels and sectors to urgently focus on removing obstacles to speed up the implementation of key projects and works; focus on thoroughly resolving tasks such as finalizing construction projects, thoroughly handling debts in basic construction, clearing the ground for some projects and works... to ensure the completion of district-level operations. In the new context, units and localities need to focus on strictly managing land, environmental resources, and public assets; not to profit from the transfer and termination of operations of agencies and units; not to allow land encroachment, appropriation of public assets, and violations of the law; have solutions to remove difficulties and obstacles, and promptly put projects and works into operation, avoiding backlogs, losses, and waste of capital. The Provincial People's Committee must have a plan for each specific project before May 30.

He also requested the Provincial People's Committee to thoroughly review, cut unnecessary procedures, simplify regulations and administrative procedures related to investment, production, business activities and people's lives. The entire province must complete the elimination of temporary and dilapidated houses for poor and near-poor households and people with revolutionary contributions before June 30.

Strengthen measures to maintain political security and social order and safety to carry out political tasks and serve socio-economic development. At the same time, synchronously, resolutely and effectively carry out the work of rearranging the apparatus of the political system; the work of preparing and organizing party congresses at all levels towards the 14th National Congress of the Party.

The Provincial Party Secretary also basically agreed with the report assessing the implementation of the working regulations of the Provincial Party Executive Committee, term XX, 2020 - 2025; Draft amendments and supplements to the working regulations of the Provincial Party Executive Committee, term XX, 2020 - 2025; requested that the members of the Provincial Party Executive Committee continue to study, contribute opinions, and soon submit to the Standing Committee of the Provincial Party Committee for consideration, acceptance, and promulgation.
