On November 8, at the People's Committee of Kim Trung commune (Kim Son district), the Department of Agriculture and Rural Development of Ninh Binh in coordination with the Department of Agriculture and Rural Development of Quang Ninh held a conference to review 3 years of implementing the Memorandum of Understanding on coordination in supplying and managing the quality of mollusk seeds between Ninh Binh and Quang Ninh provinces.
In order to promote sustainable mollusk farming, promote the potential and advantages of the two provinces of Ninh Binh - Quang Ninh, and at the same time create links and improve the effectiveness of aquatic seed quality management, on September 28, 2020, the Department of Agriculture and Rural Development of Quang Ninh and Ninh Binh provinces signed a Memorandum of Understanding on coordination in the supply and quality management of mollusk seeds between Ninh Binh and Quang Ninh provinces.
Over the past 3 years, with specific solutions suitable to the practical situation, the implementation of the Memorandum of Understanding has helped form a sustainable chain of production and consumption of mollusks. Mollusk seed production facilities in Kim Son district have all complied with the legal regulations on production and breeding of aquatic species.
By November 2023, 47 mollusk seed production and breeding facilities had been granted Certificates of Eligibility. The average seed yield was about 7.6 million/ha, helping farmers earn a profit of 300 - 400 million VND/ha/year. Some households earned 1 billion VND/ha/year.
Since 2020, more than 23 billion Kim Son oyster seeds have been quarantined and supplied to farming areas in Quang Ninh. In February 2023, the "Kim Son Oyster Seeds" brand was granted a certificate of protection by the Intellectual Property Office. This is an important stepping stone to help increase product value, create competitiveness and promote local production development.

In the coming time, Ninh Binh hopes that Quang Ninh will continue to create conditions for the province's mollusk production and breeding facilities to learn, work, and cooperate to develop production with commercial mollusk farming facilities in Quang Ninh province through professional associations.
At the same time, conduct post-inspection and evaluate the quality of oyster seed batches according to the list provided by Ninh Binh province; keep in touch and regularly exchange implementation results so that Ninh Binh can take timely management measures.
The two localities agreed to research the need to establish a center for producing high-quality parent stock, helping to standardize inputs and limit possible diseases.
