After 15 years of implementation, the project to renovate and upgrade National Highway 1A, the 4.8 km section of Van Dien - Ngoc Hoi, has not been completed, seriously affecting people's lives.
To reduce traffic congestion and avoid overloading the Phap Van - Cau Gie expressway, in 2010, the Hanoi People's Committee approved the project to upgrade National Highway 1, Ngoc Hoi - Van Dien section, 4.8 km long, with a total investment of nearly 888 billion VND, to be implemented from 2010 - 2013.
However, according to Dan Viet reporters, nearly 15 years have passed, but the project to renovate and upgrade 4.8 km of National Highway 1, Ngoc Hoi - Van Dien section, is still messy, dusty, congested and seriously affects people's lives.
Currently, 70% of the project length has not been completed, the construction site is still messy and divided into many sections.
The project includes investment items, construction of new canal systems, drainage culverts... but to date the drainage culverts have not been completed.
According to the People's Committee of Thanh Tri district, in recent years, the functional agencies of Hanoi city and Thanh Tri district have had many dialogues, propaganda, and mobilization, but there are still some households that have not agreed to hand over the land. In this situation, the district has established a Steering Committee for site clearance of the district, with the Secretary of the District Party Committee as the Head of the Committee and the Deputy Secretaries of the District Party Committee as Deputy Heads, to completely resolve the site clearance work of this project. The district has also established two Propaganda, Mobilization, and Enforcement Teams for land recovery, with the leaders as the team leaders, and the participation of departments, branches, and organizations.
According to the plan, the renovated and upgraded road section is 4.8 km long, passing through the four communes of Tu Hiep, Ngu Hiep, Ngoc Hoi and Lien Ninh of Thanh Tri district.
The unsynchronized expansion has caused many electric poles to appear in the middle of the road, which have not been relocated, making it difficult for vehicles to move and posing a potential risk of accidents.
According to people living in the area, whenever it rains, the roadway of National Highway 1 and the project area are flooded because the rainwater has no way to drain. Many houses with business premises are almost paralyzed, with no way to get in. Mr. Nguyen Van Cuong (a resident in the area) said: "Many families living along National Highway 1 where the project has been under construction for many years have no way to get in their houses, so they have to build temporary embankments to get around. The worst are the shops, to get in their houses they have to walk along the wall, the path is very narrow, if you are careless you will fall".
A section of the construction site is used as a stop for large trucks carrying goods.
People in Ngoc Hoi commune, Thanh Tri are having to live and work on the project site.
In the photo, a house that has not been cleared yet is located in the middle of the project road.
According to Decision No. 178/QD-UBND dated January 9, 2023 of the City People's Committee on approving the adjustment of the implementation time of the project to renovate and upgrade National Highway 1A, Van Dien - Ngoc Hoi section (Km185-Km189) in Thanh Tri district, the project implementation time is only until the end of 2024. However, up to now, the project is still unfinished and not completed.
