On April 11, 2025, the Ministry of Culture, Sports and Tourism issued Decision No. 1000/QD-BVHTTDL, promulgating the Code of Professional Conduct for Cultural Heritage Workers. The Code includes 03 Chapters and 10 Articles, of which Chapter I (02 Articles): Purpose, scope, and objects. Chapter II (06 Articles): Code of Conduct and Chapter III (02 Articles): Implementation.
In Chapter II, there are 12 contents of the Code of Conduct in professional activities related to the museum field, specifically:
a) Comply with the provisions of the law on cultural heritage, other relevant legal provisions and internal regulations and rules of each museum.
b) Understand and respect the value of cultural heritage, not only in preservation but also in imparting knowledge and education about cultural heritage.
c) Have a professional, polite, respectful and thoughtful attitude when interacting with visitors, partners and colleagues.
d) Ensure that information provided to visitors about artifacts, artifact collections or historical and cultural events is accurate and truthful.
d) Ensure that the preservation of artifacts and collections of artifacts is carried out carefully and effectively to protect the historical, cultural and scientific values of cultural heritage.
e) Responsible for keeping confidential information related to artifacts and collections of artifacts when assigned to manage according to regulations; not allowed to publish or transfer to any other organization or individual without permission from the competent authority.
g) Do not discriminate on the basis of gender, ethnicity, race, religion, nationality, social status, financial ability, age between colleagues in the museum or with museum visitors.
h) Do not take advantage of the museum's professional activities to cause disunity among related ethnic groups and communities.
i) Not to broker, directly or indirectly participate in the trading, transportation, or support of illegal transportation of relics, antiquities, national treasures, and natural heritage.
k) Do not buy, sell, collect, trade, or exchange relics, antiques, national treasures, or documentary heritage of illegal origin; do not take advantage of the task of collecting artifacts to buy or advise other organizations or individuals to buy or sell artifacts that are subject to collection by public museums or disclose information related to the purchase or sale of artifacts without the written consent of a competent authority.
l) Do not violate the interests of the museum in personal professional activities; do not take advantage of museum activities for personal gain or take advantage of the profession at the museum to support friends and relatives for personal gain.
m) Not to accept gifts, loans or other personal benefits related to museum work.
The above Decision takes effect from the date of signing, assigning the Chief of the Ministry Office, Director of the Department of Cultural Heritage, Heads of units under the Ministry, relevant agencies, units, organizations and individuals to be responsible for implementation. In the process of implementation, if there are any difficulties or shortcomings, agencies, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism (through the Department of Cultural Heritage) for synthesis, research, amendment and supplementation./.
