This is a major policy of the Party and State with the goal of meeting the energy requirements for green development, sustainable development, climate change response and environmental protection in the new situation and meeting the economic growth target, creating the premise and foundation for the country to enter a new era of development, the era of the Vietnamese people's rise. Closely following the spirit of the National Assembly's resolution and the direction of the Government, ministries and central branches; on February 27, 2025, the Provincial Party Committee issued Resolution No. 34-NQ/TU on strengthening the leadership and direction of Party committees at all levels in implementing the Ninh Thuan Nuclear Power Plant project.
The resolution aims to mobilize the strength of the entire political system in implementing the policy of continuing to invest in the Ninh Thuan Nuclear Power Plant project. Effectively utilize state and social resources to complete the project of site clearance, resettlement, and resettlement to implement the nuclear power project in 2025. Closely and synchronously coordinate with central ministries, branches, and investors to complete the project in 2030, contributing to providing clean and sustainable energy sources for the development of Vietnam in the new era; thereby, building Ninh Thuan into the center of energy and renewable energy of the whole country, protecting the environment, minimizing climate change, creating a driving force to promote the province's rapid and sustainable socio-economic development.
In order to synchronously and effectively implement the objectives set out in the resolution; create consensus among the people to comply with the Party and State's policies in the process of implementing the Ninh Thuan Nuclear Power Plant project, the Provincial Party Committee Executive Committee requests the advisory agencies assisting the Provincial Party Committee, district Party Committees, city Party Committees, and affiliated Party Committees to direct the organization of studying, propagating, and thoroughly and effectively disseminating the resolution to all cadres, party members and people of all walks of life. At the same time, according to the assigned functions and tasks and practical situation, to develop appropriate and effective programs and plans for the implementation of 7 groups of tasks and solutions:
Focus on propaganda, dissemination, raising awareness, doing a good job of ideological work, creating consensus in the whole society in implementing the Ninh Thuan Nuclear Power Plant project:
Strengthen the leadership and direction of Party committees, Party organizations, and authorities at all levels in implementing the study, propaganda, and dissemination of the position, role, significance, and importance of the nuclear power plant project for the socio-economic development of the country and the province. Innovate and improve the effectiveness and quality of propaganda work in many rich and diverse forms; promptly grasp the thoughts, opinions, aspirations, and public opinion to mobilize and create consensus among the masses to effectively carry out tasks related to the project.
Strengthen inspection, supervision, and enhance the responsibility of leaders at all levels and sectors in leading and directing the serious and effective implementation of the policy on nuclear power development. Timely commend and reward organizations, households, and individuals who have made many contributions in the process of project implementation.
Strengthen the leadership of Party committees at all levels in implementing site clearance, migration, resettlement, sedentarization, stabilizing production and the lives of local people where the nuclear power plant project is implemented:
Mobilize the participation of Party committees, authorities and the entire political system in propaganda and mobilizing people to hand over land and move to new residences. Review and consolidate Steering Committees, Working Groups, and Project Management Boards to implement resettlement projects. Focus on accelerating the progress of compensation and site clearance, completing site clearance of the nuclear power plant project area to hand over to the investor in 2025 according to the direction of the Prime Minister and the Central Steering Committee.
Urgently implement planning and invest in infrastructure of resettlement areas to relocate residents in the project area to new residences, stabilize their lives and production, and ensure better living conditions than their old residences. Review, research, adjust, and supplement planning of production, trade, and service areas to solve the problem of job conversion for people in the project area to stabilize their livelihoods. Implement social policies well, pay attention to the lives of families with meritorious services to the revolution, ethnic minorities in remote and isolated areas; focus on job creation, creating livelihoods for people, promoting sustainable poverty reduction; eliminate temporary houses, dilapidated houses... especially for people in the project area.
Timely and synchronously adjust planning; strengthen land management, construction order, mineral resources, and environmental protection:
Review and submit to competent authorities to adjust the planning of Ninh Thuan province for the period 2021-2030, with a vision to 2050 according to a shortened process. Review and adjust related planning and plans to ensure conditions for effective implementation of the Ninh Thuan Nuclear Power Project, especially: District-level land use planning and plans, district-level construction planning, planning of the southern coastal strip, specialized technical planning, etc.
