The Chairman of the People's Committee of Ha Tinh province has just issued an official dispatch directing the prevention of rice blast disease in the 2025 spring rice crop.

According to the report of the Department of Agriculture and Environment, in the 2025 Spring crop, the whole province planted 59,167 hectares of rice, currently in the panicle formation stage, some areas were planted early in the panicle stage; the expected flowering time before April 24 is about 3,000 hectares, concentrated in some areas without proactive irrigation in communes such as: Dan Truong, Xuan Hoi, Xuan Giang (Nghi Xuan); Huong Giang, Huong Thuy, Phu Gia (Huong Khe); Mai Phu, Thach My, Thach Son (Thach Ha); flooded summer-autumn areas in communes outside De (Duc Tho), Kim Song Truong (Can Loc); the flowering area from April 25 to May 5 is about 56,167 hectares distributed throughout the province.

Localities need to assign staff to closely follow the fields, carry out investigation, detection, and forecasting work well to organize and implement timely and effective disease prevention solutions.

According to the forecast of Ha Tinh Hydrometeorological Station, the weather from now until early May 2025 is likely to be affected by 3 cold air waves (April 13-17; April 20-23; May 2-5). During the time of cold air impact, the weather will remain cloudy, rainy, foggy in the early morning and late afternoon, high humidity, average temperature of 21-24 ⁰ C, which is not favorable for the flowering process of rice, and at the same time, favorable conditions for pests to arise and cause damage to rice, especially neck blast disease.

In addition, the weather from March until now has been continuously affected by cold air waves causing rain and humidity, low light creating favorable conditions for the fungus causing rice blast to accumulate in the fields and Ha Tinh has been identified to have many strains of highly toxic rice blast fungus. Thus, with the above weather patterns, along with the available source of rice blast in the fields, these are favorable factors for the neck blast disease to arise, develop and risk causing damage to the productivity and output of spring rice.

To proactively prevent and control rice blast disease, protect production safety, considering the proposal of the Department of Agriculture and Rural Development, the Chairman of the Provincial People's Committee requested the Chairman of the District People's Committee to direct specialized units, People's Committees of communes, wards and towns to assign staff to closely follow the fields, carry out well the investigation, detection, prediction and forecasting work; check the growth situation, determine the flowering time of each rice crop, each field, each ecological zone, each variety, focusing on the areas planted with varieties susceptible to rice blast disease such as: P6, ADI168, Thai Xuyen 111, VNR20, HN6..., areas recently infected with rice blast disease, areas at risk of infection; organize and implement timely and effective disease prevention and control solutions; absolutely do not let the disease outbreak and cause widespread damage.

Direct local media agencies, especially the grassroots broadcasting system, to do a good job of propaganda, increase broadcasting time, and promptly provide information on weather developments, rice growth status, and disease prevention techniques to production households. Coordinate with local irrigation companies to regulate water reasonably to create favorable conditions for rice to flower and dry and promote the effectiveness of pesticides during the prevention process. Strengthen state management of pesticides; organize inspections and checks of pesticide trading at the grassroots level and strictly handle organizations and individuals who violate the law.

Fully and promptly report the production situation, infected rice area and disease prevention and control work in the area to the Provincial People's Committee (through the Department of Agriculture and Environment before 4:00 p.m. every day), absolutely do not let the situation of hiding the epidemic happen.

Any Chairman of the People's Committee of a district, city or town who is subjective or lacks determination in organizing and directing disease prevention and control, allowing the disease to spread and cause widespread harm, causing damage to production, must be responsible before the Chairman of the Provincial People's Committee.

The Director of the Department of Agriculture and Environment directs the Department of Crop Production and Livestock and related units to proactively grasp information and situations; effectively carry out the work of forecasting and forecasting, promptly informing about the development of the disease situation, the level of occurrence, and distribution area; direct, guide, and urge localities to organize timely and effective disease prevention and control. Strengthen the inspection and examination of compliance with the law on trading in plant protection drugs; strictly handle organizations and individuals who violate and publicly announce organizations and individuals who violate on mass media according to regulations. Report the production situation, disease developments and prevention results in districts, cities, and towns to the Provincial People's Committee for timely direction.

Directors of departments and heads of relevant sectors, according to their functions and tasks, proactively coordinate with the Department of Agriculture and Environment and People's Committees of districts, cities and towns to direct, guide, inspect and urge the implementation of solutions to prevent and control rice blast disease in a timely and effective manner.
