Imbued with the teachings of President Ho Chi Minh "Emulation is patriotism, patriotism requires emulation", in recent years, the Party Committee and the Provincial Military Command have regularly led, directed, and effectively implemented the emulation movement "Determined to Win", creating an important driving force to encourage officers and soldiers to enthusiastically compete, train, and excellently complete all assigned tasks . Thereby, contributing to building the Quang Ninh Military Forces increasingly strong and comprehensive , enhancing the tradition of "Solidarity - Creativity - Indomitable - Loyal - Victory" of the Provincial Military Forces.
The "Victory Stars"
With the characteristics of a unit in the coal industry, Cao Son Coal Joint Stock Company encountered many difficulties in carrying out local defense and military work . The unit's self-defense force was scattered in many departments, and the annual production and business targets were high... In the face of that situation, the Party Committee and the Military Command of Cao Son Coal Joint Stock Company led and directed the effective implementation of the "Determined to Win" emulation movement, striving to overcome all difficulties, creating breakthroughs in the implementation of training tasks, competitions, and sports events, as well as the excellent completion of the unit's production and business tasks. The company's Military Command is one of the typical units that was commended and rewarded at the "Determined to Win" emulation congress for the period 2019-2024.
Mr. Nguyen Ngoc Dung, Deputy Director, Deputy Commander of the Military Command of Cao Son Coal Joint Stock Company, said: The emulation movement "Determined to Win" has always been paid attention to by the Party Committee and the Military Command of the company, leading, directing, guiding, inspecting, organizing and implementing closely, synchronously, promptly, closely following the political tasks. In particular, focusing on implementing the emulation movement associated with the Party's campaigns, the local patriotic emulation movement and the "Good production, high combat readiness" movement in the militia and self-defense force. From there, creating a spreading effect, arousing the determination, creativity and motivation to compete for officers and soldiers in the unit. For many consecutive years, the Military Command of the company has been commended and awarded certificates of merit by the Provincial People's Committee and the Provincial Military Command. In 2024, the company's Military Command won the first prize for the men's shooting team at the 2024 Quang Ninh Provincial People's Armed Forces Militia and Self-Defense Shooting Competition. The unit ranked 10th out of 20 self-defense units in the 2024 Quang Ninh Provincial People's Armed Forces National Defense Sports Competition.
Over the years, Cam Pha Port and Logistics Company - Vinacomin has also been one of the units that has always led the emulation movement to win the 8th Self-Defense Company Block under the Provincial Military Command with many outstanding achievements.
Mr. Nguyen Xuan Uyen, Deputy Director, Commander of the Company's Military Command, said: The "Determined to Win" emulation movement is an important driving force contributing to the completion of local military and defense tasks, as well as in the implementation of the unit's production and business tasks. Realizing that, the Party Committee and the unit's commanders have focused on innovating the content, form, and methods of propaganda and education, raising awareness of the important role of the movement such as organizing political activities, "Self-reflection, self-correction" activities... From there, creating motivation for each officer and soldier to strive to compete to complete the assigned tasks well.
Along with that, we focus on innovation and improving the quality of self-defense training, national defense and security education, military mobilization and recruitment, and implementing military rear policies. The results of the annual examinations of the unit's self-defense forces are over 75% good and excellent, ensuring absolute safety for people and equipment. The unit also closely coordinates with the local armed forces to participate in maintaining security and order, protecting property safety, contributing to creating a favorable environment for sustainable production and business development.
The emulation movement to win has also spread to every officer and soldier in the provincial military. Professional Lieutenant Colonel Tran Tuan Nghia, an employee of the Political Department, Cam Pha City Military Command, is one of the typical examples. Lieutenant Colonel Nghia is always struggling to find solutions to effectively carry out the task of protecting the Party's ideological foundation in cyberspace. With knowledge of information technology and responsibility in the task, Lieutenant Colonel Nghia has advised the unit commander to establish and maintain the operation of many effective pages and groups on social networks, typically the fanpage "The Road We Go" with more than 122,000 participants, one of the 10 typical pages of the entire army. Not only that, he also excellently fulfilled his role as administrator and moderator on the Military Region's group pages such as "Land and People of Military Region 3", "Red River Civilization"... He is truly the one who "ignites the fire", "source of energy" for each officer and soldier to actively participate in the struggle on the ideological front, contributing to firmly protecting national sovereignty in cyberspace.
Lieutenant Colonel Tran Tuan Nghia said: Force 47 is the core force of the army and the provincial armed forces in the fight in cyberspace. Along with my professional duties, I was assigned by my superiors to be in charge of Force 47 of the unit. I always try to allocate time, take advantage of my days off and breaks to stay online, "fight", and be an administrator of some pages and groups of the military region and the provincial Military Command, censor and post positive news and comments; always cultivate qualities, ethics, practice political mettle, equip myself with sharp theoretical knowledge to create good "resistance" to fight against erroneous and hostile views in cyberspace.
