The collective economy plays an important role in creating jobs, sustainably reducing poverty, improving the material and spiritual life of the people, and creating a driving force for local socio-economic development. In recent times, although the province's collective economy has had many changes, it is still facing some difficulties in innovating methods, operating models, and production plans, leading to low efficiency. These are issues that need to be quickly resolved to promote the effective and sustainable development of the collective economy, meeting the requirements and tasks in the new situation.

Implementing the Law on Cooperatives (Cooperatives) 2012, especially implementing Resolution No. 20-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy in the new period, the collective economy in the province has had positive movements.
The promotion and mobilization of cooperatives to use quality and efficiency as a measure, develop diverse forms of cooperation, link production according to value chains associated with exploiting potentials and strengths, contributing to building new rural areas and developing the province's socio-economy has been gradually implemented actively and effectively in practice.
The province currently has 1,981 cooperative groups (THT) with 23,910 members, of which 246 THT are registered with local authorities; 2 cooperative unions operating in the agricultural sector with 14 member cooperatives; 341 cooperatives are operating, creating regular jobs for over 14,000 workers.
Average revenue in 2023 reached nearly 407 million VND/group, for cooperatives it was 1.3 billion VND/cooperative. In 2023, the Provincial Cooperative Support Fund consulted, guided, and disbursed loans to 27 projects with a total disbursement of 9.45 billion VND; outstanding loans of 14.5 billion VND.
Realizing the role and importance of collective economy, in recent years, the province has actively implemented the Law on Cooperatives and documents guiding its implementation; along with that, it has organized many training courses for cooperative managers, cooperative members, cooperative groups, production and business households who are ethnic minorities and mountainous residents...
Providing consulting and guidance on establishing new cooperatives, resolving problems related to accessing tax policies, land, infrastructure investment and agricultural product processing, supporting brand building, trade promotion, market expansion, supporting cooperatives to participate in the OCOP program...
According to the Chairman of the Provincial Cooperative Union Cap Kim Thanh, in 2023, many new cooperatives will be established in mountainous areas, especially in Dakrong district.
Some new cooperative models, cooperative groups building farm economies associated with safe and high-value agricultural value chains, and models linking production and consumption of agricultural products between enterprises and farmers through cooperatives have been formed.
Cooperatives have promoted the leading role of collective economy and agricultural cooperatives in restructuring the agricultural sector to promote the strengths of each cooperative. In particular, the Party's guidelines and the State's policies and laws have been concretized, thereby creating conditions for cooperatives and cooperative groups to access and implement more effectively in production and business activities.
However, in addition to the achieved results, there is a reality that the activities of cooperatives in the province are still far from the development requirements. The number of cooperatives producing in chains and applying high technology is not much.
The management level and professional capacity of some cooperative managers are still low, lacking dynamism and creativity to adapt to the market mechanism. The scale and operational capacity of many cooperatives are still small, with low resources, unsynchronized infrastructure and not meeting the requirements of large-scale commodity production. The linkage with businesses consuming products for member households is not very effective...
The limitations and weaknesses in the development of collective economy are due to many reasons, mainly due to the scale of small agricultural cooperatives operating in communes and villages, so their operational capacity has certain limitations.
Current production of member households is still mainly small-scale production, so the demand for cooperation is not high, and the infrastructure of the cooperative has not met the demand for production cooperation in the current new conditions.
In addition, some localities have not fully recognized the position and role of the cooperative economy, so they have not really paid attention to leading, directing, and promoting the development of cooperatives. State management of the cooperative economy is still overlapping, not specific and clear, so management efficiency is not high.
Emphasizing the importance of the market economy at the meeting to deploy the tasks of the Steering Committee for Innovation and Development of the Provincial Market Economy in 2024, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong, Head of the Steering Committee for Innovation and Development of the Provincial Market Economy, said that in order to continue to consolidate and develop a dynamic, effective and sustainable market economy, it is necessary to synchronously implement many solutions.
In which, all levels, sectors, especially members of the Steering Committee for Innovation and Development of the Economic Collective at the provincial and district levels need to participate more resolutely and synchronously, regularly monitor, closely monitor, and grasp newly arising issues, difficulties and obstacles of cooperatives and cooperative groups in the area to promptly advise the Provincial People's Committee on solutions to support and create conditions for the development of the economic collective.
Strengthen training and coaching to improve management capacity and professional expertise for managers and agricultural cooperatives; organize forums and policy dialogues for each industry group to promptly grasp the situation, advise and guide to remove difficulties for the establishments.
Along with that, expand and improve the quality of service activities of agricultural cooperatives to adapt to the restructuring process of the agricultural sector on the basis of the policy of concentrating on land accumulation, focusing on input supply services and consumption services of key local products.
Improve the efficiency of digital transformation activities; effectively apply science and technology in production; enhance domestic and foreign trade promotion, build brands and trademarks of key products...
Promote propaganda and dissemination of the Party's guidelines, policies and laws of the State related to the market economy; promptly commend advanced models in the market economy for learning and replication... These are also fundamental solutions for the province's market economy to develop more effectively in the new situation.
