In the remaining months of 2024, Thanh Hoa Power Company is striving to complete and exceed the set targets and plans. The achievements will not only continue to strengthen the trust of cadres, party members and employees in the leadership of the Thanh Hoa Power Company Party Committee but also contribute to creating a new atmosphere and new motivation, towards the Party Congress for the term 2025-2030 with the belief in prosperity and many achievements.
Overview of the Conference.
In the first 9 months of 2024, despite being affected by the general difficult and challenging context of the world economy, security and politics, along with the extremely harsh weather conditions in Thanh Hoa province such as hot weather, storms, and prolonged floods, the production and business situation of PC Thanh Hoa was affected. With the spirit of "Discipline - Responsibility - Action - Creativity - Development", the Party Executive Committee of the Company has led and directed Party committees at all levels, professional bodies, organizations, individuals, especially the heads of fields, departments/offices, and affiliated units to synchronously and comprehensively implement the tasks and solutions set out. The Company has successfully completed 5 key tasks set out at the beginning of the year, ensuring the goal of safe and stable power supply to serve socio-economic development, national defense - security and people's lives in the province.
PC Thanh Hoa has regularly paid attention to the investment and renovation of the power system, especially focusing on coordinating with local authorities, the Northern Power Grid Project Management Board, contractors, and construction units to accelerate the completion of key 110kV projects and support the construction of the 500kV line 3 project to ensure the goal of safe, stable and continuous power supply in the summer as well as for the plan of the whole year 2024. In the first 9 months, the Company has completed energizing 74/84 projects, prepared to invest in 48/50 projects, and completed the settlement of 59/59 projects according to the assigned plan. The power loss in the first 9 months was 3.84%, 0.79% lower than the same period and 0.13% lower than the annual plan; Regarding 110kV incidents, no 110kV substation incidents occurred; transient line incidents decreased by 1 incident compared to the same period in 2023 and decreased by 4 incidents compared to the 2024 plan; line extension incidents decreased by 2 incidents compared to the same period in 2023 and decreased by 1 incident compared to the 2024 plan; medium and low voltage grid incidents decreased by 20 incidents compared to the same period in 2023. Commercial electricity reached 5,883.60 million kWh, an increase of 11.23% over the same period in 2023, reaching 79.67% compared to the plan assigned by the Corporation; average electricity price was 1,906.64 VND/kWh, an increase of 115.86 VND/kWh compared to the same period in 2023; Revenue of 11,217.9 billion VND, collection rate of 100.02%, higher than the plan assigned by the Corporation by 0.22%. In the production and business of Electricity Services, revenue in the first 9 months of 2024 was 74,216 billion VND, profit was 9,431.36 billion VND, equal to 12.7% of revenue, reaching 86.7% of the plan assigned by the Corporation in 2024.
Responding to the 2024 Labor Safety and Hygiene Month, after the Conference on protecting the safety of the province's high-voltage power grid corridors, the Company launched a campaign to liberate the power grid safety corridors across the province, implementing the electrical safety program for schools... As of September 30, 2024, the entire unit had cut and trimmed 19,752/19,138 trees planted inside/outside the corridors at risk of causing power grid incidents, reaching 103.2% of the implementation plan.
Regarding the periodic testing combined with CBM, by the end of September 2024, the Company has performed level 1 for 110kV substations at 24/24 stations (accounting for 100%); periodic testing combined with CBM at level 2 for 7/8 110kV substations as planned; performed level 3 CBM for 6/6 110kV lines registered in 2024 (accounting for 100%). The medium voltage grid has performed 1,505 load transformers, 16 intermediate transformer stations, 35 Reclosers... Hotline repair work was performed in 518/540 sessions, reaching 96% of the yearly plan, Hotline insulator cleaning was performed in 732/990 sessions, reaching 73.94% of the yearly plan; SAIDI and SAIFI indexes all met the assigned plan.
In 9 months, the Company periodically replaced 102,865 single-phase meters; 18,201 three-phase meters; 2,152 TIs and 141 TUs, with no meters overdue for periodic inspection on the grid. At the same time, it deployed and successfully completed digital transformation tasks according to the plan assigned by the Corporation, minimizing telecommunications incidents and ensuring information security through the issuance of the Thanh Hoa Power Company's digital transformation plan for the period 2023-2025; stably operating digital processes in the fields of business and customer service, engineering, safety, finance and accounting; effectively applying new technologies, automation... Implementing the policy of promoting non-cash payments of the Government and the People's Committee of Thanh Hoa province, the Company continued to sign cooperation contracts with 7 banks and 9 intermediary organizations to provide electricity bill collection services. Up to now, the rate of customers paying without cash is 96.23%, revenue through non-cash payment channels reaches 98.95%. In addition, performing well in the fields of finance, organization, communication, corporate culture... The Union coordinates with professionals to ensure employment, care for legal rights and interests, improve the lives and income of officers, employees and workers.
