This morning, the opening of the Special Session of the Hanoi City People's Council

Accordingly, the Hanoi People's Council will consider the following contents: Regulations on tuition fees for public preschool and general education institutions that self-finance regular expenses; high-quality public preschool and general education institutions of Hanoi in the 2024-2025 school year.

Regulations on educational service prices for pilot implementation for preschool and general education facilities using the state budget of Hanoi City.

The City People's Council will consider regulating the authority to decide on investment and procurement for information technology application activities using regular expenditure funds from the State budget of Hanoi City.

At the same time, at the Session, the City People's Council also reviewed the List of public career services using the State budget in the field of family medicine examination and treatment that have not been paid for by the health insurance fund and out-of-hospital emergency care of Hanoi City.

The City People's Council considers regulations on special loan subjects from local budget capital entrusted through the Hanoi City Social Policy Bank.

At the meeting, the City People's Council also considered the following contents: approving the adjustment and supplementation of the list of works and projects for land recovery in 2024; the list of projects to change the purpose of using rice-growing land, special-use forest land, protective forest land, and production forest land in 2024 in Hanoi. Considering and approving the policy of changing the purpose of using forests to other purposes in Hanoi to implement the project: Expanding and renovating the construction of the People's Police College I in Thuy Xuan Tien commune, Chuong My district; Conservation area in area IV of Soc Son Cultural - Tourism Area in Phu Linh commune, Soc Son district.

The City People's Council considers and approves updating and adjusting the 5-year medium-term public investment plan 2021-2025 and adjusting the 2024 city-level public investment plan; orienting the 5-year medium-term public investment plan 2026-2030 city-level; approving investment policies and approving adjustments to investment policies for a number of projects using public investment capital of the city.

The City People's Council also considered and approved the Pilot Project and established the Hanoi City Public Administration Service Center; reviewed a number of expenditure contents and expenditure levels for drafting documents to implement the Capital Law No. 39/2024/QH15 dated June 28, 2024.

At the same time, the City People's Council will consider allowing the use of salary reform resources to implement additional social security policies when increasing the basic salary and placing orders for public educational institutions; allowing the use of salary reform resources to spend on development investment in 2024 for the districts: Hoan Kiem, Thanh Xuan, Bac Tu Liem. Along with that, consider supporting the development of winter crop production to contribute to overcoming the consequences of storm No. 3 in Hanoi in 2024; consider the Hanoi Urban Development Program for the period up to 2035...
