Key Results
According to the assessment of the Provincial People's Committee, implementing the national target program on socio-economic development in ethnic minority and mountainous areas, from the beginning of 2023 up to now, ethnic minorities and the people in the province have united, strived to overcome difficulties and achieved important results in all areas, creating fundamental changes in the social life of the province. The political system in ethnic minority areas has been regularly consolidated; socio-economic development has received attention and investment, life and income have improved significantly. Up to now, the production and life of ethnic minorities have been basically stable with crops of high economic value such as rubber, acacia, cashew, pepper, grapes, dragon fruit... and some fruit trees have been focused on expanding the area, applying scientific and technical advances. As a result, the average income per capita in the ethnic minority area (17 pure communes) is 21.07 million VND/person/year, equal to 52.41% of the average income of the whole province. Regarding the results of poverty reduction, by the end of 2022, there were 2,801 poor ethnic minority households, accounting for 10.78% of the total number of ethnic minority households and 32.35% of the total number of poor households in the whole province.
In addition, education, health care, culture and society in ethnic minority areas have many progressive changes. The rate of dropouts in ethnic minority areas has decreased, the rate of school-age students has increased; there are over 400 ethnic minority students studying at universities, colleges and vocational high schools nationwide. On the other hand, 17/17 purely ethnic minority communes have cultural houses; 100% of villages and hamlets have community houses. Cultural, sports and traditional festivals of ethnic groups have been maintained, contributing to preserving and promoting the traditional cultural values of ethnic minorities. Thereby, it has aroused the spirit of solidarity, self-reliance, self-reliance, and active participation in emulation in production and business, contributing to promoting the socio-economy and building the great national unity bloc.
Particularly for the implementation of essential infrastructure investment projects to serve production and life in ethnic minority and mountainous areas. In the first half of 2023, Ham Thuan Bac district upgraded the road to Dan Sach Production Area and inter-village and inter-hamlet roads in village 2 - Dong Giang commune; embankment to prevent erosion and landslides of Do river and the project to renovate the campus, flower garden, Dong Tien Primary and Secondary School and Dong Tien commune kindergarten; solidify the intra-field canals in area D, Bau Thap - Thuan Hoa commune...
Regarding the project of developing education and training to improve the quality of human resources, the Department of Education and Training has organized training for managers and teachers of ethnic boarding schools on "Capacity to plan, manage activities, and organize ethnic boarding students" and "Skills to cope with stress and control emotions for ethnic boarding students"... Regarding the project of preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development, the Department of Culture, Sports and Tourism is currently synthesizing proposals from districts and implementing steps according to regulations on purchasing equipment for the content of "Supporting equipment for cultural and sports activities for cultural houses and sports areas in ethnic minority and mountainous areas" in 2022.
Promote the spirit of striving to improve
In the coming time, in order for the national target program on socio-economic development of ethnic minority and mountainous areas to be implemented to ensure the right subjects, right locations, right purposes, and right procedures; Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested departments, branches, and localities to maximize internal resources, turn advantages and potentials into important resources for ethnic minorities to be self-reliant, develop and integrate, initially gradually narrowing the gap in living standards and income of ethnic minorities compared to the national average.
In addition, continue to lead and direct the comprehensive development of people's lives, economy and society in ethnic minority areas, focusing on investing in the synchronous construction of infrastructure systems to serve the socio-economic development of ethnic minority areas from the central government's support capital, local budgets and capital mobilized from society; linking economic development between localities. Focus on exploiting and improving the efficiency of using agricultural land funds, linking production and cultivation with promoting the development of livestock and industries, services, increasing income, reducing poverty quickly and sustainably. In addition, gradually develop education, training, health care, culture; preserve and promote the good cultural identity of ethnic minorities, invest in cultural institutions, improve the material and spiritual life of the people; implement gender equality and solve urgent problems for women and children.
For each project and sub-project, the Vice Chairman of the Provincial People's Committee requested focused, key and sustainable investment, focusing on communes and villages with special difficulties; promptly and effectively resolving the most pressing and urgent issues; committing to the disbursement progress, quality and efficiency of investment capital under the program.