Especially for the 500kV line project, circuit 3, PC Thanh Hoa mobilized the Company's shock force to participate in supporting the construction. Along with that, contacting and arranging the gathering place for accommodation, construction locations as well as organizing visits and encouraging shock forces from 13 companies under the Southern and Central Power Corporations to be reinforced for the project located in Thanh Hoa province. The Company also organized a gratitude ceremony for customers with outstanding achievements in electricity demand management (DSM) in 2024. Due to the impact of storm No. 3 along with the prolonged heavy rains of the past September 2024, the power system managed by PC Thanh Hoa was also affected and suffered some damage. After handling the situation, the Company sent shock forces to support other units to overcome the situation in Hai Phong city and Quang Ninh province, and at the same time joined hands to support people affected by natural disasters. Through these shock force deployments, the Company considers this a good and effective method and will apply it to the unit.
Along with that, the Company focuses on corporate governance, well performing national defense - security tasks and social security work; political and ideological education work. Continue to consolidate and improve the leadership capacity, fighting strength of grassroots party organizations, the quality of party members through perfecting the organization and key staff; strictly comply with organizational principles, promote the principles of democratic centralism, collective leadership, and individual responsibility; improve the quality of Party Committee and Party cell activities. Proactively research, develop programs, plans and implement the 2024 inspection and supervision plan of the Party Committee and the Party Committee Inspection Committee of the Company. Direct subordinate Party Committees (Party cells) to develop programs, plans and organize the implementation of inspection and supervision work of the Party Committee in conjunction with anti-corruption work, practicing thrift, and combating waste in 2024 in accordance with regulations.
The company has organized training, created resources and admitted party members by completing the application dossier to admit 15 outstanding union members and members into the Party and proposed official party recognition for 21 probationary party members; reviewed and proposed to award Party badges to 2 party members; registered for intermediate political theory training for 6 cadres of level 4 units; issued Party membership cards to 25 comrades admitted to the Party; received 6 party members transferred from other units, transferred party activities for 5 comrades who retired and transferred jobs. Did a good job of internal political protection; prepared documents to propose the Party Committee of the Bloc to appraise and conclude political standards to serve the work of appointing, reappointing, transferring and planning cadres for 16 cases... Actively researched, developed programs, plans and implemented plans to inspect, supervise and enforce the Party Charter; paid attention to mass mobilization work, led mass organizations...
Regarding the dissemination and implementation of the Congress plan, the Conference has proposed a draft plan to organize the Congress of the affiliated Party Cells, towards the 24th Congress of the Thanh Hoa Power Company Party Committee, term 2025 - 2030. Identifying this as a key task, it is necessary to focus the entire political system to thoroughly implement each step from the organization, implementation, dissemination and propaganda stages; establishing a personnel subcommittee and developing a personnel plan; The Party Congress and Party Cells must ensure the full implementation of the 4 contents; preparing documents to submit to the Congress and organizing discussions; personnel preparation and election of Party Committees; structure, number of delegates and election of delegates to attend the Congress at higher levels...

At the Conference, under the chairmanship of the Party Committee Standing Committee, the Party Executive Committee members and delegates in attendance demonstrated a high sense of responsibility, promoted their intelligence, discussed democratically and frankly, and contributed many enthusiastic and accurate opinions to the content prepared by the Party Committee Standing Committee of the Company, mainly focusing on leadership and direction to ensure the improvement of achieved targets on power loss; management and operation of the 110kV power grid; minimizing incidents of medium and low voltage, telecommunications systems and information security; business and customer service; investment and construction; production and business of electricity services... Party work needs to continue to enhance the role and fighting strength of grassroots Party organizations; lead and direct mass organizations in the unit to improve their organization and orientation of activities to ensure practicality and effectiveness in promoting their role in Party building and enterprise building; Organize well the emulation movements of labor production, actively contribute to the implementation of political tasks of agencies, units, enterprises... draw lessons and solutions for implementation in the coming time. The recommendations and proposals are analyzed, evaluated and satisfactorily answered by the Standing Committee of the Party Committee.

On behalf of the Party Executive Committee, the Party Secretary pointed out 8 key tasks of leadership, direction, operation, Party building and 9 groups of solutions to focus on implementing in the remaining time of 2024. In which, he emphasized: Safety work must be given top priority; efforts to provide stable electricity to, together with the Party Committee and the Government at all levels in the province, recover, maintain and make a breakthrough in the economy, cultural and social life...; the entire political system must focus on the work, promote the role and responsibility of the leader; "speed up, even faster" to soon complete investment and construction projects, improve management and operation work; business and technical indicators must clearly identify the strategic focus of the industry and unit, which is to affirm the position, maintain and dominate the electricity sales market share; Organize a review and inspection of the entire power grid system, find and point out defects, predict incidents for timely handling, first of all, it is necessary to complete the repair of 16 existing medium-voltage lines that often have incidents. Along with that, improve the quality of labor from arranging the organizational apparatus, training and retraining to flexibility in management; Party work promotes the dissemination of directives and resolutions of the Party at all levels to a wide range of workers, grasps the ideological and psychological developments of employees to have timely adjustments and orientations... For the preparation of the Party Congress for the 2025-2030 term, closely follow the contents given in the draft plan and the direction of the assignment of tasks by the Standing Committee of the Company's Party Committee. Based on the issues approved at this Conference, we request each member of the Party Executive Committee, leaders and managers, according to their assigned functions and tasks, to further promote the sense of responsibility and lead the organization to perform well.
