These are key projects of the Ho Chi Minh City health sector, invested in construction and purchased medical equipment with a budget of nearly 10,000 billion VND.
This not only contributes to improving the quality of health care for people, reducing the load on upper-level hospitals, but also "sharing the burden" with neighboring provinces.
Doctor stops wading in water to give emergency treatment, patient is happy
According to Tuoi Tre's report on the afternoon of October 9, the project to build a new Thu Duc Regional General Hospital (located on Le Van Chi Street, Linh Trung Ward, Thu Duc City) gradually revealed its "new look", the new spacious buildings were ready to go into operation.
Other areas such as parking lots and hospital yards are spacious. Many rows of green trees create a cool landscape.
Looking over the newly built hospital area that is gradually operating, Ms. TTT (85 years old, Thu Duc City) - who for more than 10 years has had to go to the hospital every month for regular check-ups and medication due to chronic diseases such as high blood pressure, diabetes, and bone and joint pain - cannot help but be happy and eagerly wait for the day to be examined at the new hospital.
"I am really looking forward to the new hospital coming into operation. After decades of visiting here, I saw that the old facility was clearly degraded, with a large number of patients, making it very stuffy. The new hospital is spacious and clean, and the feeling of being examined is just as comfortable as in a private hospital," said Ms. T.
Similarly, Mr. NHL (23 years old, Binh Duong) also said that the area where he lives in Binh Duong province is next to Thu Duc General Hospital, so he often comes here for check-ups.
"There was a time when I was seriously ill and had to be hospitalized, even though I had registered for a good bed, but because the old facility was degraded and the walls were cracked, the service quality was not up to standard. I hope the new facility will soon be put into operation so that people in other provinces can also benefit," said Mr. L.
For Hoc Mon General Hospital, in previous years, the rainy season was a nightmare for medical staff and patients.
The hospital's emergency department is often flooded when it rains, and medical staff have to wear boots to wade through water to rescue patients.
After more than 14 years working in the emergency department, head nurse of Hoc Mon Regional General Hospital Nguyen Ngoc Thuy shared that she has witnessed many changes in the hospital, from a degraded facility to a spacious and modern one.
Not only Ms. Thuy, the newly built hospital makes the medical staff here happy to work in a clean, spacious, and comfortable environment.
This is also the hospital that was accepted and put into operation earlier (October 2024) compared to Thu Duc Regional General Hospital and Cu Chi Regional General Hospital which must be completed by 2025.
In particular, the opening of the nephrology - dialysis department in the new building from March 2024 is not only a joy for medical staff, but also for patients with kidney failure who have been attached to the hospital for a long time, which has been degraded and often flooded when it rains.

Prepare resources for hospital operations
Speaking with Tuoi Tre, Dr. Cao Tan Phuoc, director of Thu Duc Regional General Hospital, happily shared that the construction of the new hospital is now 90% complete and is expected to be officially put into operation before April 30, 2025.
"Not only are patients happy to be examined in a spacious, airy environment, but hospital staff are also very happy and excited. This is a motivation for them to study and work, increasing opportunities to demonstrate their talents," said Dr. Phuoc.
Doctor Phuoc added that on average, the hospital receives from 2,800 to 3,200 patients per day for examination and treatment, and it is expected that when the new hospital is put into operation, the number of patients will continue to increase.
Located at the northeastern gateway of Ho Chi Minh City, bordering provinces such as Binh Duong and Dong Nai, the hospital not only takes care of the health of Thu Duc City residents but also those of neighboring provinces. Currently, the hospital has served a high number of patients from other provinces coming for examination at about 40%, if there is a facility to complete this number, it will certainly be higher.
At Hoc Mon Regional General Hospital, Mr. Dang Quoc Quan - hospital director - said that the hospital has now received all patients coming for examination and treatment for inpatients and outpatients in the new building.
Regarding the purchase of machinery and equipment at the hospital, Mr. Quan said that the hospital is the beneficiary, the investor is the City's Civil and Industrial Construction Investment Project Management Board. "With new facilities, the hospital really hopes to have more machinery and medical equipment on schedule," Mr. Quan shared.
At Cu Chi Regional General Hospital (located at the northwestern gateway of Ho Chi Minh City), a new investment was also made with 1,000 beds and 1,365 billion VND to purchase equipment (161 devices, including two 64-128 slice CT-Scanner systems, two CT-Scanner systems
The Department of Health expects the hospital to continuously improve the quality of treatment and proactively cooperate with the city's final hospitals.
At the same time, continue to consolidate, promote resource development and complete specialties to meet the medical examination and treatment needs of Cu Chi people and neighboring localities.

