Soon turn Hong Linh Town into a socio-economic center

Standing Deputy Secretary of Ha Tinh Provincial Party Committee Tran The Dung suggested that Hong Linh Town (Ha Tinh) continue to mobilize resources to invest in infrastructure and urban embellishment, soon turning the town into the economic - social - urban center in the North of the province.

On the afternoon of June 9, the Executive Committee of the Hong Linh Town Party Committee held a mid-term review conference to evaluate the implementation of the Resolution of the 7th Town Party Congress, term 2020 - 2025.

Attending the conference were Standing Deputy Secretary of the Provincial Party Committee Tran The Dung, Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Dinh Hai, Head of the Provincial Party Committee's Mass Mobilization Committee Truong Thanh Huyen, Vice Chairman of the Provincial People's Council Tran Van Ky, Vice Chairman of the Provincial People's Committee Le Ngoc Chau and leaders of provincial departments and branches.

The Resolution of the 7th Hong Linh Town Party Congress, term 2020-2025, sets out 30 main targets, of which 25 targets have so far achieved progress and exceeded the set plan.

The work of building the Party and organizations in the political system has been given regular attention, the Party's leadership role has been promoted, and leadership methods have been innovated; the activities of authorities at all levels have been truly dynamic and creative; the Fatherland Front and socio-political organizations have taken drastic, substantive, and effective action; the ideological situation of cadres, party members, and people has been stable, with confidence in the leadership and direction of Party committees and authorities.

Regarding economic development, the average annual growth rate of production value (at comparable prices) of major economic sectors reached 12.2%; the structure of production value mainly shifted in the right direction (the proportion of industry - construction 52.0%, trade - services 44.2%, agriculture - forestry - fishery 3.8%), the average income per capita in 2023 is expected to reach 66 million VND/person/year.

Total budget revenue for the 2020-2023 period is expected to reach VND884.5 billion; an average annual increase of over 36.49%. Total social investment capital from the beginning of the term to date has reached over VND5,111 billion, an increase of VND111 billion compared to the planned target for the entire term; the proportion of investment capital from enterprises and people has increased rapidly, expected to account for over 75%.

The town has attracted 11 more investment projects in various fields with a total registered capital of over 1,354 billion VND; 110 new enterprises have been established. To date, 53/63 criteria have met the criteria for a type III urban area.

Chairman of Hong Linh Town People's Committee Nguyen Huy Hung presented the mid-term report of the Town Party Committee.

The cultural and social fields continue to develop quite comprehensively; the movement to build cultural villages and residential groups has been effectively implemented, creating positive changes in social life; the rate of civilized urban streets has reached 48% so far; the spiritual life, health and intellectual level of the people have been constantly improved; national defense and security have been maintained; social security has been ensured...

On the basis of clearly recognizing the shortcomings and limitations in the past half term, the Party Committee of Hong Linh Town determined: in the coming time, continue to strengthen political and ideological education; diversify propaganda work, pay attention to building and selecting a team of cadres with true determination and aspiration, to build Hong Linh Town to be increasingly rich, beautiful and civilized.

Strive to achieve an average growth rate of 14-15%/year; economic structure by 2025 will shift towards: Trade - services accounting for 44%; industry - construction accounting for over 54%; agriculture and fishery accounting for less than 2%.

Focus on completing the infrastructure of Cong Khanh I and II industrial clusters; establish 1 more industrial cluster and 1 industrial park; mobilize resources to invest in urban infrastructure, basically complete and improve the quality of type III urban criteria; approve the Civilized Urban Project for the wards: Dau Lieu, Duc Thuan, Trung Luong, strive to have 5 wards meeting civilized urban standards by the end of the term.

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Tran The Dung acknowledged and highly appreciated the results that Hong Linh Town has achieved, especially the urban development and beautification work which has seen many improvements. The Standing Deputy Secretary of the Provincial Party Committee suggested: The Party Committee of Hong Linh Town innovates its leadership and direction methods; continues to improve the effectiveness and quality of political activities on Party building and rectification; and deeply propagates the Party's viewpoints and theories to best protect the Party's ideological foundation.

Strengthen the Party's inspection and supervision work in accordance with Directive No. 23-CT/TU, dated September 16, 2022 of the Provincial Party Committee, strengthen the supervision of Party members at the same level, cadres under the management of the Party committee at the same level and lower-level Party organizations in implementing the Party's resolutions and directives and the State's policies and laws, and the responsibility of setting an example for leaders.

Strengthening administrative procedure reform, improving the investment and business environment; creating all favorable conditions for enterprises, implementing well investment and business support policies. Continuing to promote calling for and attracting investment projects in the area to build Hong Linh town into a light industrial center of the province; mobilizing resources to invest in urban infrastructure, urban embellishment, completing and improving the quality of type III urban criteria to build Hong Linh town into an economic - social - urban center in the North of Ha Tinh province.

Secretary of Hong Linh City Party Committee Le Thanh Dong accepted the opinions and assigned tasks to all levels and sectors to implement specific solutions from now until the end of the term to successfully complete the set goals and plans.
