The document clearly states that, according to the new organizational structure of the State Bank of Vietnam, the State Bank of Vietnam's Ho Chi Minh City branch will change its name to the State Bank of Vietnam's Region 2 branch from March 1, 2025. Accordingly, the State Bank of Vietnam's Region 2 branch - a unit under the organizational structure of the State Bank of Vietnam, performs state management of currency, banking and foreign exchange activities in the area and performs a number of Central Bank operations under the authorization of the Governor.

Implementing the direction of the State Bank in Directive 01/CT-NHNN dated January 20, 2025 and related documents, credit institutions in the city have proactively stabilized deposit interest rates, gradually adjusted lending interest rates down through cost reduction and technology application, and are ready to share profits to support people and businesses in accessing capital, promoting production and business.

At the same time, the State Bank of Vietnam, Region 2 Branch, announced that it will continue to implement the Bank - Business Connection Program in 2025 with relevant units to create a bridge for businesses to conveniently access bank credit capital and develop production and business.

Regarding public services at the State Bank of Vietnam, Region 2 Branch will continue to implement to best meet the needs of people, businesses, and credit institutions in handling administrative procedures. In particular, the State Bank of Vietnam, Region 2 Branch is organizing the implementation of public services related to the foreign exchange - gold sector as follows:

Firstly, public services related to “Approval, registration, and licensing related to foreign currency and economic organizations” include: Approval of registration of foreign currency payment agents of credit institutions and economic organizations. Approval of changes and additions to registration of foreign currency payment agents of credit institutions and economic organizations. Approval of extension of registration of foreign currency payment agents of credit institutions and economic organizations. Approval of direct receipt and payment of foreign currency of economic organizations, etc.

Second, public services related to “Licensing related to accounts and foreign exchange transactions” include: Registering an account to access the website of an enterprise that borrows or repays foreign debt without a government guarantee. Mr. Nguyen Duc Lenh - Deputy Director of the State Bank of Vietnam, Region 2 Branch, said that these are popular public services according to the national standard TCVN ISO 9001:2015 that this agency is implementing. These public services are implemented by the State Bank of Vietnam, Region 2 Branch, processed without intermediaries, without causing harassment, and are publicly listed, without charging fees.

Accordingly, to further strengthen support for people and businesses in the city, the State Bank of Vietnam, Region 2 Branch, requests the Department of Industry and Trade, the Department of Finance, the People's Committees of districts, towns and Thu Duc city, the Management Board of the city's export processing and industrial zones, especially the City Business Association, the Association of Industry and Trade Enterprises and the Association of Enterprises in districts, towns and cities, to coordinate information dissemination.
