Ho Chi Minh City Department of Education and Training requires Apax Leaders English System to report the roadmap for refunding tuition fees to learners.

On March 12, the Department of Education and Training of Ho Chi Minh City sent a report to the People's Committee of Ho Chi Minh City on the operation of foreign language centers belonging to the Apax Leaders English Center System in the city.

Accordingly, Apax Leaders English Center System has just proposed to temporarily suspend operations of 2 foreign language centers from March to June 2024, deploy online teaching for students, and request to dissolve 26 centers.

As for the remaining 13 locations, the Department of Education and Training of Ho Chi Minh City will consider and resolve according to regulations after reviewing evidence related to the legal right to use the center's location and actual supporting documents provided by local management agencies.

In case the investor wants to register to change location, he/she must provide evidence of the termination of the old location lease contract and the new location lease contract along with conditions to ensure educational activities according to regulations.

Up to now, the Department of Education and Training of Ho Chi Minh City has organized 8 inspections of 12 Apax Leaders English centers in the area. In addition, the Department Inspectorate organized 4 citizen reception sessions to receive feedback from parents and students.

According to the report, the total number of students at Apax Leaders foreign language centers in the city is 11,295 students, including 839 students studying directly, 6,072 students reserving results and 4,384 students withdrawing fees.

According to statistics, the total tuition fee that Apax Leaders English Center System must refund to learners is more than 108 billion VND. Of which, the centers have refunded 14.3 billion VND, still owing about 93.8 billion VND.

Currently, the unit still owes teachers and staff more than 11.5 billion VND in salaries and 9 billion VND in rent.

According to the Department of Education and Training of Ho Chi Minh City, the unit has not reported on specific plans and progress to correct violations and responsibilities for learners, individuals, and related organizations, ensuring compliance with legal regulations as required.

At a recent working session, the Department of Education and Training of Ho Chi Minh City requested the unit to report before March 15, 2024 the following contents: dissolution registration dossier for centers that no longer meet the prescribed educational operation conditions; completion of procedures related to tax and social insurance debts; plan to resolve unpaid wages, social insurance for employees and other allowances (if any); specific tuition refund plan and roadmap for parents; plan to ensure educational operations for the two foreign language centers Apax Leaders 5 and Apax Leaders 15.

The Department of Education and Training of Ho Chi Minh City will continue to coordinate with the Department of Planning and Investment, the City Tax Department, the City Social Insurance and related units to review legal documents and assess the conditions for continued operation of the remaining Apax Leaders English centers in the city.

Along with that, the management agency mobilized foreign language centers in the area to support receiving students of Apax Leaders foreign language center in case these centers do not ensure conditions to continue operating.

The leader of the Department of Education and Training of Ho Chi Minh City said that the department is submitting a draft regulation on coordination between the Department of Education and Training and departments, branches and sectors under the People's Committee of Ho Chi Minh City, the People's Committee of Thu Duc City and 21 districts in state management of education for non-public educational institutions in the area.

After approval, the Department of Education and Training of Ho Chi Minh City will review the signed coordination contents and, based on the actual situation, develop coordination regulations with each department, branch, and sector, clearly assigning responsibilities to each unit to enhance the effectiveness of state management of non-public educational institutions.
