On the afternoon of May 30, Sa Pa Town People's Committee solemnly organized the Emulation Congress of the Armed Forces for the period 2019 - 2024.

Over the past 5 years, the emulation movement "Determination to Win" of the town's armed forces has been implemented regularly and comprehensively; the content and solutions are close to reality, always focusing on implementing the political tasks of the unit and the locality. Thereby creating great motivation, encouraging and motivating cadres and soldiers to overcome all difficulties, striving to fulfill assigned tasks and responsibilities. The overall quality and fighting strength of the town's armed forces have been improved, with internal solidarity and unity; party organizations are always strong in politics, ideology and organization; agencies and units are strong, comprehensively "exemplary, typical".

The town's armed forces advised the town's National Defense and Security Education Council to send 16 comrades of category 2, 180 comrades of category 3 and 1,750 comrades of category 4 to participate in national defense and security knowledge training; organized national defense education for over 10,000 students; handed over 495 citizens to units of the military region and province, welcomed 405 soldiers who completed their military service back to their localities. Advised the locality to organize 5 storm and flood response and search and rescue drills; coordinated with local Party committees and authorities to conduct search and rescue in 39 natural disasters, mobilized 8,965 officers and soldiers to participate in forest fire fighting...

From 2019 to 2024, Sa Pa town's armed forces had 7 individuals awarded the Victory Flag Medal, 23 individuals awarded the Glorious Soldier Medal; the Town Military Command was awarded the Emulation Flag by the Military Region 2 Command, 6 units achieved the title of Victory Unit, Advanced Unit; 10 emulation soldiers; 450 collectives and individuals were awarded Certificates of Merit at all levels; 45 officers and soldiers were awarded the title of Advanced Soldier...

In Bac Ha district

On May 30, the People's Committee of Bac Ha district solemnly organized the Emulation Congress for Victory of the Armed Forces, period 2019 - 2024.

Over the past 5 years, the "Determination to Win" emulation movement of the armed forces of Bac Ha district has been deployed and implemented synchronously and effectively in all aspects of work. 100% of cadres and party members have completed their tasks or more, of which 94.3% have completed their tasks well and excellently, exceeding 2% compared to the previous term; continuously from 2019 to 2022, the District Military Party Committee has completed its tasks well, and in 2023, it has completed its tasks excellently; the District Police Party Committee has completed its tasks or more well since 2019; 100% of cadres and party members have completed their tasks well and excellently, exceeding 3.2% compared to the previous term; 182 new party members have been admitted, an increase of 5% compared to the previous term.

From the emulation movement, the District Military Command was honored to receive 1 Certificate of Merit from the Ministry of National Defense; 1 time the Military Region 2 Command awarded the title of Determined to Win Unit; 1 Emulation Flag, 1 Certificate of Merit from the Provincial People's Committee. The district armed forces had 65 individuals awarded the Determined to Win Military Flag Medal; 210 individuals awarded the Glorious Soldier Medal (Class 1, 2, 3); the District Military Command and District Police were awarded the Emulation Flag by the Provincial Party Committee and Provincial People's Committee; 37 units achieved the titles of Determined to Win Unit, Advanced Unit...

In the period of 2024 - 2029, the armed forces of Bac Ha district set out 4 goals, 5 main contents, 5 measures to organize implementation, striving for: 100% of cadres and soldiers to successfully complete the contents, goals, and targets of emulation movements; agencies and units have plans and programs to build comprehensive points, points for each aspect of work, making the emulation movement to win strong and widespread in all aspects of activities; striving for each agency and unit in the armed forces of the district to have 1 typical advanced model, with 2-3 truly outstanding individuals in studying, working and producing labor...

In their discussions at the congress, delegates focused on proposing directions, goals, tasks and some key measures to promote the implementation of the "Determined to Win" emulation movement in the period of 2024 - 2029, such as: experience in leading and directing the implementation of the "Determined to Win" emulation movement, contributing to improving the overall quality, combat readiness level, building the "Exemplary and typical" district armed forces; building a strong national defense, a solid defense zone; strengthening leadership and direction to resolve situations in key and complicated areas of security and order; consolidating, building and improving the overall quality of the armed forces of communes and towns, meeting the requirements of tasks in the new situation...

The Congress adopted the Resolution Letter, calling on all cadres and soldiers of the district's armed forces to continue spreading the noble image of "Uncle Ho's soldiers", the image of police officers "forgetting themselves for the country, serving the people" in the hearts of the people of all ethnic groups in Bac Ha district; to unite as one, to continue to develop the emulation movement both widely and deeply.

In Van Ban district

Previously, on the afternoon of May 29, the People's Committee of Van Ban district organized the Emulation Congress for Victory of the district's armed forces, period 2019 - 2024.

In the period of 2019 - 2024, the emulation movement "Determination to Win" of the armed forces of Van Ban district was deployed synchronously, comprehensively, with focus and key points, becoming a driving force to encourage and motivate officers and soldiers to excellently complete all tasks.

District leaders presented flowers to congratulate the congress.

The "Determined to Win" emulation movement has closely followed the political tasks of the unit and locality, associated with the effective implementation of the Resolution of the 12th and 13th Party Central Committee's 4th term on Party building and rectification. In 5 years, 184 new Party members were admitted, an increase of 5% compared to the previous term; 560 citizens were selected and called to join the army, reaching 100% of the target; 550 soldiers who had completed their military service returned to their localities; 100% of the target for training in national defense and security knowledge for the subjects were completed; 15 cadres of subject 2 and 190 cadres of subject 3 were sent to participate in training in national defense and security knowledge...

In training, 100% met the requirements, of which 75% achieved good or better; 100% of officers and soldiers strictly complied with State laws, military discipline and regulations of the unit and locality, ensuring safety during training.

Responding to the movement of joining hands to build new rural areas, the district armed forces contributed thousands of working days to help people pour 8 km of rural concrete roads, dredge over 2 km of irrigation canals; build dozens of auxiliary works in Nam Xay, Nam Chay; participate in overcoming the consequences of natural disasters, search and rescue...

With the achieved results, 16 individuals were awarded the Victory Flag Medal; 28 individuals were awarded the Glorious Soldier Medal (Class 1, 2, 3); the District Military Command twice achieved the title of Victory Unit, Advanced Unit; 25 collectives and individuals were awarded certificates of merit at all levels; 472 cadres and soldiers were awarded the title of Advanced Soldier...

At the congress, delegates focused on clarifying good, creative and effective ways to implement the emulation movement to win; proposed and agreed on directions, goals, tasks and some solutions to continue promoting the emulation movement to win in the district armed forces in the period of 2024 - 2029 and approved the Resolution Letter.

On this occasion, the Chairman of Van Ban District People's Committee awarded Certificates of Merit to 5 collectives and 10 individuals with outstanding achievements in implementing the emulation movement for victory, period 2019 - 2024.
