On the morning of October 23, the Executive Committee of the 17th Hanoi Party Committee held its 19th Conference, reviewing many important issues. Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai chaired the Conference.
Co-chairing the Conference were Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen; Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; Deputy Secretary of the City Party Committee Nguyen Van Phong.

Proposal to amend the Working Regulations of the City Party Executive Committee
At the conference, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Vu Duc Bao presented the Proposal of the Standing Committee of the City Party Committee on: (1) Supplementing and amending the Working Regulations of the City Party Executive Committee, the Standing Committee of the City Party Committee, the Standing Committee of the 17th City Party Committee; (2) Supplementing and amending Regulation No. 12-QD/TU dated May 8, 2023 of the Hanoi Party Committee on "Management of cadres, decentralization of cadre management and appointment and introduction of cadres for election".
The report clearly stated the necessity of amending and supplementing the working regulations No. 09-QC/TU of the City Party Committee; the principles and forms of amending and supplementing the working regulations No. 09-QC/TU and proposed specific amendments for the following areas: socio-economics; planning; investment; tasks and powers of the Standing Committee members of the City Party Committee.
At the same time, the Submission proposes to abolish a number of provisions related to working regulations, including: The Standing Committee of the City Party Committee decides on studying and working in the country and abroad for cadres under the management of the Standing Committee of the City Party Committee (authorizing the Deputy Secretaries of the City Party Committee to decide as proposed in the Submission).
In the Proposal to amend Regulation No. 12-QD/TU dated May 8, 2023 of the Hanoi Party Committee on "Management of cadres, decentralization of cadre management and appointment and introduction of candidates", the Standing Committee of the City Party Committee also proposed to amend and supplement the contents on: Decentralization of cadre management for comrades of the Standing Committee of the City Party Committee; Procedures for requesting policies to carry out cadre work for cadre positions under the management of the Standing Committee of the City Party Committee; Procedures for introducing on-site personnel...
Increase initiative in solving work
At the conference, opinions highly appreciated the serious and quality preparation work of the Standing Committee of the City Party Committee and basically agreed and highly agreed with the "Supplement and amendment of the Working Regulations of the City Party Executive Committee, the Standing Committee of the City Party Committee, the Standing Committee of the 17th City Party Committee" and the amendment of Regulation No. 12-QD/TU dated May 8, 2023 of the Hanoi Party Committee on "Management of cadres, decentralization of cadre management and appointment and introduction of cadres for election".
Contributing opinions at the conference, Hai Ba Trung District Party Secretary Nguyen Van Nam said that the amendment and supplementation of the City Party Committee's Working Regulations, Regulation No. 12-QD/TU, is in line with reality, increases decentralization, responsibility and authority, and better resolves the relationship between the Party and the government.
Son Tay City Party Secretary Tran Anh Tuan highly appreciated the elaborate and quality preparation of the draft and agreed with the revised content of the regulations and Regulation No. 12-QD/TU. Thereby, contributing to reducing administrative procedures and increasing initiative in handling work.
In the concluding remarks of the Conference, regarding the amendment and supplementation of the Working Regulations of the 17th City Party Committee and the Regulations on cadre management, decentralization of cadre management and appointment and introduction of candidates, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized that the Party Executive Committee highly agreed with the contents of the proposed amendments and supplements to the Working Regulations of the Executive Committee submitted by the Standing Committee of the City Party Committee at the Conference and some valuable opinions and contributions of the delegates.
The proposed amendments to the Working Regulations ensure the principle of comprehensive leadership by the Party without making excuses or replacing the government, complying with Party regulations and State laws in the spirit of promoting decentralization, reasonable delegation of authority, clearly defining tasks, powers and authorities of each level; fully updating regulations in new documents of the Party and State on related contents.
According to the Secretary of the City Party Committee, the proposed amendments and supplements to the Regulations also focus on adjusting the processes and procedures to ensure substance and efficiency, avoid wasting time and resources, increase initiative in handling the city's work, overcome some shortcomings in implementing the Working Regulations and strengthen inspection and supervision of the implementation process.
The City Party Executive Committee agreed on the form of promulgation of the document as the Decision of the City Party Executive Committee amending and supplementing a number of contents of the Working Regulation No. 09-QC/TU of the City Party Committee; at the same time amending and supplementing a number of articles and clauses of Regulation No. 12-QD/TU on cadre management, decentralization of cadre management and appointment and introduction of candidates to ensure consistency and unity between the Regulations and Rules of the City Party Committee.