Strengthen the strict management of land, construction order, mineral resources, and environmental protection in areas where the nuclear power plant project is being implemented; resolutely and strictly handle violations in the management of land, mineral resources, construction order, encroachment, land transfer, exploitation of mineral resources, and construction of houses and works... that are not in accordance with the law. Research and propose specific mechanisms and policies on mineral exploitation and filling materials to meet the needs of project implementation. Effectively implement central mechanisms and policies; research and promulgate a number of preferential policies to support the socio-economic development of the province: Timely and proactively coordinate with central ministries and branches to propose competent authorities to promulgate specific mechanisms and policies to implement the Ninh Thuan Nuclear Power Plant project and support mechanisms and policies for the province in terms of budget finance, investment, social security, and resource mobilization for socio-economic development of the province. Review and promulgate provincial mechanisms and policies within its authority to support localities in the project area to develop socio-economy, stabilize production and people's lives; ensure that people in the project area enjoy the highest policies of the State to stabilize their lives, production and business.
Mobilize and effectively use investment resources to complete the inter-regional infrastructure system, meeting the needs of project implementation:
Focus on mobilizing, managing, integrating, and effectively using central and provincial support capital sources and other support sources to concentrate resources on development investment, especially investment in completing connecting infrastructure and inter-regional infrastructure; develop a medium-term public investment plan for the period 2026-2030 to ensure consistency, focus, key points, and efficiency; Prioritize the allocation of resources for project implementation, such as: Compensation, site clearance, resettlement, sedentarization and social security, infrastructure connection to serve the DHN project (upgrading and expanding the coastal road from Ca Na general port to DHN 1 factory in Phuoc Dinh commune, Thuan Nam district; upgrading and expanding the coastal road from National Highway 1 to DHN 2 factory in Vinh Hai commune, Ninh Hai district; investing in the road connecting the northern belt road of the province with the coastal road in My Hoa village, Vinh Hai commune; the dynamic road connecting the North-South expressway - Thanh Son airport - Phan Rang - Thap Cham city center - coastal road to Ninh Chu National Tourist Area; inter-regional traffic infrastructure project connecting from Ca Na seaport, North-South expressway to the provinces in the Southern Central Highlands region;...). Calling for investment in Thanh Son airport project to become a dual-use airport under the PPP model to serve the travel needs of experts and scientists during the construction and operation of the nuclear power plant project. At the same time, calling for investment in energy projects, seaport infrastructure, logistics centers, oil and gas depots, new urban areas, educational facilities, hospitals, health care centers, etc. to serve the project.
Synchronously develop the fields of education, health, culture; improve the quality of human resources; promote the development of science, technology, innovation, digital transformation to meet the needs during project implementation:
Continue to innovate and improve the quality of education and training, create breakthroughs in developing high-quality human resources; have a mechanism to attract talents; attract investment in developing training facilities, universities, colleges and vocational training centers, develop general professional training programs to meet the demand for highly qualified workers for the nuclear industry and supporting industries. Improve the quality of medical examination, care and protection of people's health; invest in and upgrade the system of medical facilities, facilities, equipment and improve the examination and treatment capacity of the Provincial General Hospital to serve workers, engineers and experts coming to work in the province. Develop a plan to adapt to population growth in the first years of plant operation, mainly workers, engineers and experts in the energy sector. Pay attention to investing in developing cultural institutions to meet the living and entertainment needs of people and workers, engineers and experts coming to work in the province. Strongly develop science, technology, innovation and digital transformation to create breakthroughs in improving productivity, quality, efficiency and competitiveness of the economy. Effectively implement the Project to develop Ninh Thuan into the country's energy and renewable energy center; complete projects on industrial centers, inter-regional renewable energy services, centers for innovation and application of clean energy science and technology, green industrial centers - NetZero, national data centers located in the province.
Ensuring security, order and social safety:
Promote the combined strength of the entire political system and the entire population in ensuring security and order with a proactive and resolute spirit from early on and from afar. Maintain stability in political security, order and social safety, especially during the process of project implementation. Synchronously deploy measures to ensure political security, order and social safety; closely combine economic development and national defense and security with building a solid defense zone, creating a peaceful, stable, secure and safe environment to effectively serve the project implementation. Increase investment in modern facilities and equipment to serve the work of ensuring security and order. Assign police forces to deploy plans and measures to ensure security and order in the areas of the nuclear power plant project.
