Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 124/CD-TTg dated November 30, 2024 on strengthening the urging of state budget collection for land-related revenues in the last month of 2024.
Budget revenue is estimated to reach 85% of the estimate. Budget revenue achieved positive results in the context of an unpredictable world economy. |
Telegram to Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities.
The telegram stated: From the beginning of 2024, the macro-economic situation continued to be stable, growth was promoted, major balances of the economy were ensured, the state budget revenue in the first 11 months of the year completed 106.3% of the estimate under the condition that many policies on exemption, reduction, and extension of taxes, fees, and land rents were implemented; 16/19 tax revenues and 40/63 localities collected domestic revenue reached and exceeded the schedule, ensuring resources to carry out macroeconomic development tasks according to the estimate decided by the National Assembly.
Besides positive results, the budget collection situation still faces many difficulties and challenges, affecting the overall collection results of the whole sector, especially land use fee collection, an important resource for development investment expenditure. Collection progress is still slow, reaching only 82.8% of the estimate by the end of November.
To contribute to completing the task of collecting the state budget at the highest level, creating momentum to well implement socio-economic development tasks in 2025 and the period 2026 - 2030... The Prime Minister requested:
The Ministry of Finance shall preside over and coordinate with relevant agencies to: a) Direct the tax authorities to strengthen tax management solutions, strictly control tax calculation, tax declaration, tax payment, collect correctly and fully all arising revenues according to tax law provisions, and prevent revenue loss to the State budget.
b) Review and urge timely payment to the State budget for tax and land rent amounts that have been extended according to Decree 64/2024/ND-CP dated June 17, 2024 on extension of the deadline for payment of value added tax, corporate income tax, personal income tax and land rent in 2024, Decree 65/2024/ND-CP dated June 17, 2024 on extension of the deadline for payment of special consumption tax on domestically produced or assembled automobiles when the extension period expires. c) Continue to strictly implement the direction on strengthening financial discipline and order in State budget management, step up inspection, examination, combating revenue loss, and resolutely collecting tax debts.
d) Direct the Tax Authority to urgently coordinate with local agencies and departments to advise the Provincial and Municipal People's Committees to promptly handle and remove difficulties and obstacles in procedures and prices for real estate projects, speed up the disbursement of public investment capital, organize auctions, land allocation, land lease, urge timely collection into the State budget of revenues arising according to the provisions of the law on budget collection; promote the work of preventing revenue loss from two-price real estate transfer activities to create a healthy real estate market; review all projects that are slow to implement, have outstanding land use fees, synthesize and report to the People's Committees at all levels to direct relevant agencies to focus on removing obstacles to have a basis to urge timely collection of tax debts and land use fees into the State budget. For cases of deliberate procrastination and non-implementation, advise the Provincial and Municipal People's Committees to recover the project in accordance with the provisions of law. d) Direct the Tax Collection Agency and the State Treasury to arrange a department to operate the information technology system 24/7 in the last month of 2024 to support taxpayers in timely fulfilling their obligations to the State budget.
The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant agencies to: a) Continue to organize training, propaganda, dissemination and guidance for localities on the provisions of the Land Law; closely monitor the organization and implementation of the Land Law nationwide; summarize difficulties and obstacles for handling and resolving according to authority and report on contents beyond authority. b) Urge localities to promptly complete the promulgation of documents detailing the implementation of the Land Law according to assigned authority and develop and promulgate new land price lists to facilitate the timely and effective implementation of land auctions and land allocation, avoiding loss of state budget. c) Strengthen inspection, examination and handling of violations against state management agencies and land users in localities.
The Ministry of Construction shall preside over and coordinate with relevant agencies to: a) Continue to promote the effectiveness of the Prime Minister's Working Group established under Decision No. 1435/QD-TTg dated November 17, 2022 of the Prime Minister. b) Review, urge, and guide the removal of difficulties and obstacles in the implementation of real estate projects for localities and enterprises, especially difficulties and obstacles in legal matters, planning, projects with good liquidity, commercial housing projects, social housing, new urban areas... thereby creating and promoting the development of the real estate market, attracting many large investment projects, creating sources of increased revenue for the State budget....
The Ministry of Planning and Investment shall preside over and coordinate with relevant agencies to: Continue to remove institutional difficulties and obstacles, promptly guide and urge the handling of arising issues, accelerate the construction progress and completion of important transport infrastructure projects, key national projects, inter-regional connectivity projects, put them into operation and use on schedule, create effects and increase the value of auctioned land plots in localities, and exploit and increase revenue from land resources.
The Prime Minister also requested the State Bank of Vietnam to preside over and coordinate with relevant agencies: a) Effectively implement Official Dispatch No. 122/CD-TTg dated November 27, 2024 on strengthening credit management solutions in 2024; b) Direct commercial banks to continue reviewing and cutting inappropriate administrative procedures, creating more favorable conditions for businesses operating in the real estate business sector and home buyers to access credit sources, promoting sustainable development of the real estate market, creating sources of increased revenue for the State budget....
