NDO - On the morning of October 29, local time, in the capital city of Abu Dhabi, during his official visit to the UAE, Prime Minister Pham Minh Chinh delivered an important policy speech at the Anwar Gargash Diplomatic Academy with the theme "Vietnam - UAE Comprehensive Partnership: A Shared Vision for Peace, Development and Prosperity".
The Anwar Gargash Diplomatic Academy was established in 2014. Despite its relatively young history, the Academy has made significant contributions to shaping the UAE's diplomatic vision, especially its diplomacy of reconciliation and the spirit of international solidarity and mutual assistance.
In the presence of 200 students, professors, UAE government officials and representatives of the diplomatic corps in the capital Abu Dhabi, the Prime Minister took the time to share about three main contents: The current world and regional situation; Vietnam's fundamental factors, development perspectives, achievements and development orientations; Vision for the Vietnam - UAE Comprehensive Partnership and Vietnam - Middle East relations in the coming time.
Profound changes of the times
Sharing about the current world and regional situation, the Prime Minister said that the world situation and the two regions of the Gulf and ASEAN are undergoing profound changes of the times. In general, the world situation is generally peaceful, but there are wars in some areas; generally peaceful, but there are tensions in some areas; generally stable, but there are conflicts in some areas….
The good news is that peace, cooperation and development remain the major trends and the burning aspirations of all peoples in the world. However, the instability, uncertainty and insecurity of the global security environment are increasing; multilateralism and international law are at times and in places seriously challenged; strategic competition among major countries is increasingly fierce.
The Head of Government stated that the world's future is being strongly influenced by three key factors and is being shaped and led by three pioneering fields.

The three main factors are: The explosive development of science and technology, innovation, especially digitalization and artificial intelligence (AI); the negative impact of non-traditional security challenges such as climate change, population aging, natural disasters, resource depletion; separation, demarcation, and polarization under the impact of geo-strategic and geo-economic competition globally.
The three areas shaping, leading and pioneering are: Developing the digital economy, green economy, circular economy, knowledge economy, night-time economy; innovation, startups and the fourth industrial revolution; developing high-quality human resources and artificial intelligence (AI).
The Prime Minister emphasized that the above issues are of special importance, with profound and comprehensive impacts and influences on all people in the world. Therefore, it is necessary to have a national, comprehensive and global mindset, methodology and approach to solve these issues.

That requires all countries to persevere in dialogue and cooperation in the spirit of solidarity, unity in diversity, upholding multilateralism and international law; making efforts to find effective solutions that are comprehensive, systematic, inclusive, people-centered, leaving no one behind, opening up new development spaces, maintaining a peaceful, cooperative and development environment in the region and the world. According to the Prime Minister, in that general trend, joining hands and contributing to shaping such an international order is both the benefit and responsibility of countries, including Vietnam and the UAE.
Vietnam enters a new era - the era of growth
Sharing with delegates about the fundamental factors, development perspectives, achievements and development orientations of Vietnam, the Prime Minister said that, on the basis of Marxism-Leninism, Ho Chi Minh Thought, the nation's thousands of years of cultural and historical traditions, creatively applying them to the country's conditions and circumstances and current world trends and situations, Vietnam consistently focuses on building three main fundamental factors: Building socialist democracy; building a socialist rule-of-law state; building a socialist-oriented market economy.
Vietnam has a consistent viewpoint throughout: Maintaining political and social stability; taking people as the center, the subject, the goal, the driving force and the most important resource of development; not sacrificing progress, social justice, social security and the environment to pursue mere economic growth.

On that basis, Vietnam implements 6 key policies on foreign affairs, integration; ensuring national defense and security; economic development; cultural development; ensuring progress, social justice, social security; building the Party, political system, promoting the fight against corruption, negativity, and waste. At the same time, promoting 3 strategic breakthroughs in institutions, infrastructure and human resources with the view that resources originate from thinking, motivation originates from innovation, and strength originates from the people.
The Prime Minister stated that from a poor, backward country devastated by war, Vietnam has become a middle-income developing country; per capita income reached about 4,300 USD; belonging to the group of 34 largest economies in the world and the top 20 economies in terms of trade, having signed 17 free trade agreements (CEPA Agreement with UAE is the 17th Agreement); ranked 11/133 in terms of innovation index.

In the context of many difficulties and instability in the world economy, the growth of many economies and global investment decline, Vietnam's economic growth and investment still recover positively (GDP in 2024 is estimated to increase by about 7%; attracting foreign investment of about 39-40 billion USD). Budget deficit, public debt, government debt, and foreign debt are well controlled. Social security and people's lives continue to improve. Politics and society are stable; national defense and security are consolidated and enhanced; foreign affairs and international integration are promoted, achieving many important results.
Vietnam has also taken the lead in successfully implementing many Sustainable Development Goals (SDGs), especially in poverty reduction, health care, and education. With its new position and strength, Vietnam is increasingly proactive in contributing to common global concerns.
Regarding the orientation, tasks and key solutions for the coming time, the Prime Minister said that General Secretary To Lam clearly stated the message of bringing the country into a new era - the era of national development. Vietnam takes a rich people, a strong country, democracy, equality and civilization as its general goal and driving force. Determining the strategic goal by 2030, becoming a developing country with modern industry and high average income; by 2045, becoming a developed country with high income.