Over the past 5 years, in the implementation of the "Determined to Win" emulation movement , 538 collectives and 1,898 individuals have been commended at all levels. With the achievements, in 2019, 2020, 2023, the Provincial Military was awarded the excellent emulation flag by the Government, in 2022, 2023, the Provincial People's Committee awarded the flag of the leading unit in the emulation movement of the Provincial Internal Affairs Bloc...

Deeply aware of the position, role and great significance of the "Determined to Win" emulation movement, the Party Committee and the Provincial Military Command have paid attention to directing the effective implementation of this movement in conjunction with political tasks, creating a vibrant and widespread emulation atmosphere in the provincial armed forces. Through many creative and effective ways, agencies and units have focused on implementing the movement towards successfully implementing political tasks, new and difficult tasks. At the same time, this is considered an important driving force to promote collectives and individuals to strive to excellently complete assigned tasks. Thereby, contributing to maintaining political stability, creating a favorable environment for socio-economic development of the province.
Lieutenant Colonel Tran Anh Tuan, Political Commissar of the Uong Bi City Military Command, said: In order for the movement to spread more and more widely, every year, the Party Committee and the City Military Command proactively develop plans, contents, and specific emulation targets, linked to the characteristics of the situation and practical tasks of the unit and locality. The unit encourages collectives and individuals to promote the study and follow of Ho Chi Minh's ideology, morality, and style, the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers"; resolutely fighting against individualism in the new situation. The Determined to Win emulation movement is also widely deployed by the unit, linked to specialized emulation movements such as "Excellent training, strict discipline, high combat readiness", "Excellent training, strict discipline"; correctly and creatively applying "3 viewpoints, 8 principles, 6 combinations in training". Thereby, promptly bringing the results of training and combat readiness exercises to a new level, more practical and effective.
The movement has directly contributed to building agencies and units with strong political, ideological, and cadre organization; becoming a learning and training environment for each officer and soldier to strive to perfect the qualities of a revolutionary soldier, worthy of the title "Uncle Ho's Soldier" in the new era, demonstrated in specific action programs, regular and voluntary work in many units. Notably, the Uong Bi City Military Command with models: "Search and rescue center combined with increased production and concentration"; "Smoke-free unit of Regiment 244"; "Pink book, brown book" and the movement "One word of Uncle Ho's teaching every day" of agencies and units...
The movement is also an important driving force to promote the armed forces to excellently complete all assigned tasks; create important changes in force organization and building; combat readiness training, regularization, discipline enforcement and military administrative reform. The Provincial Military Command has advised on building potentials and defense positions, leading Military Region 3 in building defense works in provincial and district defense areas, meeting the requirements of the task of protecting the Fatherland in the new situation... The quality of training and exercises of the provincial armed forces has improved a step. The province has completed the 2021-2025 exercise project early at all levels; successfully organized civil defense exercises to respond to super typhoons and search and rescue (in 2021), and Provincial Defense Area exercises (in 2022) on a large scale, wide scope, with many forces and components participating; ensuring humanitarian assistance and medical relief exercises between the armies of Vietnam and China, which have been recognized and highly appreciated by all levels. In addition, hundreds of regional defense, combat, disaster prevention and search and rescue exercises at district and commune levels have been successfully organized.
Along with that, the provincial armed forces also carried out well the movements "Army joins hands to build new countryside"; "Army joins hands for the poor, leaving no one behind". Hundreds of works and products to create a new look for rural and urban areas have been built, continuing to shine the image and qualities of "Uncle Ho's soldiers" in the hearts of the people. Over the past 5 years, the provincial armed forces have participated in mobilizing and supporting the construction of 89 gratitude houses, comrade houses, and great solidarity houses with a budget of nearly 12.5 billion VND; mobilized over 1,500 working days to build projects to light up rural roads; over 200 tons of cement, renovating 70km of graded roads, over 60m of intra-field canals...
Colonel Khuc Thanh Du, Commander of the Provincial Military Command, emphasized: In order for the emulation movement to win in the provincial armed forces to become increasingly profound and truly become an endogenous strength contributing to the successful completion of all tasks, the Party Committee, the Provincial Military Command and Party committees and commanders at all levels continue to synchronously implement solutions. In particular, focusing on raising awareness and responsibility of officers and soldiers on emulation, rewards and the emulation movement; successfully implementing the three breakthroughs identified by Party congresses at all levels. Along with that, continuing to promote the core role, closely coordinating with all levels, sectors, forces and localities in building potential, forces and defense posture; regularly taking care of building clean and strong Party committees and organizations at all levels, associated with emulation to build comprehensively strong agencies and units "exemplary and typical". At the same time, focus on discovering new factors, promptly praising, rewarding, and replicating advanced examples, good models, and creative and effective ways of doing things in the provincial military.
It can be affirmed that the TĐQT movement has been and will continue to create motivation, change the awareness, ideology and actions of each officer and soldier of the provincial military. This is a great driving force contributing to improving the overall quality and combat strength of the provincial military, making an important contribution to the cause of socio-economic development and strengthening the national defense and security of the province.
