On the afternoon of October 7, the Chairman of the Provincial People's Committee issued Official Dispatch No. 24 requesting Directors of provincial departments, branches, sectors, units, Chairmen of People's Committees of districts, towns, cities and related units to focus on directing and implementing measures to quickly restore agricultural production after storm No. 3 and floods.

According to the Official Dispatch, Storm No. 3 (Yagi) and the floods after the storm caused damage to people and property of the State and the People, affecting production and business activities, especially agricultural production in the province. Immediately after Storm No. 3, our province continued to be affected by Storm No. 4 and prolonged rain and floods (from September 17, 2024 to September 24, 2024), causing great damage to localities. Implementing Official Dispatch No. 100/CD-TTg dated September 27, 2024 of the Prime Minister on focusing on directing and implementing measures to quickly restore agricultural production after Storm No. 3 and floods; In order to quickly overcome the consequences caused by natural disasters, restore and develop agricultural, forestry and fishery production, ensure food supply, contribute to controlling inflation, and stabilize people's lives, the Chairman of the Provincial People's Committee requests Directors of provincial departments, branches, sectors, units, Chairmen of People's Committees of districts, towns, cities and related units to continue to strictly and effectively implement the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 14173/UBND-NN dated September 26, 2024 on the implementation of Resolution No. 143/NQ-CP dated September 17, 2024 of the Government, and at the same time focus on directing the good implementation of a number of the following key tasks:

Chairmen of People's Committees of districts, towns and cities continue to review and fully and accurately count the damage to agricultural production; proactively and actively mobilize maximum local resources to immediately implement support policies for damaged subjects in accordance with the provisions of law.

Focus on directing and proactively promoting the organization of agricultural, forestry and fishery production according to the orientation and direction of competent authorities and the Department of Agriculture and Rural Development; guide and support people to promptly implement solutions to restore production, especially in cultivation, aquaculture and livestock. In particular, the supply of plant and animal varieties in areas affected and damaged by natural disasters to promote production and business, ensuring stable lives for people in the last months of 2024, especially the occasion of the Lunar New Year 2025.

Organize to monitor, supervise, and grasp the situation of promoting agricultural production and business, especially the supply and demand of essential agricultural products and prices of input materials for agricultural production in the area to proactively have solutions to ensure supply, control prices, and prevent speculation, illegal profiteering, and unreasonable price manipulation that affects people's lives.

The Department of Agriculture and Rural Development shall preside over and coordinate with relevant localities and units to synchronously deploy measures to overcome the consequences and restore agricultural production in localities affected by recent storms, floods, and landslides; proactively review production plans, restructure crops and livestock, organize production in a flexible, effective, natural, and climate-change-adaptive manner, proactively prevent and combat natural disasters, especially ensuring the supply chain of plant and livestock varieties to overcome the consequences of storms and floods.

Review agricultural production plans and options, consider boosting production in localities not affected by the recent storms and floods to proactively regulate and ensure adequate food supply in the coming time, especially at the end of the year and the Lunar New Year 2025.

Review, synthesize, and promptly coordinate with relevant units to resolve within their authority or report to competent authorities to resolve local recommendations on supporting materials, environmental treatment chemicals, plant varieties, livestock, and aquatic breeds (if any) for people to restore production.

The Department of Industry and Trade, the Market Management Department of Thanh Hoa and localities, according to their assigned functions and tasks, proactively organize to closely monitor the situation and developments in supply and prices of agricultural products, especially in localities affected by storms and floods; promptly deploy measures to regulate the circulation of goods, ensure supply, control prices, and prevent speculation, hoarding, price manipulation, consumption of fake and poor-quality goods, and taking advantage of natural disasters and floods for profit.

The Department of Finance and the Tax Department of Thanh Hoa province, according to their assigned functions, tasks and authority, urgently guide the implementation of financial support policies, tax exemption, reduction, extension, land rent, water surface rent... for localities and subjects affected and damaged by storms and floods, especially agricultural production according to the provisions of law.

Regarding support for restoring production in areas damaged by natural disasters as prescribed in Decree No. 02/2017/ND-CP dated January 9, 2017 of the Government: Request the Department of Finance to urgently preside over and coordinate with the Department of Agriculture and Rural Development and relevant localities and units to carry out procedures to support damaged subjects as prescribed by law.

State Bank of Vietnam, Thanh Hoa Province Branch, Director of the Bank for Social Policies of Thanh Hoa Province: Based on the direction and guidance of the State Bank of Vietnam, urgently implement measures and solutions according to functions and tasks to restore production and business, agricultural production after storms and floods.

Farmers, people, cooperatives, businesses... continue to promote self-reliance, self-reliance, creativity, proactively overcome difficulties, overcome challenges to restore production and business; at the same time, contribute ideas and suggestions to authorities at all levels to have timely, appropriate and effective solutions to join hands to overcome the consequences caused by storms and floods.

Provincial departments, branches, sectors, units and related units continue to proactively and actively mobilize organizations and individuals to mobilize financial resources and goods to promptly support affected people and localities.
