The Party's "eyes and ears" at the grassroots level: Part 2

Closer to the people

More than 2 years ago, Mr. Ngo Xuan Khiem, Deputy Head of the Standing Committee of the District Party Committee's Organization Board, was assigned by the Thanh Mien District Party Committee to hold the position of Secretary of the Le Hong Commune Party Committee. A "newbie" like him when he first arrived at the grassroots level could not avoid confusion. At this time, Le Hong Commune was focusing on renovating many rural roads, clearing land to implement the project to renovate and upgrade District Road 195.

Many difficulties arose when carrying out the above tasks. Some households did not agree, causing difficulties for project implementation. Leadership and direction in resolving arising problems were sometimes inappropriate. Fortunately, Mr. Khiem always received enthusiastic support from grassroots cadres, especially the people's inspection force.

In addition to giving opinions at meetings, meeting voters and having dialogues with the people, members of the People's Inspectorate have met directly with him many times to exchange information, provide information at the grassroots level, give advice and propose solutions to help him perform his duties better. From those frank and sincere suggestions, Mr. Khiem has changed his leadership mindset, identifying that there are places where he must be really decisive, but there are places where he needs to be gentle and tactful. "Hearing their suggestions, I increased my visits to the grassroots level, met with people more often to listen and explain to them the long-term purpose of implementing the projects. Many households listened and joined hands and unanimously with the locality to implement them. To me, those people are like relatives, always giving sincere suggestions so that I can self-reflect and self-correct," Mr. Khiem shared.

Mr. Le Cong Trung, Party Secretary, Chairman of the People's Council of Tu Minh Ward (Hai Duong City) also highly appreciated the role and importance of the People's Inspection Board and Community Investment Supervision Board. He informed: "Recently, the ward has carried out many major and breakthrough tasks and achieved clear results and changes, especially in site clearance for projects, expansion and upgrading of Vu Cong Dan Street, handling of illegal constructions on public land, urban order... These results have significant contributions from members of the People's Inspection Board and Community Investment Supervision Board".

For Mr. Trung personally, being regularly consulted and given advice by the above forces helps him to lead and direct his work more effectively. He spends a lot of time going to the grassroots to grasp the situation, listen to public opinion, and work to resolve the problems raised by the people. Although he has only been transferred to this ward for 8 months, Mr. Trung has led the way to basically resolve violations on public land, preventing new violations from arising. He also received praise for boldly transferring a number of officials working in the field of administrative procedure reform who are afraid of conflicts, avoid, shirk responsibility, and are slow in their work to other positions to replace them with dynamic, proactive people who can do many things at the same time, serving the people better...

Stronger, more determined

In fact, many violations have arisen in residential areas related to the environment, land encroachment... village officials know about them but are afraid to get involved, and lack determination in resolving them because they are entangled in neighborly and family relationships. However, thanks to the involvement of the People's Inspectorate, these violations have gradually been eliminated.

Mr. Ngo Ba Cuong, Chairman of the Fatherland Front Committee of Nam Chinh Commune (Nam Sach) said that at the beginning of this year, a household in Bich Dong village arbitrarily turned a rice field into a fish pond. The People's Inspectorate discovered the incident and requested the village officials to resolutely handle the situation, as it would easily lead to new violations. The village officials heard about it and were more determined in handling the situation, forcing the household to restore the land to its original state. A few years ago, also in this village, a household raising pigs and chickens in large numbers caused environmental pollution, causing public outcry. After the People's Inspectorate made the request, the village officials intervened and resolved the issue with many solutions, forcing the household to build more biogas tanks...

Last year, also in Nam Chinh commune, a household in Hoang Xa village arbitrarily filled a collective pond to encroach on public land, but was discovered by the People's Inspectorate, who recommended the village cadres to successfully resolve the issue. "The role and responsibility of the People's Inspectorate force has been highly promoted, helping leaders of Party committees and local authorities to be stronger and more determined in resolving violations that arise, contributing to stabilizing security and order, and public opinion right from the grassroots level," said Mr. Cuong.

Some leaders of the Party Committee and People's Committee of the commune said that thanks to the sincere and open comments of the people's inspection force, they have seen and overcome many limitations of individuals as well as in management and operation such as: hot-temperedness in solving work, sometimes not strict management of local civil servants, allowing some people to cause trouble and harass the people...

Coming from the people and living with the people, the people's inspection force at the grassroots level also promptly detects party members who do not live up to the exemplary standard and violate things party members are not allowed to do, so that they can "tell" the head of the local Party Committee to correct them.
