The Standing Committee of the Provincial People's Council held its regular meeting in October.

The meeting reviewed the draft Report on the results of reviewing the Resolutions on legal norms (QPPL) issued by the Provincial People's Council from 2004 to 2022. Accordingly, from 2004 to 2022, the Provincial People's Council issued 130 Resolutions on legal norms, of which 127 Resolutions were submitted by the Provincial People's Committee to the Provincial People's Council for promulgation. However, up to now, a number of Resolutions are no longer consistent with the provisions of current laws and the socio-economic development situation of the locality. Therefore, the Standing Committee of the Provincial People's Council proposed that the Provincial People's Committee review the Resolutions on legal norms issued by the Provincial People's Council and the Decisions on legal norms issued by the Provincial People's Committee; coordinate with the Standing Committee of the Provincial People's Council to propose that the Provincial People's Council handle the results of reviewing the Resolutions on legal norms of the Provincial People's Council. Prepare and publish a list of expired legal documents according to the provisions of Decree 34/2016/ND-CP dated May 14, 2016, Decree No. 154/2020/ND-CP dated December 31, 2020 of the Government. For the Legal Committee and the Provincial People's Council Committees, regularly coordinate with specialized agencies under the Provincial People's Committee to preside over the drafting of the Provincial People's Council's legal documents, it is necessary to review, promptly amend, supplement and replace regulations that are no longer appropriate.

Regarding the results of the implementation of tasks in September, the Standing Committee of the Provincial People's Council prepared and organized the People's Council meeting and the Standing Committee meeting of the Provincial People's Council to effectively perform the tasks in the following month. Reviewed and approved the proposal to draft a legal resolution; advised the Provincial People's Committee to direct assigned agencies and units to draft a draft resolution for consideration and approval at the regular meeting at the end of 2023. Conducted supervision of a number of districts, towns and cities under the topic "Implementation of legal regulations in administrative reform associated with digital transformation 2021 - 2023 in Dien Bien province". Work of receiving citizens, receiving and handling complaints and denunciations in accordance with regulations. During the month, the Standing Committee of the Provincial People's Council received 11 petitions, classified them to forward to competent authorities to respond to citizens.

In October, the Standing Committee of the Provincial People's Council chaired a meeting with the Provincial People's Committee, the Provincial Fatherland Front Committee, the Provincial People's Council committees and relevant agencies to agree on the expected content, program and time of the regular meeting at the end of 2023.
