There are loopholes in the names of the companies that produce and trade fake milk. They are all pharmaceutical companies but do not sell drugs?

There are 10 companies in the "ecosystem" of companies producing and trading nearly 600 types of fake milk that the police have initiated an investigation into. However, looking at the names of these companies, I see a big problem.

The fake milk products are manufactured and distributed by the following companies: Rance Pharm International Pharmaceutical Joint Stock Company; Hacofood Group Nutrition Pharmaceutical Joint Stock Company; Group International Pharmaceutical Joint Stock Company, Big Four Pharma International Pharmaceutical Joint Stock Company;

Long Khang Group International Pharmaceutical Joint Stock Company, BFF Medical Nutrition Joint Stock Company, Safaco Group International Pharmaceutical Joint Stock Company, Darifa Group International Pharmaceutical Joint Stock Company, Win CT International Pharmaceutical Joint Stock Company, Phuc An Khang Nutrition Pharmaceutical Joint Stock Company, Asia Pharmaceutical Joint Stock Company.

Most of these companies are called “pharmaceutical companies,” or at least “medical nutrition,” which are highly demanding industries. I looked at the licenses of some of these companies and found that among their registered business lines, pharmaceuticals were listed.

In fact, they do not sell pharmaceutical products, so they do not have to comply with the conditions of pharmaceutical companies such as having pharmacists, warehouses or storage standards...

But the naming as "pharmaceutical company", "medical nutrition company" has confused consumers, about "being a pharmaceutical company", "medical nutrition" must follow standards, making users trust.

And as Ho Sy Y, a shareholder of Rance Pharma International Pharmaceutical Joint Stock Company and operator of the factory, stated, all information about the nutritional content for producing powdered milk "was not checked, leading to errors", meaning that compliance with the conditions and standards of the medical industry is also very "heavenly".

The case is currently being clarified by the authorities, but first, it is recommended to consider whether to include regulations on naming businesses. Are there any loopholes when a company that does not trade or produce pharmaceutical products is named a pharmaceutical company?

When is a company named a pharmaceutical company or a medical- related name that requires professional qualifications and nominees?

For companies that are already named pharmaceutical companies or medical nutrition companies, how often do they take samples for post-inspection of products? Does the company have a sampling process to report to state agencies or does the state management agency take samples for post-inspection?

If there were these regulations, I believe the fake milk case could have been discovered sooner, instead of 4 years later, when nearly 600 types of fake milk were on the market, before the case was discovered.