Based on the analysis, assessment and forecast of the world and domestic situation in the coming time, Vietnam continues to clearly identify difficulties and challenges more than opportunities and advantages and needs to closely follow reality, have timely, flexible and effective policy responses. In particular, focusing on effectively implementing 6 groups of key tasks and solutions: Prioritizing promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; renewing traditional growth drivers (investment, consumption, export), while strongly promoting new growth drivers (such as science and technology, innovation, digital transformation, green transformation, circular economy, sharing economy, artificial intelligence, semiconductor chips, etc.); promoting industrialization and modernization, creating substantial changes in strategic breakthroughs, restructuring the economy; Mobilize and effectively use all resources, harmoniously combine internal and external resources; focus on ensuring social security, protecting the environment, responding to climate change; consolidate and enhance national defense and security, promote foreign affairs and international integration, create a peaceful and stable environment and favorable conditions for national development.
6 major priorities in Vietnam - UAE relations
The Prime Minister said that the UAE is the first stop on his visit to the Middle East region this time - the first official visit by a Vietnamese Prime Minister to the region in 15 years. The fact that the two countries have upgraded their bilateral relations to Comprehensive Partnership and signed the Comprehensive Economic Partnership Agreement (CEPA) is a strong affirmation that, in the new era - the era of the Vietnamese people's rise, the Middle East region and the UAE hold a very important position in Vietnam's foreign policy. Prime Minister Pham Minh Chinh said that during this visit, he felt more deeply the words of UAE President Sheikh Mohamed bin Zayed Al Nahyan: "The UAE is a land of tolerance, coexistence and openness to others".
According to the Prime Minister, Vietnam's development path has many similarities with the UAE. Leaders of the two countries have in common the high importance of time, intelligence, and friendly and equal cooperation, contributing to peace, cooperation and development in the region and the world; and the common aspiration to develop a prosperous and happy country.
The Prime Minister expressed his admiration and impression of the remarkable development of Abu Dhabi city, worthy of the name "miracle in the desert", the works showing unique, breakthrough, superior thinking, bringing resources and great added value to the UAE such as the Museum of the Future, Palm Island...
Assessing that “UAE is a country that has turned the impossible into possible”, the Prime Minister warmly congratulated the success of the UAE Government and People in turning the country into a leading economic, financial and technological center in the region.
Looking to the future, with the desire to constantly strive, the UAE is striving to realize “UAE Vision 2031” and “UAE Vision 2071”. Vietnam is striving to realize two 100-year goals: by 2030 (100 years since the founding of the Party), to become a developing country with modern industry and high average income; by 2045 (100 years since the founding of the country), to become a developed country with high income.
The Prime Minister said that the two nations need to accompany, inspire, and stand side by side on the journey to realize their vision and aspirations for development, towards a prosperous and happy future.
According to the Prime Minister, upgrading the Vietnam-UAE relationship to a “Comprehensive Partnership” opens up many great prospects for cooperation between the two countries in all fields. This is the result of the good friendship and cooperation that generations of leaders and people of the two countries have worked hard to cultivate over the past three decades, in the spirit of goodwill, equality, mutual respect, sincerity and trust.
With common values and similarities, with the Comprehensive Partnership, the two countries will continue to strongly promote comprehensive cooperation in all fields, contributing to promoting multilateral cooperation and international solidarity, building and shaping mechanisms, policies, rules, and laws, and contributing responsibly to common regional and global concerns.
To realize the newly established Comprehensive Partnership, the Prime Minister proposed that Vietnam and the UAE strengthen cooperation in six major priorities.
Accordingly, continue to maintain, consolidate and cultivate political trust, especially high-level delegation exchanges, strongly promote the cooperative, friendly and solidarity relationship between the State, Government and People of the two countries.
Along with that, making economic, trade and investment cooperation an important pillar of bilateral relations; effectively implementing the recently signed CEPA Agreement; encouraging UAE investment funds and enterprises to invest in large, breakthrough projects; strengthening cooperation in developing the Halal industry in Vietnam; agricultural cooperation is an area with great potential for cooperation between the two countries.
Strengthen cooperation in science and technology, innovation, digital transformation, green transformation; further strengthen cooperation in education - training, people-to-people exchange, tourism and cultural cooperation between the two countries.
Promote multilateral cooperation, uphold international law, persistently promote dialogue, build trust, enhance solidarity and understanding among nations. Make more active and proactive contributions with the international community to solve global challenges.
Concluding his speech, the Prime Minister emphasized that the Middle East region in general and the Gulf region, including the UAE, are lands of great potential. Although geographically distant, regional countries, especially the Gulf Cooperation Council (GCC), are increasingly closer to ASEAN in terms of vision and development orientation.
“Your development achievements and spectacular successes in transforming the growth model are examples for ASEAN in general and Vietnam in particular to refer to and learn from. Promoting the cooperation prospects of the new Comprehensive Partnership framework, the values that our two peoples cherish, and with common vision, determination and efforts, we hope and believe that Vietnam and the UAE will together write a new, more brilliant chapter in the bilateral relationship, for the practical interests of the people of both countries, for peace, stability, cooperation and development in our two regions and in the world,” the Prime Minister said.
Prime Minister Pham Minh Chinh's sincere, frank and trustworthy speech and sharing received enthusiastic response from the audience.
This was the final activity of Prime Minister Pham Minh Chinh and the Vietnamese delegation during the official visit to the UAE, concluding the first very successful leg of the visit to three Middle Eastern countries. After this activity, the Prime Minister and the Vietnamese delegation left Abu Dhabi for an official visit to Saudi Arabia.
