Cam An Medical Station (Hoi An City) and Duy Phuoc Medical Station (Duy Xuyen) are full of lime and mortar. Construction materials are scattered all over the project grounds. The medical station staff said the project has been underway for several months now, but it is not known when it will be completed.
Two projects are underway in Hoi An and Duy Xuyen, among the first 15 medical stations, the investor has signed a construction contract with Thanh An Investment and Trading Consulting Company with a package value of over 35.4 billion VND, within the Project to invest in new construction, upgrading, renovation and procurement of equipment for 76 commune-level medical stations in Quang Nam (197 billion VND).
Mr. Huynh Xuan Son - Director of the Provincial Construction Investment Project Management Board said that 15 projects will be completed within 60 days. It is likely that 15/53 stations will be completed and put into use in July 2024.
These projects have been allowed to extend the implementation and disbursement time. The project deadline is December 31, 2024, so investors and contractors are racing to complete the project on schedule.
According to statistics and analysis of the investor, in addition to 15 projects under construction, 28/53 other medical stations are submitting plans for contractor selection, expected to start construction on July 1, 2024, and complete on November 30, 2024.
Package 10/53 medical stations, which was approved by the Provincial People's Committee to adjust the investment policy on May 7, 2024, will complete the construction design approval in June 2024, and is expected to start construction on August 1, 2024 and be completed on October 30, 2024.

For the medical equipment procurement package worth 31.1 billion VND, the Provincial Construction Investment Project Management Board has coordinated with relevant parties to rebuild the configuration and appraise the price to approve the estimate. The medical equipment procurement, installation, handover and commissioning will be completed in 2024.
Not as difficult as the Project to invest in building new, upgrading, renovating and purchasing equipment for 76 commune-level health stations, the Project to invest in building new, upgrading and renovating 5 district-level health centers in Quang Nam (VND 92 billion) officially started construction on November 14, 2023.
Mr. Than Van Binh - Head of Planning and Technical Department of the Provincial Construction Investment Project Management Board said that 4/5 health centers are under construction, with a volume of about 40%. The progress and quality of the projects are on schedule, and the design documents have been approved.
Specifically, Dai Loc Medical Center is basically completed. Nui Thanh and Nam Giang Medical Centers will be completed in May 2025 and Tien Phuoc Medical Center will be completed by the end of the third quarter of 2024 at the latest. The contractors are committed to completing the project on time and on schedule.
Difficult to disburse all capital
According to the investor's statistics, the Provincial People's Committee has allowed the implementation and disbursement period to be extended to 2024 for 2 medical projects, with a total amount of 261.9 billion VND, but by May 7, 2024, only more than 21.7 billion VND had been disbursed, reaching 8.32%.

Faced with the sluggish disbursement situation and a series of "troubles" from the site, documents, procedures, price appraisal... of these projects, the Provincial People's Committee has determined that the investor must ensure the disbursement of the entire capital plan before December 31, 2024. The investor must be responsible to the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee for not fully disbursing this capital source.
The investor has developed a work map and a specific time plan for the implementation of the above two projects and is committed to completing the project at all costs and disbursing the maximum capital before the project's completion date when the construction and disbursement period has been extended for another year.
However, given what is happening in reality, the commitment to disburse seems “impossible”. It is possible that the 4 district-level health center investment projects and 15 health station projects under construction will not be a problem when the contractors commit to complete them. However, there are only 6 months left, while the Que Son district health center has not yet handed over the site to the investor.
The 76 medical station project still has 28 projects submitting for approval of contractor selection plans and 10 other projects are expected to complete construction design approval only in June 2024.
The selection of a medical equipment valuation unit is still facing difficulties due to the difficulty of surveying and collecting quotes from suppliers. Investors and health agencies are still struggling to review and determine the equipment configuration of 76 medical stations.

The parameters, data and analysis show that, no matter how optimistic, it is easy to see that the entire capital plan allocated for these two projects cannot be disbursed. A large amount of the project capital will have to be transferred back to the central budget.
According to Mr. Tran Ngoc Hoang - Head of Project Appraisal Department of the Department of Planning and Investment, the medical equipment package is very easy to disburse. If the bidding is successful, the disbursement will be immediate, but until now there is no bidding result, so how can the disbursement be made? Que Son District Medical Center has not submitted the adjusted and supplemented documents.
As for the medical stations, in the most optimal conditions, with no complaints or lawsuits during bidding, no weather fluctuations... the project is expected to end by the end of 2024. If we make every effort, we may be able to disburse some of the funds, but certainly we cannot disburse all of the planned capital.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan said the investor must answer the question of when it will be completed. It is necessary to coordinate with the locality and detail the implementation plan to solve the problem for the project. If the site is not handed over, the investor and contractor will have to accept it, there is no way to proceed with the project.
Investors and localities must speed up because there is very little time left to implement the project. When the rainy season comes, nothing can be done. If it cannot be implemented, if there is no volume, how can the funds be disbursed? If there is no disbursement or transfer of capital, who will be responsible?
