Determined to complete the 220kV Nam Sum line

On the afternoon of October 17, the State Steering Committee for important national programs, works and projects of the energy sector held an online conference on the implementation of power grid projects importing electricity from Laos and a number of other key power line projects. Minister of Industry and Trade Nguyen Hong Dien chaired the conference.

Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired the conference at Thanh Hoa bridge.

At Thanh Hoa bridge, comrade Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; representatives of departments, branches, and the Northern Power Project Management Board (NPMB) attended the conference.

The 220kV Nam Sum - Nong Cong transmission line project passes through Nhu Xuan district.

The 220kV Nam Sum - Nong Cong Transmission Line Project is about 130km long, including 2 circuits, from connection point G1 (at the Vietnam - Laos border) to Nong Cong 220kV Transformer Station, including 299 column foundation positions and 99 corridor anchorages, passing through 2 provinces of Thanh Hoa and Nghe An.

In Thanh Hoa, the project is 52.14km long, including 125 column foundation positions and 47 corridor anchorages, passing through 3 districts: Nhu Xuan, Nhu Thanh, Nong Cong.

Currently, the project has cast foundations at 294/299 locations, and is constructing 5/299 locations; erected columns at 287/299 locations, and is assembling 7/299 locations; completed pulling wires at 61/99 anchors, and is pulling wires at 11/99 anchors.

Currently, the project implementation is still facing some difficulties in compensation and site clearance. Specifically, the safety corridor of 4/99 anchorages in Que Phong district (Nghe An) has not been handed over due to not receiving the consent of the people or the corridor has not been cleared. The section from position 196 - 206 through Thanh Lam Prison in Nhu Thanh district has completed casting the foundation and erecting the poles but has not yet started the wire pulling construction due to problems with compensation, support and land acquisition procedures.

Along with that, in the area of ​​3 districts of Thanh Hoa province, there are 34 anchorages that have not been cleared, including 18 anchorages in Nhu Xuan district; 14 anchorages in Nhu Thanh district and 2 anchorages in Nong Cong district.

At the conference, Vietnam Electricity Group proposed that the People's Committees of Thanh Hoa and Nghe An provinces direct localities to urgently mobilize forces and organize the clearance of the project corridor; at the same time, coordinate to propose obstacles in land acquisition at Thanh Lam Prison so that investors and contractors can organize the pulling of wires and soon put the project into operation and exploitation.

Speaking at the conference, Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem reported and affirmed that he would direct the three districts of Nong Cong, Nhu Thanh, and Nhu Xuan to coordinate with NPMB to organize forces and within the next 7 days, clear all 34 remaining tree-covered areas in the route corridor.

Vice Chairman of the Provincial People's Committee Mai Xuan Liem proposed that the Ministry of Industry and Trade support and remove some difficulties for investors to complete construction work through the area.

Thanh Hoa province also requested the Ministry of Industry and Trade to assist in reclaiming land for 11 column foundation locations across Thanh Lam Prison.

Accordingly, on October 1, 2024, NPMB sent an official dispatch to the Department of Construction and Barracks Management - H02 - Ministry of Public Security requesting to consult with Thanh Lam Prison to create conditions for the unit to carry out the work of pulling the wire from column position 196 to position 206; however, up to now, the Department of Construction and Barracks Management - H02 has not yet agreed to pull the wire.

To ensure project progress, Thanh Hoa province requested the Minister of Industry and Trade to recommend the Ministry of Public Security to direct relevant units to support and approve the investor to carry out construction work in parallel with the process of completing legal documents.

Concluding the conference, Minister of Industry and Trade Nguyen Hong Dien said that in order to quickly put the Nam Sum - Nong Cong 220kV Transmission Line Project into operation, the Ministry will soon remove difficulties in site clearance at Thanh Lam Prison, creating conditions for the investor and contractor to deploy wire pulling for the remaining anchorages.

The Minister of Industry and Trade requested Thanh Hoa province to promptly organize forces and procedures to clear the route corridor; at the same time, ensure security and order for the wire pulling work and prepare conditions for the project to be energized and put into operation.

It is known that, in addition to the goal of meeting the load growth demand of the Northern region's power system, the 220kV Nam Sum - Nong Cong Transmission Line Project also aims to realize the energy cooperation policy between Vietnam and Laos.
