On September 6, the National Assembly's Judiciary Committee held a plenary session to review reports on the Government's judicial work and crime prevention and control in 2023.

Presenting the report of the research team of the Judiciary Committee, the representative of the Judiciary Committee said that besides the achieved results, the situation of political ideology, ethics, lifestyle degradation, corruption, and negativity still occurs among a number of cadres and party members, including leaders and managers.

During the reporting period (from October 2022 to July 2023), the number of detected corruption and position-related crimes increased by 71.46% in the number of cases, increased by 116.17% in the number of subjects, and in particular, the number of detected bribery cases increased by 312.5%. These figures show that the fight against corruption is increasingly fierce, demonstrating the high determination of the Party and State that "there are no forbidden areas, no exceptions", so the number of detections and handling is increasing. However, this also shows that state management in some areas is still limited, leading to many corruption cases such as bidding, public procurement, land management, finance, banking, health, education, etc.

The research team analyzed that most of the violations in the cases were related to people with authority in state management agencies, through taking full advantage of the "loopholes" of the law to commit violations and profiteering. Therefore, the issue is to further improve the control of the power of leaders and people with authority; control the activities of state management agencies to ensure objectivity, transparency and compliance with the law.

According to the research team, as of April 2023, competent authorities had verified the assets and incomes of 13,093 people but only discovered and disciplined 54 cases due to dishonest declarations. However, through the supervision of the Judiciary Committee, voters and public opinion, it was shown that violations of asset and income declarations were still widespread.

Giving his opinion on the discussion, National Assembly delegate Vu Trong Kim (Nam Dinh delegation), member of the Judicial Committee, said that in reality, there are many pressing issues that need to be addressed, such as thank-you gifts. "What kind of thank-you gifts are there, suggesting 2-3 times to get back millions of dollars...", Mr. Kim said, at the same time evaluating the two cases of Viet A test kits and "rescue flights" as "too terrible".

Mr. Kim also mentioned the number of bribery cases discovered increased by 312.5% ​​and said that it was "so painful", "Is this a forbidden area that was not touched before, but now it is exposed so much?", and measures need to be taken to prevent it.

Meanwhile, National Assembly delegate Duong Khac Mai (Dak Nong delegation), member of the Judicial Committee, raised the issue of why in recent years the Party and State have been determined to prevent and combat corruption with the motto "no forbidden zones, no exceptions" but the number of cases has still increased. "Are we doing it strongly or are corrupt criminals not afraid or indifferent to the law; or are our sanctions not strong enough? If that is true, we must study and amend the law and regulations on penalties for this type of crime," said Mr. Mai.
