On February 8, regarding the passenger bus accident in Xuan Thinh commune, Song Cau town (Phu Yen province) that killed 3 people and injured 7 others, the authorities determined that the driver Pham Quoc Huy (40 years old, residing in Gia Lai province) had no alcohol concentration and tested negative for drugs. However, the authorities determined that this person only had a Class C driver's license.

Speaking to a reporter from Nguoi Lao Dong Newspaper, Lieutenant Colonel Vo Hung Tuong, Head of the Traffic Police Department of Phu Yen Province Police, said that a Class C driver's license is not enough to drive a passenger bus like in this serious accident.
"This is not having a driver's license appropriate for the type of vehicle being driven, it can be considered as not having a driver's license" - Mr. Truong said. Meanwhile, to drive a 10-30 seat passenger car, the driver must have an old D license or a new D2 driver's license.
The passenger car in the accident was driven by Mr. Huy. This vehicle was rented by CTTC NHSG Thuong Tin Company Limited (District 3, Ho Chi Minh City) to Tan Kim Chi Company Limited (Lien Chieu District, Da Nang City) for a period from January 2025 to July 2025; the inspection period is until December 25, 2025.
Previously, at 1:00 a.m. on February 8, driver Pham Quoc Huy was driving a passenger bus carrying 24 people on National Highway 1 in the North-South direction. When reaching Hoa Hiep village (Xuan Thinh commune, Song Cau town), the vehicle suddenly crashed into the median strip.
The accident killed three people and injured seven.
The accident left three people dead on the spot, including: Ms. Do Thi Kim Chi (33 years old, residing in Lam Ha district, Lam Dong province), Mr. Tran Cong Anh (23 years old, residing in Thanh Khe district, Da Nang city) and Ms. Tran Thi Song Thuong (residing in Phuoc Son district, Quang Nam province).
The seven injured passengers include: Luong Thi Diem Trinh (23 years old, residing in Ninh Hoa district, Khanh Hoa), Nguyen Ngoc Lanh (22 years old), Nguyen Thi Thanh Lan (39 years old), Nguyen Thanh Bao Ngan (17 years old), Nguyen Huu Trung (25 years old, all residing in Da Nang city), Do Thanh Long (20 years old, residing in Duy Xuyen district, Quang Nam) and Huynh Thi Chinh (28 years old, residing in Can Tho city).
The Prime Minister's Official Dispatch No. 12/CD-TTg assigned the Minister of Public Security to direct the Phu Yen Provincial Police and relevant units to urgently investigate, clarify the cause of the accident and strictly handle in accordance with the law the organizations and individuals who violated the regulations, causing the above-mentioned particularly serious traffic accident.
Note, strictly handle the driver, vehicle owner or garage and related individuals in case of violation of regulations on working hours, conditions and health of drivers in the above accident.
