Accordingly, functional departments, branches and People's Committees of coastal districts, towns and cities are required to thoroughly grasp and strictly implement the conclusion of the Deputy Prime Minister in Notice No. 539 dated December 25, 2023 at the 8th meeting of the National Steering Committee on combating IUU fishing. At the same time, continue to synchronously deploy tasks and solutions to combat IUU fishing under the direction of the Standing Secretariat, the Prime Minister, the Head of the National Steering Committee on IUU fishing and the Provincial Party Committee and Provincial People's Committee (especially Official Dispatch No. 4881 dated December 12, 2023). Absolutely do not be negligent or subjective; resolutely handle organizations and individuals who do not fulfill their assigned duties and tasks in performing their official duties, affecting the common efforts to remove the "Yellow Card" of the whole country. Timely encourage, reward and encourage typical examples in combating IUU fishing. In which, focus on urgent and key tasks and solutions.
Continue to implement measures to manage and closely monitor subjects at high risk of violating illegal fishing in foreign waters (especially paying attention to the activities of offshore fishing vessels in the areas: La Gi, Phu Quy, Ham Tan... before, during and after the Lunar New Year of Giap Thin). Coordinate with functional forces of the provinces to strictly manage and control fishing vessels operating and staying outside the province. Prioritize the deployment of forces in key areas to both propagate and mobilize, and firmly grasp the area, promptly detect and prevent from afar, resolutely not allowing fishing vessels and fishermen to illegally exploit foreign waters. Continue to review records, thoroughly punish violations that are still within the time limit, complete before April 30, 2024 and investigate and prosecute acts of brokerage and collusion to bring fishing vessels and fishermen to illegally exploit foreign waters.
In addition, continue to promote propaganda and training on legal regulations on combating IUU fishing to raise awareness of law compliance among coastal communities. Timely report on IUU fishing violations that are handled according to regulations to deter and educate. Organize meetings, visits, and encourage fishermen during the Lunar New Year of Giap Thin, combining propaganda and mobilization of ship owners, captains, and fishermen to strictly comply with legal regulations and not violate foreign waters.
At the same time, promote the monitoring system in controlling fishing vessels operating in offshore waters, promptly detect, warn, and prevent cases of crossing maritime boundaries. Strictly implement regulations on port entry/exit notifications, monitor output at the wharf, collect fishing logs and trace the origin of aquatic products (especially pay attention to controlling and monitoring output through the port for 100% of logistics vessels purchasing and transporting aquatic products at fishing ports). Focus resources on implementing registration and temporary registration for "3 no" fishing vessels in operation for monitoring and management...
Launch peak patrols, inspections, and controls of fishing vessels entering and leaving ports, fishing vessels entering and leaving ports, at river mouths, seaports, islands, temporary wharves/shores; resolutely and strictly handle violations, especially illegal fishing in foreign waters, violations of VMS disconnection (6 hours without reporting location, not returning fishing vessels to shore for more than 10 days, exceeding permitted boundaries at sea...).