Strive to complete on time
In September 2023, the Ho Chi Minh City People's Council approved the proposal on the investment policy for the project to purchase equipment for these three gateway hospitals with a total capital of more than VND 4,300 billion. Specifically, Hoc Mon Regional General Hospital VND 1,491 billion, Thu Duc Regional General Hospital VND 1,450 billion, Cu Chi Regional General Hospital VND 1,365 billion.
Since the People's Council and People's Committee approved the investment policy to purchase equipment for three gateway hospitals, the health sector has identified these as key projects of the city and the health sector to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and put them into key activities of the whole sector in 2024 - 2025.
Speaking with Tuoi Tre, a representative of the Ho Chi Minh City Department of Health said that with a developed healthcare system, over the years the city's healthcare sector has not only provided healthcare for more than 10 million people in the city but also treated millions of patients across the country, including international patients.
Located at the gateway of the city, adjacent to neighboring localities, the three gateway hospitals including Hoc Mon, Thu Duc and Cu Chi regional general hospitals not only serve the local people but also participate in medical examination and treatment for people in neighboring provinces. However, after a long period of operation, the facilities of the hospitals have deteriorated. Therefore, investing in equipment for new hospitals is absolutely urgent.
In addition, investing in synchronous equipment for these three hospitals is extremely necessary, in order to contribute to improving medical examination and treatment capacity, creating favorable conditions and meeting the increasing needs of the people, reducing pressure on existing hospitals in the central area.
When completed, the three gateway hospitals will have complete facilities, synchronous and modern medical equipment, contributing to improving the quality of medical examination and treatment for people in Ho Chi Minh City and the southern provinces.
To ensure that the new facilities of the three gateway hospitals operate effectively according to the set plan, the Department of Health has organized consultations with leading experts from different specialties of the city's health sector to unify the development direction for the hospitals.
At the same time, provide comments on the medical equipment procurement portfolio for hospitals in accordance with the unit's development orientation, ensuring efficiency, avoiding waste and complying with current legal regulations.
Gateway hospitals should be invested appropriately.
In 2021, the Prime Minister approved the investment policy for the project to build three new hospitals, including Hoc Mon Regional General Hospital, Cu Chi Regional General Hospital, and Thu Duc Regional General Hospital, with a total capital of more than VND 5,600 billion from the city's budget to serve the health care needs of the people. In addition to the task of taking care of the health of the people in the districts, these hospitals must also take on the task of treating diseases for people in neighboring provinces.
Mr. Nguyen Trong Khoa - Deputy Director of the Department of Medical Examination and Treatment Management (Ministry of Health) - commented that with many hospitals in Ho Chi Minh City currently lacking beds and not meeting the medical examination and treatment needs of the people, investing in the construction and purchasing medical equipment for three gateway hospitals in Ho Chi Minh City will help reduce overload at upper-level hospitals, while reducing the flow of patients and relatives into the inner city.
According to the progress plan committed by the Management Board of Investment Projects for Construction of Civil and Industrial Works (as the investor) with the City People's Committee and the Department of Health, the investment projects of all three equipment procurement projects will be approved in October 2024. The work of selecting contractors to supply and install equipment will be implemented in the first and second quarters of 2025. The work of supplying, installing, instructing on use, accepting and putting equipment into operation will be completed from the second to fourth quarters of 2025.
In particular, the equipment of Thu Duc Regional General Hospital will be deployed for installation as early as the second quarter of 2025. The remaining hospitals will be provided later, but all three hospitals mentioned above will be completed to put into use all specialized medical equipment by the end of 2025.
New facility: retraining and urgent recruitment
According to Dr. Cao Tan Phuoc, Director of Thu Duc Regional General Hospital, to prepare for operation, the hospital has sent a project to the Department of Health to increase the number of employees from 800 to 1,500. Every week, the hospital recruits employees through the recruitment council to have highly skilled and qualified personnel to meet the needs when the hospital reaches 1,000 beds. It is worth mentioning that while previously the number of doctors applying for the hospital was not much, when the new facility was established, the number of doctors applying was very large.
A representative of Hoc Mon Regional General Hospital said that in order to ensure staffing and improve doctors' skills, the hospital continues to recruit new doctors and send doctors to further training at end-line hospitals to become more proficient in using MRI and CT-Scan machines... when they are equipped in the near future.
Meanwhile, regarding personnel for hospitals, the Ho Chi Minh City Department of Health said that in order to prepare personnel, the hospital had previously sent personnel proposals to the Department of Health.
Currently, the Department of Health has invited experts to give advice and direct personnel work from management to expertise. In addition, the unit has also proactively trained human resources to prepare for hospitals. Hopefully, in the near future, when new investments are made in facilities and new modern medical equipment, it will certainly attract a team of good doctors.

Recently, at the dialogue conference between healthcare businesses and the Ho Chi Minh City government, Dr. Vo Hoang Nhan (Finance and Planning Department of the Ho Chi Minh City Department of Health) said that in the period of 2026-2030, the city will invest in 150 projects on construction and medical equipment, infrastructure investment and information technology with a total investment of more than 52,000 billion VND. Of which, 40 projects focus on investment in information technology, smart healthcare; 110 projects on construction and provision of medical supplies and equipment.
Ho Chi Minh City calls for domestic and foreign investors to build 6 projects on treatment for foreigners, high-tech disease screening, and stroke treatment hospitals. The 6 projects calling for investment according to Resolution 181 of the Ho Chi Minh City People's Council include:
* Service examination and treatment area of Nguyen Tri Phuong Hospital
* Department of examination and treatment for foreigners at Le Van Thinh Hospital
* Stroke Hospital HCMC
* 2 High-tech screening and diagnosis centers in Thu Duc City and Binh Chanh District
* Practice Hospital of Pham Ngoc Thach University of Medicine.
These projects will be invested under the public-private partnership (PPP) model. The number of projects will continue to be expanded in the coming time.
In addition, the Ho Chi Minh City health sector invites prestigious medical universities in the world to establish and add facilities, and cooperate with health schools in the city for training and teaching.
Focus on mobilizing social resources to join leading specialized and general hospitals in developing specialized fields. Mobilize private enterprises to open centers such as cardiovascular, burn, regenerative medicine, elderly health care, etc.
In addition, in the context of increasingly overloaded end-line hospitals, the city hopes that investors can establish secondary hospitals, such as eye hospitals, orthopedic trauma hospitals, etc.
The Department of Health also said that Ho Chi Minh City leaders have approved the establishment of a project to mobilize social resources to invest in developing the health sector, creating policy mechanisms and legal corridors to call on investors to contribute to implementing projects, bringing the best health care services to the people.
