Livelihood diversification
The road from Pac Miau town, Bao Lam district to the center of Quang Lam commune, about 15km long, has been paved and is quite flat. Not far from the center of Quang Lam commune, there is still about 1km of new road, just a strip of stone, not yet paved with concrete, so it is quite bumpy. On both sides of the road are rice fields being plowed by people in preparation for the new crop. Talking to us, Nong Van Chuong, Head of the Ethnic Affairs Department of Bao Lam district, former Secretary of Quang Lam commune, was excited that compared to a few years ago, the road to the commune has been invested in and is much more beautiful.
Quang Lam is a difficult commune of Bao Lam district with terrain mainly high hills and steep slopes, so agricultural land is very limited. The commune has 10 hamlets, including 4 highland hamlets, 1,175 households, including 6 ethnic groups: Kinh, Tay, Nung, Dao, Mong, San Chi living together. Due to uneven educational level, slow economic development, scattered population, the poverty rate is still high.
Implementing the National Target Program 1719, Quang Lam has focused on supporting production development and diversifying livelihoods for the people. Now, this land has changed a lot with a new look and new vitality. There have been economic development models that have brought practical results, helping to create stable livelihoods for the people.
Chairman of Quang Lam Commune People's Committee, Nguyen Duc Nhan said: To implement the projects, the commune will promote the program of developing crops and livestock with high economic value; deploy models, train and transfer techniques; support crop and livestock varieties... Prioritize investment in areas of production development, increasing income for people.
In 2023, implementing the Project to support the development of value chain-linked production, Quang Lam commune has reviewed and collected people's opinions on the needs to build a plan to link the jackfruit value chain between businesses and people. At the end of 2023, the distribution of seedlings was handed over to the people. Currently, the jackfruit trees are growing and developing well.
In 2023, Mr. Duong Van Vien's family in Tong Ngoang hamlet, Quang Lam commune was supported with 80 Thai jackfruit trees to develop production according to the value chain. Mr. Duong Van Vien excitedly said: His family was supported with 80 Thai jackfruit trees under the linkage project, supporting the development of production according to the value chain, with the enterprise committing to purchase the output for the product. The plants are currently growing and developing well. Our family is very excited, hoping that after 3 years the jackfruit trees will be harvested, increasing the family's income.
Along with the jackfruit growing project, thanks to the dissemination of techniques for taking care of plants and livestock, Mr. Duong Van Vien's family also increased production from raising chickens and ducks, growing plums and raising bees to increase family income.
Implementing the Project to support the development of production according to the value chain, precious medicinal herb growing areas, promoting business start-ups, startups and attracting investment in ethnic minority and mountainous areas, Bao Lam district has implemented 118 community support projects in 13/13 communes and towns of the district. Supporting breeding cows, cinnamon, star anise, jackfruit, breeding sows... for 3,117 households, including 1,905 poor households and 1,212 near-poor households.
Focus on infrastructure investment
Bao Lam is a disadvantaged locality of the province with 99% of the population being ethnic minorities, poor households accounting for 49.08%. In recent years, local authorities and Party committees have synchronously implemented national target programs, especially the National Target Program 1719.
To invest in infrastructure, Bao Lam district has arranged to combine capital from programs and projects to invest in building rural infrastructure. Up to now, 100% of communes have car roads to the commune center; 125 hamlets have car roads, reaching 82%; 100% of communes have national grid electricity. The whole district has 9 schools meeting national standards level I, 7 communes meeting national standards on health, 147/153 hamlets have cultural houses, 102 hamlets are equipped with radio broadcasting equipment...
Mr. Duong Van Vinh, Na Sai hamlet, Yen Tho commune excitedly said: Before, the road to the hamlet was just a dirt road, difficult to travel, and impassable when it rained. Now the road to the hamlet has been invested in concrete, making it very convenient for people to travel.
In 2023, implementing the National Target Program 1719, the total capital allocated to Bao Lam is over 78,313 million VND, by the end of December 2023, the disbursement reached over 67,807 million VND, reaching 86.5% of the plan.
Thanks to the synchronous implementation of solutions to implement projects, people have quickly benefited from policies. As a result, the rural appearance of the district has improved a lot. The poverty rate of the whole district in 2023 decreased from 49.08% to 42.74%, down 6.34%, reaching 103.08% compared to the plan assigned by the Provincial People's Committee and reaching 126.8% compared to the Resolution of the District People's Council.
Chairman of Bao Lam District People's Committee Ma Gia Hanh said: To implement the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, Bao Lam District People's Committee has closely followed the Central and Provincial directives and guidelines on the implementation of the Program. The district has resolutely implemented projects in communes and towns that are implemented in accordance with the process, target the right subjects and are effective.
“The component projects of the Program have contributed to creating jobs, increasing income, and improving the lives of local workers. Especially thanks to the investment in essential infrastructure systems, creating favorable conditions for people to access basic social services, promoting the socio-economic development of the district, thereby contributing to reducing the poverty rate in ethnic minority areas,” said Mr. Ma Gia Hanh, Chairman of the People's Committee of Bao Lam district.
