In a message to his Russian counterpart Vladimir Putin on March 23, Iranian President Raisi also sent his condolences to the Russian government and people. Mr. Raisi strongly condemned the terrorist attack in Russia and expressed support for Russia's efforts to protect national security.

North Korean leader Kim Jong Un sent a message of condolence to Russian President Vladimir Putin over the “massive terrorist attack in Moscow” and stressed that nothing could justify the “heinous terrorist act” against humanity, the Korean Central News Agency (KCNA) said on March 24.

Hamas also condemned the terrorist attack on March 23, which was claimed by IS. In a statement, Hamas “condemned in the strongest terms” the terrorist attack that left hundreds dead and injured. Hamas expressed its “sincere condolences” and “full solidarity” with the Russian government and people, as well as the families of the victims.

Among those killed, the youngest victim was 33 years old, the oldest was 71 years old.
