Department of Natural Resources and Environment of Dien Bien province celebrates 20th anniversary of its establishment

Comrade Vu A Bang, Vice Chairman of the Provincial People's Committee, awarded Certificates of Merit to the collective of cadres, civil servants and employees of the Department of Natural Resources and Environment for their outstanding achievements in the emulation movement on the occasion of the 20th anniversary of its establishment.

On October 1, 2003, the Department of Natural Resources and Environment was established under Decision No. 63/QD-UB of the People's Committee of Lai Chau province (old) with the core being the Department of Land Administration and merging departments performing the state management function of mineral resources (under the Department of Industry), water resources (under the Department of Agriculture and Rural Development), and environment (under the Department of Science and Technology). The initial staff was 78 people with 5 specialized departments and 2 public service units.

When it was first established, the facilities and working conditions were still lacking, failing to meet the requirements of the multi-sectoral and multi-disciplinary Department. Up to now, the organizational structure of the Department of Natural Resources and Environment of Dien Bien province has been consolidated according to Decision No. 3334/QD-UBND dated December 29, 2021 of the Provincial People's Committee with 6 specialized departments, 4 units under the Department with a total of 110 cadres, civil servants and public employees (reducing 3 affiliated units and 6 branches under public service units).

Over the past 20 years, state management in the fields of land, mapping and remote sensing, mineral geology, water resources, hydrometeorology and climate change, and environmental protection has gradually become more unified and effective. Thereby, it has made important contributions to stabilizing policy mechanisms, contributing to economic growth, ensuring social security, national defense and security; creating a favorable environment to attract investment, and improving provincial competitiveness. In particular, in environmental protection management, from 2022 to present, it has completely handled 4/4 polluting facilities subject to handling under Decision No. 64/2003/QD-TTg of the Prime Minister; eliminated the Noong Bua landfill that had existed for many years, and implemented the project of a waste treatment plant in Pom Lot commune with the most advanced and modern technology in the region. Land use planning and planning always closely follow the overall socio-economic development plan of the province, clearly identify land use needs of projects, link land use planning with industry development planning, forest development planning, and new rural construction planning.

Authorized by the Ministry of Natural Resources and Environment, Mr. Vu Ngoc Vuong, Director of the Department of Natural Resources and Environment, awarded the Medal for the cause of natural resources and environment of Dien Bien province to 9 individuals.

Speaking at the ceremony, Comrade Vu A Bang highly appreciated the efforts to overcome difficulties of the collective of cadres, civil servants and public employees in the whole sector. In the coming time, the Vice Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to continue to build a bloc of solidarity, responsibility and dedication to work; promote administrative reform, apply digital transformation, improve work efficiency; strengthen management and inspection of the environmental sector, strictly handle violations. Continue to promote the achievements, results and experiences accumulated over the past 20 years, strive to be more proactive in forecasting, advising and implementing solutions to respond promptly and effectively to climate change, environment, natural disasters and epidemics. Strengthen resource management and environmental protection; continue to strive with other sectors and levels to excellently complete the tasks assigned by the Provincial Party Committee, People's Council and Provincial People's Committee; affirming the position and particularly important role of the industry in the sustainable development of the province.

On this occasion, the Ministry of Natural Resources and Environment awarded the Medal for the cause of Natural Resources and Environment of Dien Bien province to 9 individuals; the Provincial People's Committee awarded the Badge "For the cause of construction and development of Dien Bien province" to 2 individuals, and awarded Certificates of Merit to 1 collective and 2 individuals with outstanding achievements.

Previously, on the occasion of the 20th anniversary of its founding, on September 28, the collective of cadres, civil servants and employees of the Department of Natural Resources and Environment offered incense at the Dien Bien Phu Battlefield Martyrs' Temple and visited the heroic martyrs at the A1 Martyrs' Cemetery.
