Clarify the orientation of railway routes and stations in the key areas of Ho Chi Minh City
The Ministry of Transport (MOT) requested the Vietnam Railway Authority to report on the Planning Documents for railway routes and stations in the Ho Chi Minh City hub area before May 12, 2024.

This is one of the contents in Notice No. 95/TB – BGTVT Conclusion of Deputy Minister Nguyen Danh Huy at the working session with the Ho Chi Minh City People's Committee on Planning of railway routes and stations in the key areas of Ho Chi Minh City.
According to the leader of the Ministry of Transport, in principle, the national railway planning must be placed in the overall relationship with urban railway lines and other public transport modes; ensuring synchronous connection with urban railways to support the collection and clearance of passengers for the national railway, and support the resolution of traffic congestion in Ho Chi Minh City.
To ensure the quality and progress of planning, the leaders of the Ministry of Transport requested the Vietnam Railway Authority and the Consultant to continue investigating and surveying to collect all relevant information; fully absorb the opinions of the agencies and units attending the meeting to complete the Planning project, in which some contents should be noted.
Firstly, organize freight transport that does not go through the central area of Ho Chi Minh City, transporting goods from Tan Kien to An Binh via the belt railway; the belt railway has the function of organizing passenger transport.
Second, the national railway passenger transport organization is expected to go through two corridors: An Binh - Binh Trieu - Hoa Hung - Tan Kien corridor and Thu Thiem - Tan Kien corridor.
Deputy Minister Nguyen Danh Huy requested the Planning Consultant (TEDI SOUTH – CCTDI Consulting Joint Venture) to carefully study and analyze related plans, transportation organization plans, carefully review the current corridor reserve for the ability to meet the route plan and technical indicators (longitudinal slope, horizontal curve radius, super-elevation...); the stations are arranged to ensure full functions of the national railway and part of the urban function, ensuring synchronous and interconnected connectivity in the railway network of the Ho Chi Minh City hub area.
The leaders of the Ministry of Transport assigned the Vietnam Railway Authority to work specifically with the Department of Planning and Architecture and the Department of Transport of Ho Chi Minh City to soon agree on a plan and report to the People's Committee of Ho Chi Minh City for official comments on the railway connection between Tan Son Nhat Airport and Long Thanh International Airport.
The parties agreed that in the future, trains will be organized to transport passengers between the two airports via urban railway line No. 6 (being studied and supplemented in the Ho Chi Minh City Master Plan Adjustment Project) and the Thu Thiem - Long Thanh railway line; the planned rail connection location is at the Phu Huu intersection area.
After investment, the Ministry of Transport will report to the competent authority to hand over the Thu Thiem - Long Thanh railway line to the Ho Chi Minh City People's Committee for management and operation to synchronize with other urban railway lines in the Ho Chi Minh City area and serve passenger transport from Ho Chi Minh City to Long Thanh International Airport.
Regarding the cross-city route serving the Tay Ninh province and Hoc Mon district, the leaders of the Ministry of Transport assigned the Vietnam Railway Authority and the Consultant to receive the opinions of Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong to study, analyze, and further evaluate the suitability of the transport organization (connecting national railways, collecting and clearing passengers...), ensuring the smooth operation of national railways and urban railways.
Regarding the products of planning work, the leaders of the Ministry of Transport requested the Vietnam Railway Authority to consult on building a database on planning (including functional planning of each terminal station), maps and diagrams according to the general requirements of the information system and the national database on planning.
In particular, stations must determine the specific area and shape to meet train running requirements, have future reserves as a basis for local agreements, determine boundaries, and traffic connections; arrange functional areas in accordance with capacity, operational organization requirements, and have audits to ensure feasibility; carefully review plans to connect urban and regional railway lines with national railway stations, especially large passenger and freight stations. The lines must have longitudinal profiles that specifically identify elevated sections, low-lying sections, and underground sections.
After the planning is approved by the competent authority, the Planning and Investment Department and the Vietnam Railway Authority will coordinate to determine capital sources to carry out the work of preparing documents and setting up landmarks to hand over to local authorities for management.
The Deputy Minister of Transport requested the Vietnam Railway Authority to speed up the implementation progress, ensure scientific, full legal basis and synchronization of related planning; strengthen inspection and supervision work, arrange for quality review of planning documents prepared by the TEDI SOUTH - CCTDI Consulting Joint Venture to ensure compliance with the approved planning task content, and be responsible to the Ministry of Transport for the reported data.
“The planning dossier for railway routes and stations in the Ho Chi Minh City hub area requires the Vietnam Railway Authority to report to the Ministry of Transport before May 12, 2024,” Notice No. 95 stated.
