
Stuck and behind schedule
The 7-storey high-tech treatment building of Quang Nam General Hospital, although completed a long time ago, has not been put into operation because of waiting for medical equipment. Similarly, the Medical Centers of Phuoc Son and Que Son districts have not been put into use because of lack of medical equipment.
Mr. Huynh Xuan Son - Director of the Provincial Construction Investment Project Management Board said that currently, selecting a medical equipment valuation unit is facing many difficulties.
Many price appraisal units refused to appraise despite having signed contracts, with the reason given being that they could not find quotes from enterprises and equipment manufacturers (!). That is also the reason why the investment project to build new, upgrade, renovate and purchase medical equipment for 76 commune-level health stations in the province is at a standstill. The Provincial Construction Investment Project Management Board proposed the Provincial People's Committee to extend the implementation time of the above projects.
Cha Val General Clinic (Nam Giang district) has a project implementation period from 2017 to 2023. Also because medical equipment has not been purchased, the Provincial Construction Investment Project Management Board proposed the Provincial People's Committee to postpone the completion time, handover and put into use in 2024.
Mr. Huynh Xuan Son said: "I hope the Provincial People's Committee will agree on the policy of adjusting down 7/14 categories of medical equipment that cannot be purchased for Cha Val General Clinic due to exceeding the quota and not having approved the quota."
Another problem is that Circular No. 14, dated June 30, 2023 of the Ministry of Health on regulations on procedures for developing bidding packages for the procurement of goods and provision of services in the field of medical equipment at public health facilities has expired since December 31, 2023, but to date there has been no document providing guidance on the transition of this work.
On January 22, 2024, the Provincial Construction Investment Project Management Board sent a document requesting the Department of Health to promptly send an official dispatch to the Ministry of Health to issue a circular to replace Circular No. 14, and is still awaiting results.
Accelerate project implementation
To resolve problems related to medical equipment, the Provincial Construction Investment Project Management Board has proposed to the Provincial People's Committee to direct and urge relevant departments and branches to focus on guiding the implementation of projects with medical equipment procurement components.

Such as establishing a council to select medical equipment configuration; selecting a medical equipment price appraisal unit to serve as a basis for approving the budget for bidding and equipment installation...
Vice Chairman of the Provincial People's Committee Tran Anh Tuan assigned the Department of Planning and Investment, Finance, Health and related sectors to coordinate, support, guide, and organize the appraisal of medical equipment prices.
At the same time, during the process of preparing bidding documents, no conditions must be stated that limit the participation of contractors to ensure the principles of fair and transparent competition, and that there are many suppliers of a product that needs to be purchased in bidding according to regulations.
Regarding the extension of project implementation time, Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested the Provincial Construction Investment Project Management Board to report on monitoring and evaluating project implementation; specifically analyze and evaluate the implementation process, objective and subjective reasons affecting project progress and propose an extension of implementation time.
“Relevant departments, branches and units, according to their assigned functions and tasks, are responsible for actively coordinating, supporting, guiding and resolving related documents and procedures within their authority to facilitate the Provincial Construction Investment Project Management Board to implement projects and works to ensure progress and plans. At the same time, advise and propose the Provincial People's Committee to consider and resolve related documents, procedures and arising issues,” said Mr. Tran Anh Tuan.
Of the 23 projects and works transferred from 2023 to 2024 invested by the Provincial Construction Investment Project Management Board, 15 works are expected to be completed in 2024 and 8 works are expected to be completed after 2024.
Of the 19 new projects and works expected to start construction in 2024, only 1 project has started construction and 5 projects are in the process of selecting contractors; other projects are completing documents for investment approval or submitting for approval of investment policy adjustments.
